And your husband, wife or civil partner died before 6 April 2017. You can get it for up to 52 weeks from the date your husband, wife or civil partner died. If your spouse or civil partner died on or after 6 April 2017 you may be eligible for Bereavement Support Payment instead. The Social Fund (SF) is a scheme to help people with needs which are difficult to meet from regular income. It is made up of two distinct parts: • a regulated scheme which provides entitlement to maternity, funeral, cold weather and winter fuel payments for people who satisfy certain qualifying conditions • a discretionary scheme under which people may be eligible in certain circumstances for a: o Community Care Grant (CCG) - to meet, or help to meet, a need for community care o Budgeting Loan (BL) - to meet, or help to meet, an intermittent expense o Crisis Loan (CL) - to meet, or help to meet, an immediate short term need 2. This guide deals with discretionary payments only. Discretionary Scheme – appropriate officers 3. SF decisions on CCGs, BLs and CLs are discretionary. Decisions on such payments are made by officials who, acting under the authority of the Secretary of State, exercise functions of the Secretary of State in relation to discretionary social fund payments. -

Consultation on Funeral Expense Assistance Regulations May 2018 Ministerial Foreword Arranging a funeral is something that many of us have little experience of but something we know is important as a mark of love and respect for the person who has died. Making decisions can be difficult. But if finding the money to pay for the funeral is a problem, then making arrangements can be even more challenging. That means it’s really important that the support we provide to people who are struggling with funeral costs is easy to understand and access, and not something that makes the process of arranging a funeral even harder. We have heard time and time again that the UK Government’s Funeral Expenses Payment fails bereaved families in a number of ways. The Scottish Government is determined to make this support better when our Funeral Expense Assistance (FEA) replaces the Department for Work and Pensions (DWP) payment in Summer 2019, as one of eleven benefits being devolved to Scotland. Delivery of FEA is central to our wider policy on funeral poverty, as set out in our Funeral Costs Plani. The plan includes 10 actions that the Scottish Government will take across a range of areas to help tackle funeral poverty and make affordable funeral options available. We have already announced a number of improvements we will incorporate in our FEA based on the significant level of engagement we have had with people with experience of the current DWP payment. We have listened to concerns about the impact of long processing times and have made a commitment to process applications within ten working days of receipt of a completed application; and make payments as soon as practicable thereafter. -

Summary and recommendations 1.1 The Social Fund exists to enable people on very low incomes to meet needs that they cannot afford from their normal benefit income. These needs include such things as the cost of clothes and other equipment for a new baby, beds and cookers for people setting up home after homelessness or mental illness, or the costs of replacing essential items destroyed in a fire. In this Evidence Report we draw attention to the manifest failings of the Social Fund to meet the needs of people on low incomes. These failings have left some of the poorest and most vulnerable people in society socially excluded and deprived of the necessities for a decent standard of life.
