The site is located in Littleworth Road in Claygate, Surrey, KT10 9PN. The wider project site area extends to approximately 4ha and currently comprises office buildings and facilities, with open space, a small and largely redundant private pitch and putt golf course for staff and car parking for the employees. The River Rythe flows north to the Thames in a culvert beneath the main office building. The purpose of this note is to identify and appraise the risk of flooding from all sources, to and from, the potential development site and to demonstrate how flood risk could be managed, taking the effects of climate change into account. The assessment makes specific reference to the current National Planning Policy Framework (NPPF) and the associated Planning Practice Guidance. Whilst no direct stakeholder consultation has been undertaken at this stage, publically available information has been obtained from the key stakeholders and consultees. In line with recent EA guidance this will require the development to consider increased climate change allowances of up to 70%.

Wednesday 13 March 2019, 8 pm ‘Suffragists, Suffragettes and Antis’: Surrey's Road to the Vote Talk by Rosie Everritt and Anthony Barnes Hurst Park School, Hurst Road, KT8 1QS Last year was the centenary of the Representation of the People Act 1918. This granted the vote to women over the age of 30 who met a property qualification. The same Act gave the vote to all men over the age of 21. The debate about whether to extend the vote to women in national elections was as fiercely contested in Surrey as elsewhere in the years immediately prior to the outbreak of the First World War. Rosie Everritt is the archivist for the Heritage Lottery-funded project ‘The March of the Women: Surrey’s Road to the Vote’ which comes to an end in April 2019.

    Mrs Freda Collins, Parish Clerk caring for Claygate Village Tel; Email: Website: CLAYGATE PARISH COUNCIL’S SUBMISSION TO LOCAL GOVERNMENT BOUNDARY COMMISSION’S REVIEW OF ELMBRIDGE Introduction Claygate is a single Ward Parish and has the only Parish Council in Elmbridge. We note from your Technical Guidance 2014 that the Commission “cannot make recommendations to create, abolish or amend the external boundaries of Parishes” (7.1). This constitutes a strong case for leaving the Borough Ward boundary of Claygate undisturbed, especially as the number of electors (5527) is not far off the average number required (6132) by the proposed pattern of 16 three Member Wards for Elmbridge. Electoral Equality A proposal for a 48 Member Elmbridge Borough Council, elected by thirds, requires 16 x 3 Member Wards, giving an average of 61321 electors per Ward on current electoral populations and 6306 per Ward by 2020, according to Elmbridge’s projections. The existing Claygate Ward undershoots these averages by 11.1% and 11.7% respectively. However an enlargement of the Claygate Borough Ward, while leaving the Parish Council boundary unchanged, would be extremely confusing to those residents who found themselves living in the Ward, but not in the Parish of Claygate; there would also be a high likelihood of administrative confusion. Community Identity Claygate residents have a strong sense of identity with the local community and think of themselves as living in a village. This local patriotism was a driving force behind the successful petition to create a Parish Council in 2000. The Parish Council has shown a strong commitment to protecting and enhancing the local distinctiveness of the village by amongst other things publishing its own Village Design Statement in 2010.

    Elmbridge Electoral Review – Submission by the Elmbridge Liberal Democrats Introduction On 3 February 2015 the Local Government Boundary Commission for England announced that it is minded to recommend that 48 councillors should be elected to the council of Elmbridge Borough in future and it now invites proposals from interested parties on a pattern of electoral wards to accommodate those councillors. Elmbridge Liberal Democrat Local Party represents the party members living within the borough and wishes to make a proposal for the consideration of the commission. History On 10 April 2013 the full council of the Borough of Elmbridge decided by a vote of 26 to 23 to support the recommendation that the borough determine whether to confirm its request for an electoral review to be undertaken by the local government boundary commission for England in order to consider reducing the number of members of the council. The Liberal Democrat Group in the council voted against the recommendation given that, inter idea, the ensuing review could force the borough to accept warding arrangements that do not suit the settled communities. This is because of the commission’s view that an electoral system based on election by thirds could only use three member wards – one council member must be elected from each ward each year. The Liberal Democrat Group felt that such a rule was unnecessary and would rather wait until England reformed its voting system to introduce the single transferrable vote using multi- member wards on a rolling election basis before making any changes of this nature. The Liberal Democrats had noted that Ireland, Scotland and Wales have already moved along this route with the concomitant increase in voter turnout and quality of councillor.
