My Ohana is deep rooted at Kawaihapal Ahupua’a with lineage spanning over 220 years along with being the one of the original landowners since The Mahele during King Kamehameha Ill reign. I’malso recognized by State Historic Preservation Division and Department of Interior as a Direct Lineal Descendant of Kawaihapai Ahupua’a regarding disturbance of my Ohana IwiKupuna in 2005. I’mfurther recognized by Department of Interior as Po’o (head) of The Kawaihapai Ohana which is a Native Hawaiian Organization (NHO) and on their NHO List (www.doi.gov).

I support with admendments contained in attached PDF however Written before proceeding with the future of Kawaihapai Airfield Hoo’ponpono Testimony process needs to be addressed before those regarding keeping Kawaihapai Airfield open for civil aviation and among the several amendments to Resolution 21-7 is Hooponopono Process and a highly deserved seat at the table with Department of Transportation Division and other Governmental Agencies to provide Native Hawaiian Representation and other Ohana like mine which had to leave during World War IIthru Declaration of Taking I Executive Order to make a MIlitaryAirfield. My Kupuna and Others had less than a month to leave and start life all over from scratch. I’mfortune, greatful and thankful that my Kupuna succeeded whereas some didn’t

therefore thank Ke Akua I reside with my Wife in the same house during the time they had to leave. My Great Grandmother Clara Napuakekau Kakulu Keao was heir of a huge estate including land at Kawaihapai Ahupua’a expanding along the Northwest Coastline of

:1 Waialua (Kamananui, Mokule’ia 1 & 2), Kikahi, Aukuu, Kawaihapai, Kealia and Ka’ena) and great Waialua Moku. Much of the cultural information featured in Bishop Museum Publication Sites of Oahu and others were provided by my Grandpa and his Kupuna via Lahilahi Webb whom they hanai to our Ohana. Like many Ohana there as those that were jealous and greedy that led to it’s depletion along with Governmental entities such as commiting those to Kalaupapa Leprosy Settlement. In my Great Grandmother’s case she had diabetes and caught the leprosy while at Kalaupapa however thankful she became an outpatient at Kalihi Hospital and later Hale Mohalu. Upon returning to her Community members of our Ohana and Community treated her and others who had leprosy as outcast and had to live like squatters. Since then it’s a closed matter for discussion within my Ohana because they have deep feelings that occured during that time. My

Grandpa, Mom, Wife and I spent an entire afternoon with SHPD sharing sensitive cultural places at Kawaihapai especially within where the airfield is situated which contained lwi Kupuna. DOTA had 7 years prior to the disturbance of Iwi Kupuna and they ignored and desicrated my Ohana Ama and burials. This was covered exclusively by KHON2 for 2 years until they were reintered. Another Kuleana I initiated was ACT 276 of 2002 Legislative Session renaming Dillingham Airfield to Kawaihapai Airfield. None of the Tenants nor Senator Riviere supported this and only the North Shore Neighborhood Board and Life of the Land sent in supporting testimont along with my Ohana and I. It’sappalling that Senator Riviera and Tenants use the name Kawaihapai to suit their purpose which disrespects Hawaiian Culture. Aside from deep cultural ties my Ohana has rich community tenure at Kawaihapai thru my Grandpa receiving the Silver Lifesaving Medal in 1940 from Commanding Officer of Schofield Barracks for saving a soldier from drowning at Kawaihapai Army Beach and my Mom was a Lieutenant in the CivilAir Patrol and her wing was base at Mokule’ia field wherein 1953 she was the Outstandingt Cadet in her Wing and Territory of Hawaii where she attend Summer Camp for women Cadets at Lackland AFB in Texas. This is only a bit of my Ohana’s rich lineage and legacy at Kawaihapai therefore highly urge to include the contents of the attached ammendments with the current form of Resolution 21-7 and with an emphasis of Ho’oponopono and a highly deserving seat at the table with DOTA and othe Governmental Agencies deciding the future of civilian civil aviation at Kawaihapai Airfield that were there long before tthe Tenants and their leases with

DOTA. I’d like to note I have an ongoing and successful relationship with the Army Cultural Resource Manager and Division at Schofield Barracks who is the landowner of Kawaihapai Airfieldwthich the Depart of Transportation leases from them. Only the Tenants concerns are being addressed and represented and they are viewed as the only Stake Holders excluding Native Hawaiian and Community Concerns. The Kawaihapai supports Resolution 21-7 with amedments the attached PDF with this testimony. Before determining the future of civil aviation at Kawaihapai Airfield Ho’oponopono Process needs to be done acknowledging past events affectomg yesterdays Kupuna of Kawaihapai and what was done to the Ama thru Declaration of Taking and Executive Order further levelling the land and fillingthe streams that once crossed the providing nutrients to the marine life. Also under Mokule’ia and Kawaihapai is a huge aquafier and part of it was impacted by the rock quary which cracked the water table making Written it brackish water similar to what happend at Sailors Hat on Kahoolawe. Testimony The Kupuna of Kawaihapai and their Ohana had less than one month to leave their beloved land that was once prime agriculture land along with not being able to take everything with them which included Ohana Iwi Kupuna which were disturbed by the Department of Transportation Airports Division (DOTA) in 2005 which were provided information by descendants of a Kawaihapai Ohana 7 years before DOTA did their Capitol Improvement Projects for Kawaihapai Airfield. This action resulted in violation of lease agreement between DOTA and the landowner which is the U.S. Army. Thru HRS Chapter 6E and NAGPRA (Native American Graves Protection Act) Chapter 106 of The National Historic Preservation Act a REcogized Lineal Descendant reintered the wi Kupuna after this 2 year process. Before that in 2002 ACT 276 (Renaming Dillingham Airfield to Kawaihapai Airfield) and Governor Cayetano signed it into law. This Kuleana was

1 done by the same recognized lineal descendant that reintered his Ohana Iwi upuna. All of these events mentioned are way before the existance of the Tenants who are there only thru a lease. Another point to share is that those Kupuna of Kawaihapai were given a ‘take it or leave it”monetary settlement and instead of reverting the land back to those Ohana it was given to the Territory of Hawaii who gave it to the State of Hawaii making it Public Land for Recreation Purposes. Clearly in the current DOTA intent end their lease with the Army and ending Civilan and CivilAviation only the Tenants Concerns are being heard and represented without Community and especially Native Hawaiian Repreentation as interested stake holders also. Keep in mind in addition to having less than a month to leave the land the Kawaihapai Kupuna and their Ohana had to start life from scratch resulting in some suceeding while others didn’t whereas the Tenants have more time and at (east a year to prepare if DOTA’s intent continues. Itwill always be an airfield regardless of civilian or military usage along with a training area. The Kawaihapai Ohana has supporting pros and cons regardless of civilian or military usage that could be explored and Native Hawaiian Representation (namely The Kawaihapai Ohana) is highly deserving a seat at the table with DOTA and other Governmental Agencies to decide the future of Kawaihapai Airfield. The Kawaihapai Ohana is hoping more persons of Hawaiian Ancestry regardless of supporting or opposing Resolution 21-7 is not going to be exclusively done because of the Tenants but inclusively with Community and especially Native Hawaiian mana’o. It’stime for the tenants and especially legislator(s) representing them need to respect Native Hawaiian people and not use their culture to benefit them.
