Dear Rural Resident, Across Oregon and Siskiyou County, Calif., rural community leaders express the same concern: How do we engage the next generation of leadership? Document includes two organizational case studies. 8: Recommended Resources Creating Inclusive and Effective Environments for Young People: Exploring Youth Voice and Youth-Adult Partnership Everyone Benefits When Youth Are Consulted An effective and evidenced-based way to improve schools, nonprofits, and government agencies is to learn from the perspective of those being served. Research has shown that giving youth a voice results in increased feelings of engagement and ownership. For example, stu- dents who believe they have a voice in school are seven times more likely to be academically motivated than students who do not believe they have a voice.i What Is Youth-Adult Partnership? Gathering feedback from young people and using that feedback to improve services is a best practice for all youth-serving organizations. But that only scratches the surface. Out-of-school time programs, communi- ty-based organizations, and local government agencies can all benefit from the intentional inclusion of youth in their policies, programs, and structures. Figure 1. Youth-Adult Partnership Settings Youth-adult partnership (Y-AP) is defined as a group of youth and and Activities adults working together to make decisions and take action on im- Program portant issues.ii Y-AP is not a specific program model or curriculum. In Y-AP Y-AP settings, youth are increasingly serving alongside adults as facil- itators and educators, board members, researchers, media producers, Research Teaching & Evaluation & Learning community organizers, and fundraisers. Governance & Policymaking 1 Source: Adapted from Zeldin, Petrokubi, & MacNeil, 2007. Y-AP is a fundamental strategy for positive youth development. The use of empowering practice is a core compe- tency for youth workers,iii and youth participation in decision-making is a key indicator of youth program quality. For example, it is a core feature of many assessments that measure high-quality out-of-school-time environ- ments, such as A Program Assessment System (APAS) from the National Institute on Out-of-School Time and the Youth Program Quality Assessment (YPQA). However, many organizations struggle to move beyond voice—occasionally asking youth for input or feedback on decisions that adults make—to a more meaningful engagement of young people in authentic decision-mak- ing, where young people work alongside adults over time to grapple with real-world issues and choices.iv Re- search suggests that youth experience higher levels of empowerment when there is this type of “shared control” among youth and adults.v Why Does Youth-Adult Partnership Matter? A synergy happens when both youth and adults are expected to contribute their resources and perspectives toward a common goal.vi Through mutual learning and collective action, Y-AP has powerful influences on youth empowerment, adult development, organizational effectiveness, and community issues. Figure 2. Four core principles underlie Y-AP: authentic decision-making, natural mentors, reciprocity, and community con- nectedness.vii Each principle works together to create a dynamic environment with thriving youth. Reflecting on your program, school, or organization, consider: • To what degree do youth have the authority to make decisions that matter to themselves and others? • What are some settings in which youth work alongside adults who share their interests? • How do youth and adults learn from each other? • How we do we foster as sense of belonging? • How do we help young people feel like they have a role to play in our community? 2Education Northwest Education Northwest2 How Can We Grow Youth-Adult Partnership Within Our Organization? Y-AP challenges adults to think differently about their role in relationship to youth. Some adult partners adopt a mindset of “leading from behind,”viii which involves making space for youth to step into roles and responsibilities previously reserved for adults. Both youth and adults need support and scaffolding for this type of relationship. Effective organizations take steps to align their norms and structures to build a “culture of Y-AP” in which young people participate in multiple aspects of decision-making.ix Just like adults, young people want the freedom to choose where and how they engage in decision-making. Not every young person is interested in becoming a board member. There are many ways youth and adults can share decision-making in everyday settings such as afterschool programs and classrooms. These opportunities can help lay the foundation for Y-AP in less typical settings, such as organizational operations and management. Table 1. BACKGROUND IIMA - Istituto Internazionale Maria Ausiliatrice is an international NGO in special consultative status with the Economic and Social Council. IIMA is present in 95 countries where it provides education to children, adolescents, and youth to build up strategies for youth empowerment and participation worldwide. VIDES International - International Volunteerism Organization for Women, Education, and Development is an NGO in special consultative status with the Economic and Social Council, which works in 44 countries worldwide. It was founded in 1987 to promote youth volunteer service at the local and international levels for ensuring human rights, development, and democracy. Through its network of young volunteers worldwide, VIDES promotes best practices on active citizenship among youth. Already for several years, IIMA and VIDES have been working for the empowerment of young people worldwide, not only by reporting existing protection gaps in the implementation of human rights with regard to youth but also by greatly valuing the crucial role of youth in the promotion of human rights for society at large. Accordingly, both NGOs have been active in calling the attention of the Human Rights Council and other UN human rights bodies on the specific situation of youth in order to ensure that the rights of youth are placed high on the list of priorities.1 The present joint contribution intends to respond to the call for inputs launched by the Office of the UN High Commissioner for Human Rights (OHCHR) in the framework of the preparation of a detailed study on Youth and Human Rights, as requested by Human Rights Council Resolution 35/14 (June 2017).

For middle school students, 64% reported that they mattered to people in their community, up from 53% in 2011. Youth-adult partnership promotes ownership If students feel some ownership in the school where they learn, we might have better attendance, fewer suspensions, and more respect for keeping our building clean. This paper explores the convergence of traditional (African Tradition) and modern ways of social engagement in political governance interactions. It discusses the imperative for youth participation in governance, as well as the challenges and opportunities for dialogue between youth and elders in governance systems. In the first chapter, the paper discusses cultural norms which have prevented the development of collaboration between youth and elders, as well as the consequences of constricted relationships, for example the entrenchment of elders as leaders. The chapter concludes with proffering strategies for reform, including a redefined understanding of governance, performance based evaluation criteria for leaders and the strengthening of institutions. Through case studies, the second chapter of this paper outlines key issues the youth face in collaborating with elders in governance. The case studies present youth who have attempted to drive development agenda within government, as well as those who have successfully influenced political decision making and action.     © YOUTH & POLICY, 2013 Youth work in a changing policy landscape: the view from England1 Bernard Davies Abstract Since the Coalition came to power in 2010, a stream of influential policy initiatives focused on young people and ‘services for young people’ has left democratic and emancipatory forms of youth work practice increasingly vulnerable. In the process, the institutional and funding landscape within which this practice has been delivered for at least seventy years has, at best, been radically reshaped and, at worst, wholly erased. In tracing these developments, this article offers an analysis of the key underlying assumptions of the policy documents through which they have been implemented. Though focused only on England, hopefully this will also have some relevance for youth work and youth policy in the other UK nations. Key words: Youth policy; Neo-liberalism; In Defence of Youth Work campaign; Public service cuts IN ATTEMPTING its analysis of the Coalition government’s youth policies, this article looks critically at two areas in particular: At the macro level, it examines the government’s overriding ideological assumption, now widely and unquestioningly taken as a given by key public bodies and many major voluntary organisations, that the state needs to be removed from public service provision as comprehensively and as quickly as possible, to be replaced by a ‘market’ in which the voluntary as well as the for-profit sector will compete. These ‘providers’, it is then further assumed, will be supported and supplemented by 21st century versions of philanthropic noblesse oblige catering for the deserving poor; by a ‘big society’ pool of previously untapped volunteers; and by newly ‘resilient’, up-by-their-bootstraps ‘individuals, families and communities’.

The most interesting area to be evaluated is the one concerning national youth policies, youth empowerment and participation.
