Position Purpose

The superintendent serves as the district’s chief executive and educational leader. The superintendent has all the powers and duties bestowed upon the office by statute, and has all executive and administrative powers and duties in connection with the overall operation of the schools which are not required by statute to be exercised directly by the NAPLS Board of Education (“the board”) or by some other officer. The superintendent exercises leadership through school administrators who comprise the Leadership Team.

Reporting Relationships

The superintendent reports directly to the NAPLS Board of Education. The superintendent’s direct reports include five principals, the director of human resources, director of teaching/learning, director of communications and director of operations/planning.

Key Responsibilities

Vision, Continuous Improvement and Focus of District Work

The superintendent shall focus on the vision and mission, inspire and lead continuous improvement and develop a relevant plan for achieving district goals.

Communication and Collaboration

The superintendent shall facilitate effective communication and collaboration with the board, faculty and staff as well as the community-at-large. Also, the superintendent shall recognize the importance of involving multiple stakeholders to inform decision-making, communicate processes and celebrate accomplishments.

Policies and Governance

The superintendent shall identify, prioritize, recommend and follow policies and governance procedures that maintain a focus on the central — ensuring the success of all students. The superintendent shall ensure an effective working relationship with the board and enlist the board’s support for district goals.

! Review, develop and recommend policies for the district.

! Implement and continuously assess policies and practices.

! Identify and respond to societal and educational trends that affect the district and community. ! Counsel with the board on strategy to achieve the adopted goals.

! Advocate for children and families.

! Model and expect professional conduct.

! Prepare and submit to the board recommendations relative to all matters requiring board action, placing before the board such necessary and helpful facts, information and reports as needed to ensure the making of informed decisions.

! Prepare the agenda for board meetings, attend and participate in all meetings of the board and its committees, except when own employment or salary is under consideration and participate in all board deliberations, with no voting power.

! Keep the board informed of the activities operating under the board’s authority.

Instruction and Student Achievement

The superintendent shall lead the creation of instructional systems designed for high student achievement. The superintendent shall place a primary focus on improving instruction and enhancing student learning. As an instructional leader, the superintendent shall create a district culture and expectations that support effective data-based decision making at all levels of the system. The superintendent shall work with district and building administrators to identify, collect, analyze and use relevant data to identify strengths to

sustain and improvements to address. The superintendent shall promote, support and use research-based best practices for curriculum design and instruction.

! Provide for high-quality professional development for all staff aligned with district, state and applicable national standards.

! Promote the use of effective and appropriate technologies to support teaching and learning.

! Direct and supervise extra and co-curricula programs in the district.

! Foster positive morale, dedication and trusted relationships.

! Be visible within the school setting and serve as a high integrity role model.

Resources

The superintendent will oversee the administrative structure and resources of the district including financial, materials, technological and facilities in support of district goals for instruction and student achievement. The superintendent shall organize the district to provide the leadership team the appropriate authority within their schools to make decisions and implement initiatives.

! Design and maintain an effective and efficient administration structure.

! Provide and implement a plan of assessment and evaluation for employees of the district as well as personally assess and evaluate select administrative personnel. ! Oversee master calendar and schedules focused on district goals.

! Manage and prioritize fiscal resources to align expenditures with district goals.

! With the treasurer, manage a process for the creation of the tax budget and appropriation budget and recommend them to the board for approval.

! Recommend to the board tax millage needed to maintain the district’s educational programs and provide leadership to tax levy campaigns to garner public support and trust.

! Create and leverage opportunities to increase funding and alternative revenue streams.

! Identify and equitably allocate resources to support district goals.

! Oversee the district’s facilities, operations with a focus on student and staff safety.

! Oversee bidding, purchasing and accounting procedures that are cost effective and efficient.

! Oversee appropriate regulations for the use and care of school properties.

! Manage and supervise the transportation of students and provision of food services. ! Facilitate an organized and well-planned execution of existing or anticipated master plans.

! Prepare board for positive negotiations with collective bargaining units.

The New Albany-Plain Local Schools district is located in a northeast suburb of Columbus, Ohio. Founded in 1837, the Village of New Albany was primarily rural before significant residential and commercial development arrived some 150 years later. Unlike some suburban communities that have sprawling, unregulated growth, New Albany is developing as a “balanced” 21st Century village in which business enterprises, developers and schools share a common vision. Partnerships are key elements in community growth.

The school district serves an area of 26 square miles, and features eight state of the art buildings all on one centrally located campus. The schools are connected by tree-lined walkways, and are surrounded by an 80-acre nature preserve.

New Albany-Plain Local Schools provide education to approximately 4,180 students in grades K-12. All of the district’s schools have been accredited by the North Central Association of Schools and Colleges. NAPLS is the only school district in Ohio in which every school is designated a National Blue Ribbon School of Excellence by the U.S. Department of Education, and for the past nine years NAPLS has earned Ohio Department of Education’s highest rank.

NAPLS is a responsible steward in growth and financial management. The district has experienced double-digit enrollment growth in the past decade. Projections for enrollment continue to be within an acceptable range of estimation. Consequently, operating expenses are in balance, and a master plan has been created to proactively address responsible facilities planning.

Educational Highlights

Academic Excellence For the past nine years, New Albany-Plain Local Schools has earned the highest possible rating by the Ohio Department of Education. The recently released 2009-2010 State of Ohio Report card ranks NAPLS among the best districts under the highest grade, “Excellent with Distinction.” This rating is awarded to districts who demonstrate “above expected” gains for the past two years in their value-added scores. Furthermore, the district continues to shine in academic improvement among all of its students with its highest State Performance Index Score to date.

Arts Programming Arts Education is an important component of the school district’s curriculum. For NAPLS’ youngest students in K-1 elementary, arts integration is woven throughout to advance academic success, critical thinking and creativity. New Albany Middle School enjoys strong band, orchestra and choir programs. New Albany High School (NAHS) theatre programming has benefited from NAPLS' partnership with the $15 million Jeanne B. McCoy Community Center for the Arts, the anchor to New Albany's Learning Campus. Additionally, students are provided many opportunities in the visual arts to celebrate their work through contests and community art shows.

Technology The Learning Campus computer network is as large as many mid-sized Columbus businesses. Many resources are available to students and teachers, from collaborative learning environments to curriculum specific software and adaptive services for NAPLS’ special needs students. All district students meet state technology proficiency guidelines by 8th grade. NAPLS’ classroom instruction is supported by anytime, anyplace, on-line digital resources, including teacher portals and access to MOODLE, Multiple Object Oriented Digital Learning Environment.

Woodland Nature Preserve There are 80 acres of woodlands, wetlands, ponds, streams and meadows on and adjacent to the K-12 Learning Campus. The nature preserve is the cornerstone of New Albany's award-winning Environmental Science Program. This nature preserve is also an extension of every classroom and a key component of NAPLS’ curricular goals in such areas as environmental stewardship, local history, interpretive writing, weather, geology, biology, math and art. Recycled materials and solar lighting have been used on nature trails utilized by students as well as the community.

Senior Seminar and Internships Senior Seminar is a graduation requirement for all New Albany High Schools students. It is a performance-based course that provides an arena in which students demonstrate K-12 cumulative learning and skills. Students are encouraged to go beyond the traditional school setting for this experience, and an exhibition of their work is presented to an audience. Some examples have been constructing a wildlife observatory, writing and performing original music and creating an event that raises money for childhood cancer research. Each senior also has the opportunity to participate in an internship as a culminating activity before graduation.

Academic Partnerships NAPLS has partnered with several post-secondary institutions to provide students with outstanding educational opportunities. NAPLS' innovative two-year high school Environmental Science program is a partnership between the Eastland Career Center, Columbus State Community College and The (OSU). NAPLS students along with pupils from 18 other Central Ohio high schools are eligible to apply for this environmental industry-endorsed program. NAPLS students also have the opportunity to gain college credit through partnerships with both OSU and Kenyon College.

Alternative Education Opportunities Students at New Albany High School have the opportunity to take courses offered by Eastland-Fairfield Career & Technical Center. The Career Centers prepare students for direct employment as technically skilled workers in the school-to-career programs. They also prepare students for continuing their education in the school-to-college programs. Eastland-Fairfield Career & Technical Center programs are open to all New Albany 11th and 12th grade students who demonstrate the ability and interest to attend. Students remain enrolled in and still graduate from New Albany High School. Students are encouraged to continue participation in all extracurricular activities at New Albany High School.

Athletics NAPLS is proud to be an award-winning district. NAHS is in Division 1 and is a former state champion in lacrosse. Additionally, NAHS has fostered individual state champions in tennis and swimming. The district is host to numerous competitive sports including field and indoor sports. A sampling of sports offered include , cheerleading, cross country, football, , swimming and diving, track and field, and volleyball. NAPLS also offers and girls and boys , golf, lacrosse, soccer and tennis.

New Albany Board of Education

Mark Ryan, board president Term of office: January 1, 2008 – December 31, 2011 Mr. Ryan has been a resident of New Albany since 1999. A former president of Rimrock, he is currently a minority owner and advisor of two Central Ohio businesses. In his professional career he has had responsibility for sales, operations, human resources, finance and strategy. He is an involved community and school volunteer. In addition to coaching recreation level soccer and basketball, Mr. Ryan has served on the boards of The McCoy Community Center for the Arts and St. Stephen’s Community House. Mr. Ryan has a bachelor’s degree from the University of Notre Dame, and has been active in the leadership of its Central Ohio Alumni Club. The Ryans have four children attending NAPLS, ages 8 to 14.

Laura Kohler, vice president Term of office: January 1, 2010 – December 31, 2013 Ms. Kohler is a ten-year resident of New Albany. She has been very involved in the school district and the community, serving on the district’s communications committee, the finance committee, the 2008 operating levy committee, as well as a member of New Albany for Kids. Ms. Kohler holds a bachelor’s degree in English and history from Duke University, and a Master’s of Business Administration from the University of Dayton. She was a former member and president of the Worthington City Schools Board of Education; and worked as a board trainer, policy specialist and strategic planning facilitator for the Ohio School Boards Association. Ms. Kohler is currently employed as a realtor with New Albany Realty, and is the mother of four children.

Mike Klein Term of office: January 1, 2008 – December 31, 2011 Mr. Klein and his family have lived in New Albany since 2004. Mr. Klein is very involved in the New Albany community, serving as a youth soccer coach, classroom volunteer and on a variety of school district committees. He is also the “Voice of the Eagles,” as the announcer for New Albany High School football games and the boys’ basketball games. Mr. Klein has a Bachelor of Arts degree in journalism from The Ohio State University and a Master of Science degree in marketing and communications from Franklin University. He is employed as a quality assurance analyst with Anheuser-Busch InBev, Inc. Mr. Klein and his wife have two children who attend NAPLS.

Cheri Lehmann Term of office: January 1, 2010 – December 31, 2013 Ms. Lehmann and her family have lived in New Albany for 8 years. The mother of two school-age children, Ms. Lehmann has been very involved in the school district, serving as a classroom volunteer, member of the PTO, chairperson for the 2008 NAPLS operating levy committee, and former member of the district’s finance committee and the facilities committee. Ms. Lehmann has an associate degree from the University of Akron, and is employed as a respiratory therapist with The Ohio State University Medical Center.

Natalie Matt Term of office: January 1, 2010 – December 31, 2013 Ms. Matt and her family have been residents of New Albany for more than nine years. As the mother of five children attending NAPLS, Ms. Matt has been very active in the district and the community, serving as a classroom and sporting event volunteer, PTO member and programming committee member for the McCoy Center for the Arts. Ms. Matt has a Bachelor of Arts degree in English from Williams College and a master’s degree in secondary education from George Washington University. She has taught at the middle and high school levels in a variety of public and private schools.
