Traffic Calming Proposals – Community Forum 6pm -7pm Actions Open Session at Monkton Primary School for Community input and to Feedback from Community on proposals view ARA Traffic Calming proposals Feedback from MCC Invite posted to all households in Community in advance of the meeting Secretary to summarise feedback for ARA –( asking additional questions as raised ) final traffic calming to be confirmed by ARA and determine timelines for traffic calming proposed to be implemented into Monkton

Regular Reports – police update on matters relating to Monkton Constable Conner

Violence , Disorder since last meeting One vandalism reported in area ,one male reported for breach of the peace, no assaults reported in n public places or private dwellings

Alcohol and drugs No call to police

Protecting people at risk Two reports of missing persons. Over last month local officers have been engaged with normal incidents. No identified pattern of concern and no hate crimes

Road safety 26 incidents relating to traffic matters mainly relating to A77. Police continue to actively patrol Monkton due to ongoing issues with speeding and large vehicles using the village daily. One person reported for careless driving

Acquisitive crime Nothing to report

Up and coming events Locality officers are planning road traffic and shop lifting plan over the coming month and Monkton will be marked as one of the areas to be monitored for speeding. The village does not have any major issues with shoplifting.

Street Lighting – Village to Dutch house roundabout – carried forward from last few meetings MCC will raise with Cllr Dettburn at January Cllr Dettburn has corresponded with Secretary to confirm that ARA 2020 meeting on exploring avenues for has advised that their capital budget is currently limited to renewal available funding to support this project projects rather than additional lighting. They estimate the additional costs to be IOR £45k and would only be willing to consider this if extra funding was provided. Cllr Dettburn made comment that would need to discuss how to go about finding £45k. Information is useful and sets out now what is required

Community Resilience –ARA winter gritting Follow on from last meeting if volunteers interested to support the MCC decision to leave for now, however if local initiative. Cllr Campbell to enquire where liability lies if volunteer has an accident while supporting the Community Cllr Campbell agreed to check salt bins were filled or being filled in advance of Winter weather conditions, and if the scheme is not being fulfilled by volunteers for clearing pathways then will the gritter’s gritt the pavements? Church Family Update – Secretary attended church meeting at Secretary will continue to attend and relay pioneer hall on the 10/11/19 – Cinema evening planned for Sunday correspondence for MCC and Community as 15th December at Pioneer hall 4-6pm, Movie will be The Star – nativity required from the donkey’s point of view. Posters will be sent to MCC to support with marketing the event. Knitting/Crochet chat group every 2nd Wednesday at Pioneer cafe, going well 300 angels to date – planning to hang afternoon before the Carol service beside the Christmas tree Church will send items to include in our MCC Christmas Newsletter to secretary in advance of publications Church group keen to know dates for the litter picking if can let Margaret McBain know she will also promote through her contacts Next meeting of church group at Pioneer hall -12th January 2020 6pm

Station Road – garden and ongoing issue of flooding Update from Cllr Campbell that this has now been logged as an official Secretary to follow up with resident on complaint as has been followed up on without satisfactory response. outcome for moving forward MITIE representative looking into and visiting the household on the 22nd November

Prestwick &Villages planning meeting reminder from Seonaid Lewis – Monday 25th November 6pm at Biggart hospital for anyone wishing to attend from MCC

SAC Live November edition was circulated to MCC – if we would like to submit information for inclusion in future editions MCC to do so in advance of next edition

Correspondence from Barrie Cunning Managing Director –Pentland MCC arranging a meeting with Barrie and will Barratt Homes West of has submitted planning application to request further meeting for Community to SAC for proposed residential development at Monkton. Committed to engage Community and stakeholder engagement Barratt Homes West are This will now be in the New –Year 2020 as keen to ensure we are kept up to date with progress on the planning Barratt have cancelled meetings in December application. 2019 Barratt Homes West want to discuss progress of the application and answer any questions we may have Community Engagement Activities

Christmas Carol Singing - confirmed the 11th December starting at Allan Manson open and close the event 6.00pm at the cross Beverages, mince pies etc 7.00pm at the school Church donating the mince pies –thank you Choir from Monkton Primary School and Ukulele band from from MCC Academy Support agreed as – Susan Pike, Willie Pike, Allan Manson, Carol McKay and Drew Russell from MCC and Mary from church also assisting with catering

Christmas Wreath Making Classes – 25th and 29th November with Joyce Hodgson MCC hosting the event activities – both fully subscribed

Christmas Newsletter – planned to go out pre Christmas date to be Agreed end of November for information for agreed will also be posted on MCC website the Christmas Newsletter Chair updated that funding was available for the Newsletter to be Chair follow up on funding available and how printed and that this can be investigated further for future printing MCC can apply – contact is Seonaid Lewis ( Social Care Partnership)

Winter Bulb Daffodil Planting - with pupils from Monkton Primary School – planted 2000 bulbs in and around the village with support from some teachers, MCC and retired gardener from the village

Walking Football -looking to commence in January 2020 – Chair has applied for funding through Seonaid Lewis Community Engagement Would be during the day and open to all age Officer South Ayrshire Health and Social Care Partnership and groups awaiting response in order to progress at early start of 2020. Noted Once agreed will be promoted on MCC there has been interest from the Community and that once agreed website and other social media mediums will be promoted on MCC website and social media

Gala Event Planning 2020– Nicola Spence from Spirit will attend the Follow up in January MCC meeting and meeting in January 2020 and this will be discussed directly with Spirit

Funding Opportunities - Businesses in the Local Area – details of all Alan Manson MCC to collate names and businesses names, contact details to be collated early New Year and contact details and send to Secretary. secretary will follow up with a letter giving overview of MCC asking for Letter content to be agreed by MCC and support that can be given for village activities and overall Community Secretary will send letters to all business Engagement. Parent Council Meeting – Chair attended on 6th November 2019 MCC will continue to liaise with PC and Community engagement activities MCC Comments Helen Dickie MCC discussed looking into funding for the future and in particular lottery funding ( Lottery awards for all ) and especially with Cllr Campbell agreed to check if SAC had any focus on a Gala or large event and in conjunction with Spirit funds that could support a large event celebrating 80 years anniversary

Planning Update – Helen Dickie Planning Officer MCC Cllr Campbell comment that there was a new planning act coming out Response to LPD2 submitted by Planning Representative and Chair on 14/11/19 Copy available on SAC website Summary Details included MCC belief that there is a need to build public confidence in the planning system in South Ayrshire and that if Local Place Plans are followed; as they should be then this would increase public confidence. Response covered summary of local place plan acknowledgment of consultation process which SAC has put in Put to a vote with MCC and all agreed for place re the LDP but there is also a legal requirement and duty on Planning Officer Helen Dickie to make contact local authorities to take into account local place plans when preparing with Planning Democracy reference a local new development plans .Environmental Issues with air and noise place plan - feedback at January 2020 pollution also noted. meeting any updates Rehabilitation of contaminated land, housing facilities, collaboration and governance all covered in the response

Planning Officer asked Cllr Campbell if he could and would be in a position to support MCC for future development plans within Monkton. Realise would be a conflict of interest, however wanted to ask the question based on Cllr Campbell’s experience.

Barratt Housing Proposals – when this comes out the same objections Planning officer will keep MCC and as raised with Persimmon will apply and MCC will have an objection Community up to date on any applications response detailed at that time from Barratt Highlight to local Community and ask for input and adding objections on bases of proposals from Barratt once submitted

Regular Reports Elected Members - Cllr Spurling gave an update on the meeting with Barratt that he attended with the Chair on the 21/11/19 Up to 300 houses, 4 month timescale for submission of proposals, footpaths for walking, houses screened by greenery .25% affordable housing. Questions raised on school being at over capacity, traffic infrastructure etc. Community benefits feedback was pavements from Dutch house roundabout to Monkton village, playing field near cemetery

AOB – Open Forum

Concern rose that it appeared MCC and lack of what we can actually MCC with support of Community will continue do about planning proposals in the Community. This was based on to raise objections as required and have feedback that MCC had given on meetings attended with SAC and learned from the process with Persimmon and responses being given. MCC had raised valuable information with will be prepared for Barratt proposals and objections raised for persimmon proposals and don’t seem to be planned way forward taken into consideration.
