Conococheague Little League would like to welcome and congratulate you for your achievement in advancing to the 2014 Maryland 9-10 Little League State Tournament. It is our honor to host this tournament and hope your experience will be a memorable one. This package is your guide for organizing your team’s trip to Williamsport, Maryland and to answer any questions you may have. Please read it carefully as there are several important things you should do prior to traveling. The first thing you should do following receipt of this package is complete the Tournament Registration Form on page 10 as soon as possible and email it as described on the form. It is critical that we receive this information so we can properly prepare for your arrival at the tournament. Shortly after receipt of this information you will be contacted by your team host/liaison to help you with your planning. Refer all questions concerning the mundane aspects of your visit to your host (i.e. where to go for food, entertainment or site seeing). For all other questions concerning game procedures or registration, please contact one of the assistant tournament directors listed at the beginning of this packet. On Saturday July 12th, we will have our Manager/Team check-in’s and opening ceremonies. Please bring your district champion banner with you to the field for the ceremony. Your players should be in uniform and games will begin shortly after the festivities. Furthermore, we have decided that instead of having a pre-tournament luncheon, your team will receive one complimentary meal ticket each for your players, manager, and coaches to use at the concession stand anytime on opening day. Again, congratulations on your league’s achievement, please frequent the Conococheague website for up-to-the-date information on our league and the 9-10 State tournament. About our League

This year, 2014, Conococheague Little League is celebrating its 60th anniversary. The league played its first games in May of 1954 at Conomac Park. Don Harsh, former Bank executive, was the first batter at the plate, followed by Lee Downey, former County Commissioner and local realtor. In 1960, the League moved into its newly constructed field in Byron Memorial Park. Ebersole Field, named for the League’s longtime president and patron Donald “Pinky” Ebersole, was made possible through the efforts of the Williamsport Lions Club, which was led by Joe Scott. Just a year later, Conococheague’ s Little League All-Star team beat Salisbury 1-0 to win the State Championship.

Since its modest start in 1954, Conococheague Little League has grown to include: T- ball, Minor League (Billy Doub Field), Major League (Ebersole Field), and Junior and Senior League (Nelson Deal Field), allowing hundreds of youth each season to participate in America’s favorite past-time for 60 years. Each of these divisions has their own fields through the town of Williamsport.

Williamsport has a long and successful baseball tradition and the programs at Conococheague Little League have allowed that tradition to grow and flourish. The League can boast State Championships at the Little League and Senior League levels as well as numerous district and tournament championships. The League annually fields competitive All-Star teams in one of the toughest districts/regions in the State of Maryland. With some of the best and most beautiful facilities in the tri-state region, Conococheague Little League has hosted the River City Classic since 1987, a tournament that attracts some of the most competitive 9-10 year old All-Star teams in the area.

Conococheague Little League (Ebersole Field) is located in Byron Memorial Park on Park Road in Williamsport, Maryland. The park presents a beautiful setting for our field. There is limited traffic through the park, so it is a very safe place for children to play. The park has 2 large play areas within view of the playing field. There are multiple

pavilions within the park to host a picnic should you choose to do so. Also, located within the park is a large municipal swimming pool.

Ebersole Field has a large concession stand that will be open throughout the tournament. Also at the field there are two large batting cages that will be available to you as part of your tournament schedule. Our press box is located on the second floor of our team storage facility. The field has ample bleacher space for game fans, having a set of bleachers on both the home team’s side and the visiting team’s side, and also bleachers located in the outfield. There is also plenty of open space to set up lawn chairs.

A tournament liaison will be assigned to each District. The role of your liaison is to be a point of contact should you have questions about the community or services you may need while visiting.

In addition to a designated tournament host tent at the field, our volunteer tournament staff will be wearing special t-shirts for easy identification.

Parking is plentiful at the park and all spots are only a short walk to the field; staff will direct you to the appropriate areas, including those designated as handicapped spots.

Each team will begin their check-in and affidavit verification at our Host Tent as soon as you arrive on site. We will verify the following items . . .

Overview of Local Laws and Little League Rules

Conococheague Little League and its surrounding areas follow all Maryland State Laws relating to driving speed and public conduct. While at Conococheague little League, the following rules govern and are enforced. . .

1. No alcoholic beverages of any sort are permitted on the premises. 2. No tobacco products, including chewing tobacco are permitted on the grounds. No exceptions. 3. No animals are permitted on the grounds. 4. Use of profanity is unacceptable at this complex and offenders will be asked to leave the premises. This applies to players, coaches, managers, umpires, and fans. 5. Any person at the park who becomes unruly towards any district staff member, tournament volunteer, umpire, player, or fan will be asked to leave the park immediately. 6. No ball playing of any kind outside the batting cages or the playing fields during any game or practice. 7. The use of air horns, cow bells, and electric “noise makers” will not be permitted. 8. Positive encouragement is always appreciated. 9. Parking spots are plentiful at the park and all spots are only a short walk to the field. Managers and Coaches Dress Code

 All managers and coaches will wear a collared shirt (Polo) or non-collared shirt that has the name of the team and/or league.  All managers and coaches must wear long pants or dress shorts with a belt. Jeans, Gym Shorts, and warm-up pants are not permitted.  Shoes – No sandals permitted.  Socks must be worn with all shoes, although, ankle socks are permissible.

Tournament Procedures I. Pre-Game: Until Play begins, the game belongs to the Tournament Game Director ("TGD"). The Tournament Game Director is a direct representative of the District Administrator ("DA") who is the Tournament Director. Team at the top of each bracket gets the 3rd base dugout. All coin tosses to determine home and visitor will be coordinated by the Tournament Game Director. Based upon a pre-determined schedule, each team will get 30 minutes of batting practice before each game in the batting cage (exception to the first game of each day) according to the schedule.

II. PRIOR TO START OF THE GAME: The team at the top of the bracket with gets 10 minutes of infield practice 30 minutes prior to game time. The team at the bottom of the bracket begins 10 minutes of infield practice 20 minutes prior to game time. The host league will prepare the field for play beginning 10 minutes prior to game time. At game time, both teams will be introduced as follows. . . 1. Visiting team by Batting Order, Subs, Coaches, Manager, League President or League Representative, and District Administrator. 2. Home Team by Batting Order, Subs, Coaches, Manager, League President or League Representative and District Administrator. NOTE: Players will line up on their respective base line 3. Umpires introduced. 4. Official scorekeeper, Pitch counter, and announcer. 5. Tournament Game Director At end of the introductions, the National Anthem is played (1st game of day only) with everyone standing. This shall be followed by the Little League pledge being read by a player from the Visiting Team. Parents Pledge to be read by a manager or coach from the Home Team. At end of the National Anthem/Pledges, the Team Managers and coaches shall meet at home plate with TGD and Umpires. At Home Plate meeting, the TGD will make any appropriate comments and then turn the proceedings over to the Chief Umpire. After any comments made by Chief Umpire the game will begin.

III. INCLEMENT WEATHER: In the event of inclement weather, both teams must be at the field at their regular time and be prepared to play. All decisions as to whether a game will start will be made at the game site by the Tournament Game Director. Once the game has started, the head umpire will have the final say whether the game is postponed.

IV. MANAGERS & COACHES: Managers must have available a copy of the Tournament Rules (located in the back of the Little League Rulebook) and must be acquainted with the rules. Managers shall meet with the prior to game time. (See instruction above for pre-game meeting). From this time on, only players, manager and coaches listed on the roster will be allowed on the field. (Tournament workers excluded)

The actions of the Managers, Coaches, and League Officials must be EXEMPLARY at all times. No profanity or unsportsmanlike conduct will be tolerated (See Rule section). All incidents will be reported to the Tournament District Administrator and their respective District Administrator. The Manager and Coaches must remain in dugout once the game begins. A request for time should be made and received by the umpire before leaving the dugout. Managers, Coaches, and Players WILL NOT be permitted to question judgment calls either from on the field or in the dugout. The questioning of judgment calls will be grounds for removal from the game. Pursuant to Little League rules (3.09), Managers, Coaches or ANY Adult will not be permitted to warm up a pitcher at home plate, in the bullpen or elsewhere at any time.

V. PLAYERS: All players must conduct themselves in an EXEMPLARY manner at all times. They may not throw equipment, including hats, helmets and/or bats. All players must remain in their dugouts and may not leave the field or dugout without permission of the umpire once play has started. Under no circumstances will players be allowed to question judgment calls either verbally or through an exhibition or demonstration. NOTE: violation could result in removal from the game. To speed up the games, players must hustle between innings - both offense and on defense.

VI. UMPIRES: Umpires shall inspect all equipment and fields prior to game time to insure compliance with Little League regulations. Any equipment found not to be official shall be removed before play begins and will be returned to the team upon their departure from the tournament. Umpires will meet with the TGD, Managers, and Coaches at home plate prior to every game. At this meeting the Umpire-in-Chief will review ground rules with both team representatives.

VII. HOST DISTRICT/LEAGUE: The League hosting the game shall ensure the following and provide the following: 1. Ensure that fields are in proper playing conditions. 2. Provide an Adult, Scorekeeper, Pitch Counter, and Announcer (Arrive 45-minutes prior to game time). 3. Provide adequate ground crew to make repairs as needed. 4. Ensure that a copy of Tournament Rules and these procedures are on the premises for each game. 5. Provide free drinks during each game to umpires and Tournament Officials 6. Supply a public address system. 7. Playing of the National Anthem 8. Appropriate First-Aid equipment

Built in 1915, designed by renowned architect Thomas Lamb, the theatre is the anchor to the Arts & Entertainment district in the city which comprises a new high school for the visual and performing arts, offices of the Washington County Arts Council and numerous new businesses and retail enterprises. The Theatre provides comfortable seating for 1300 at performances of country artists, comedians, orchestra concerts, children's shows, musicians, recitals, stage shows, including serving as the home of the Maryland Symphony Orchestra. The Maryland Theatre welcomes approximately 120,000 people through her doors annually.

Civil War Trains Exhibit - Dates: July 12 - December 31 - Discovery Station Museum 101 West Washington Street Hagerstown, MD - 301-790-0076 - Tuesday - Saturday, 10:00am - 4:00pm. The importance of railroads during the Civil War was significant. Railroads were used in carrying supplies of coal and artillery, horses, mules and cattle and troops and baggage. Rail conditions certainly were poor. Wooden water towers were easy targets for destruction by raiding troops. Water and coal were essential for the steam locomotives. Bridges needed to be built and defended. General Thomas "Stonewall" Jackson's capture of 56 locomotives and more than 300 railcars along the B&O Railroad between Harpers Ferry, W.Va and Martinsburg, W.Va., with the blowing up of the railroad bridge at Harpers Ferry, was an attempt to stop B&O strategic traffic.

The Hagerstown Roundhouse Museum is dedicated to the preservation of the city's railroad heritage and to the men and women who made Hagerstown the “Hub City.” The Hagerstown Roundhouse was lost when it was taken down in March of 1999. The 25-stall roundhouse, shops and storage buildings were completed by 1939. This complex was in operation for more than 50 years building, maintaining and repairing Western Maryland Railroad locomotives and cars. The goal of this website is to extend this rich history to you.
