IPG, Incorporated teamed with Dublin Construction Co. is pleased to submit our Statement of Qualifications for the new Crisp County Judicial Complex. Both IPG and Dublin Construction have worked together to produce successful projects including several Probation Detention Centers constructed for the Georgia Department of Corrections throughout the State. Both firms have significant experience in producing Design/Build projects. The IPG (Design) Team is comprised of sub-consultants who worked with IPG to produce the $32M Fayette County Justice Center, and the new Randolph County Courthouse. The Dublin (Build) Team has significant experience in the construction of court/law enforcement/governmental buildings with projects completed in Crisp, Johnson, and Laurens Counties.

The IPG/Dublin Team is committed to providing exceptional service to Crisp County. Both firms have a reputation for producing quality projects, and both firms have a long history of commitment to our clients. Our experience working together as a Design/Build team includes three projects for the Georgia Department of Corrections plus commercial projects.

IPG is a streamlined design and production firm, with highly experienced architects and technical personnel. The staff of 22 includes five registered architects (including one /landscape architect). Under the direction of IPG’s senior staff and experienced technical personnel, the firm consistently meets performance criteria through adherence to budgets and construction schedules.

IPG performs a full range of architectural services including Master Planning, Programming, Pre-Design, Design, Construction Documents, Bid and Award of Project, Construction Administration Services including management of change orders, requests for information, shop drawing reviews, pay requests, field reports and inspections, coordination/progress meetings, punch list preparation, final inspections, warranties, move-in, and follow-up. IPG maintains the latest in computer technology and software. Document transfer is handled through any medium needed, including e-mail, posting to FTP sites, and CD-ROMs.

Among the hundreds of programming services completed by the firm, IPG has prepared over 13 official Pre-Design Studies for State agencies over the past five years. These Pre-Design Studies have included space analysis, space relationship matrices, preliminary soils reports, environmental assessments, preliminary floor plans, preliminary budget analysis, and recommendation of construction methods. IPG is experienced in all construction methods including Design/Bid/Build, Design/Build, and Construction Management.

IPG was established in 1966 in Valdosta, Georgia. The firm specializes in the design and construction of governmental facilities with a focus on judicial, incarceration, and detention facilities. Our experience in the design of jail and correctional facilities spans 30 years. IPG has completed over 90 incarceration projects throughout Georgia for the Georgia Department of Corrections, Georgia Department of Juvenile Justice and City/County governments.

IPG designs and provides construction administration for City/County jails and public safety facilities throughout the State. IPG completed the new $32M Fayette County Justice Center Complex in Fayetteville, Georgia in 2003. This new facility was designed and constructed under budget, on schedule, and with no additive change orders. IPG also provided design and construction administration for Randolph County’s new Courthouse facility.

IPG works with the Department of Corrections and Georgia Counties to design and build State Prisons and Correctional Institutes. IPG developed the Probation Detention Center (PDC) prototype design currently used by the Georgia Department of Corrections; we completed construction administration on a new series of 12 PDC’s throughout the State. IPG designed and provided construction administration services for the original Boot Camp facilities constructed throughout Georgia.

We have completed projects for the Department of Juvenile Justice with new Regional Youth Detention Centers in several locations including McIntosh County, Emanuel County, and Hall County, Georgia.

Rosenbaum Engineering, Inc. offers Structural and Civil Engineering as well as consulting services to a wide variety of clients throughout the Southeast. Since electronic and physical security is the heartbeat of the facility, Mr. Tanner understands the importance of these two factors working together in order to provide the appropriate systems to match the appropriate facility classifications. PROJECT SCOPE (continued) public circulation areas. Inmate access from the Jail to the Justice Center is via a secure, underground tunnel. Basement level elevator access from the tunnel takes the prisoners directly to secure holding spaces in the center of the building. Holding spaces connect directly to courtrooms eliminating inmate contact with the public or judges.

Construction of the project incorporated the traditional design/bid/build process. The design team exercised cost control throughout the design process, and the project was never subjected to value engineering. From initial planning, the design team was committed to producing absolutely complete, well-coordinated construction documents for bidding. To ensure this result, the documents underwent a sheet-by-sheet, page-by-page peer review prior to release to bidders. Five pre-qualified contractors bid the project with a spread of 4% between the top four bidders. The low bid of $31,982,000 was approximately 9% under the $35,000,000 budget. The project was completed without additive change orders. The project had a $500,000 contingency for changes.

Constructed and completed within the County’s established budget and schedule, an analysis of final costs yields $17,762,330 for the Courthouse and $3,660,000 for site work. The Courthouse, at 158,000 SF, cost $112.42 per square foot, exclusive of site work with the third floor unfinished. Courthouse construction was complete March 2003.

CLIENT REFERENCE Charles Evans Simmons, Chairman PROJECT SCOPE Randolph County Board of The 1,800 SF Randolph County Courthouse includes offices, and support Commissioners spaces for all County officers and a courtroom with related support spaces 309 North Webster Street Cuthbert, Georgia 31740-0221 for court officers and jury. A single, public entry serves the courthouse, Phone: (229) 732-6440 while inside, the building is divided between Court activities and offices with the design providing for a very secure controlled environment for the court room. Based on Randolph County’s modest budget for this facility, the design was developed around a pre-engineered metal building frame with metal studs and gypsum wallboard partitions and a brick veneer exterior. Fire-proof vaults are provided for County records, and the courtroom is fully furnished with pew-type seating and built-in facilities for judge and jury. The site grading is being done by the County with its own forces, but all other costs of development of the building are included in the contract price. The final cost of the building is approximately $95/SF.

CLIENT REFERENCE of the old train station. The exterior architectural design of the building Mara Register, Director reflects the scale and characteristics of the historical area of the City. The Community Development City of Valdosta design integrates the use of materials and the scale of buildings found in the 300 N. Lee Street historic downtown area. We accomplished this by constructing the building Valdosta, Georgia of brick, synthetic stucco, and details that form the language of the Phone: (229) 259-3571 architecture for the existing downtown area.

The building was designed with a large front porch to bring the scale down at the street level to create a pedestrian friendly venue. However, the general multi-story massing reflects a similar scale to the buildings adjacent to the site. This is achieved by the use of parapet walls and positioning the two- story volumes on the front of the building. The underlying urban design consideration was to create a building to extend the historic downtown fabric to the southern edge of the district. This building helps revitalize this part of the City.

4. Computer/Drafting/Engineering Capabilities

Design Team

Powerful production tools enable IPG to consistently produce projects on schedule. IPG made a total commitment to produce all work on the CADD system in 1985, resulting in awards by AutoDesk in 1987 and publication of three IPG drawings in the AutoCAD Release 12 Manual in 1992. IPG subscribes to the latest versions of Architectural Desktop and AutoCAD. Using technology to our advantage, we are able to function quickly and efficiently, thus working to bring jobs to completion on schedule. IPG’s technical staff is highly proficient in the use of AutoCAD; most senior technical staff have over 20 years of experience. IPG currently produces work using Architectural Desktop (2007) and AutoCAD (2007).

Build Team

Dublin Construction Company, Inc. has a dedicated in-house draftsman capable of integrating with design drawings generated by IPG. DCCO also has the capability and resources available to provide comprehensive services for all drafting requirements. DCCO uses a variety of drafting software, which includes AutoCAD 2007, Render Biz 2007, and MS Expression. Having access to the necessary equipment such as our Hewlett Packard Design Jet 5000PS Plotter, Oce’ TDS 400 Plotter, and Oce’ TDS 400 Scanner enables us to instantly distribute high quality reproductions by email or hardcopy to all associates.

5. Quality And Accuracy

Design Team

Design Quality Control is maintained from the initiation of the project through the final construction document phase by established protocol set in place by IPG – the lead design team firm. To effectively coordinate disciplines, IPG must “keep ahead” of the engineers by making timely decisions with regard to the building design. This method of pushing forward allows the engineers ample time to reach the best possible engineering solution for the building. As the design architect, IPG must set the standard for efficiency, thoroughness, clarity, and punctuality in the production of construction documents. Our philosophy is to lead by example. If we deliver the initial building design to our engineers with clear, concise drawings and specifications, they in turn can deliver their engineering documents much more efficiently.

IPG works with our engineering firms to achieve the highest standard in construction documents. Quality control of construction documents begins with the completion of the initial review sets. The design team performs cross-discipline review meetings with all members available to coordinate documents and identify quality control issues. Essential to ensuring quality control is allowing time throughout the construction document phase for thorough and complete reviews by all disciplines using an established Project Manager checklist. These on-board review meetings are held in addition to regularly scheduled coordination meetings. Emphasis in coordination meetings is placed on identifying all of the design team’s needs and issues, addressing the issues, and meeting the needs of the team to ensure the systematic and orderly production of a concise, quality set of final construction documents.

The design team is proud of its working relationship with governmental agencies. We are committed to providing top quality design services for all of our clients, whether it is in the private sector or with governmental agencies. We consistently analyze and identify each client’s unique needs and provide facilities which allow efficient and economical operation, while satisfying environmental and regulatory constraints. Rather than recommending the “standard” solutions, our team of professionals identify both conventional and innovative approaches which often lead to techniques which provide our clients with unique management programs and facilities.

Build Team

Dublin Construction Co., Inc. shall utilize Timberline Estimating, Project Management & Accounting software throughout the duration of the project. This enables us to not only track submittals, but also to track job cost, keeping the project within budget and on time.

Dublin Construction Co., Inc. shall also use The National Consulting Team’s (NCT) schedule control and reporting system. Their systematic schedule control process creates a formalized flow of project information. The process is designed to not only serve as a reporting tool for key project participants, but also as a means to gather and incorporate updates from these participants in a timely and efficient manner. This allows us to effectively track and analyze projects with a better understanding scheduling and the impact of changes. Compiling all of our knowledge and resources, we are able to be more productive, keep our project teams aligned, and remain on schedule.

QUALITY

Dublin Construction Company, Inc. takes pride in everything we do. To insure a job well done, we have a structured system that we follow on every project. The following is a list of procedures we follow to ensure quality awareness and quality control.

1 Progress Meetings with Owner & Architect: A once a month meeting to review progress to date and quality of construction of your project as it is built.

2 Pre-installation Meeting: Meetings with major subcontractors prior to mobilization, i.e. roofing, concrete, masonry, structural steel, finishes.

3 Safety Inspections: Inspections by our certified MSHA/OSHA inspector (Tom Perry) to monitor not only safety guidelines, but cleanliness of job site.

4 Preliminary Punch List: DCCO shall conduct its own preliminary punch list inspection prior to formal walk-thru with the Architect and Owner.

5 11 month follow up: DCCO performs an 11 month follow up warranty inspection to ensure that any problems that have or could arise will be addressed and corrected before the 12 month warranty period deadline.

6 Bi-monthly meetings: Twice a month DCCO meets with our subcontractors for discussions and updates of the job progress schedule.

7 Closeout Documentation & Training: Binders will be submitted to the Owner containing the required data, warranties, etc. Also, before DCCO turns over a project, we give proper training for usage of the HVAC or any other pertinent systems.
