Cadw has been successful with a bid for a pan-Wales £19 million Heritage Tourism project. The partnership wishes to provide a co-ordinated response to this initiative by developing and promoting the region’s heritage; improving access (physical and intellectual) to heritage sites; using well known tourist attractions as gateways to signpost lesser known heritage sites and providing a joined-up approach to marketing and promotion. Gwynedd Council in partnership with Conwy County Borough Council and the Snowdonia National Park have won the tender for a number of the themes that Cadw had in question, for example: Prehistoric Origins and Roman Invasion and Settlement, Spiritual and Inspirational Landscapes, Edwardian Castles, Industrial Heritage and Events. Gwynedd Council is the lead authority on this project. We as partners will be working with communities, heritage partners and the tourism sector across Wales to improve the visitor experience and provide a more integrated range of heritage tourism activities by, for example, developing heritage tours, trails and events packages. The intention is to connect individual heritage sites with other heritage attractions and with the local community and the surrounding area, as well as to link to broader interpretive stories and themes. The Heritage Tourism Project aims include:- • improving physical and intellectual access to heritage sites to attract a wider range of visitors • marketing, promotion, referrals and product packages • using iconic sites as gateways to other ‘hub’ attractions for regional heritage attraction development • conserving, as well as undertaking access and safety improvements at sites • Developing and implementing pan-Wales heritage interpretation themes and stories. 3 This project, which is lead by Gwynedd Council on behalf of the partnership, will be named ‘Our Heritage’ “Taith y Lechen” is one of the initiatives derived from the project. This is managed by the Environmental Service (Rural Operations)– Project Item – Interpretation on the Slate Industry within the Nantlle Valley. The slate industry which developed within the Nantlle Valley was probably the third largest in the area behind Ogwen and Llanberis. Using a section of Lon Eifion between Maes Dulyn and station road, we would like to inform users of the route that this area is also rich in slate and remnants of a significant industrial past, which can still be seen today. With interpretation panels strategically located along the Lon Eifion route, the aim will be to encourage visitors into the valley to learn and discover information about the past workings. Consideration should also be given to the slates journey from quarries to the roofs of houses around the world. There is also real scope for these panels to be used as educational tools, ensuring that the ‘story’ of our past is not forgotten. To meet this aim, this commission will focus on the following key works element. • Carryout research into the past workings and consider items that might be of relevance in meeting the interpretation strategy. In order to fully engage the community of the Nantlle Valley, we would like you to arrange one community workshop involving key individuals / groups whom has a particular interest in the subject. • Prepare all text for the panels and present these for editing and approval by the Council and community members. • A local photographer or artist will need to be appointed to prepare the photographic / illustrative elements. We kindly ask you to assist with this process by engaging and appointing them directly. • You will be expected to source and consent any archived materials and photographs used as part of this commission. • Design the panels and liaise with the relevant individuals identified as part of the project. • We foresee that 2 or 3 panels will be suitable for the locations in mind at this stage. Future projects by neighbouring communities may add / contribute to the network of information panels as and when they proceed. • The principal theme will be interpreting the industrial past and tell a story! Key audiences will include visitors to the area, Local community and youngsters. • There is also scope to design and commission a piece of art to be strategically located along the route. The main elements, as previously identified should all be considered as part of one contract. We foresee that approximately 3 panels are to be provided, each telling a different story of the industrial significance of the slate industry. The panels should be designed in a way that encourages people into the valley and beyond using a section of the Lon Eifion Route. Information should conform to CMS standards / requirements and may be used for future visual displays or web sites. 3.2 The commission Details of the proposed works • Consultation - Gwynedd officers have identified key individuals with the valley whom may be able to assist with this project. Gwynedd staff will seek consent and pass on any details as necessary. It would be worth while for the successful contractor to liaise with Antur Nantlle, Regeneration Officer, Nantlle 20/20 and the general public to ascertain which elements they would like to include as part of this commission. It would also be of interest to receive feed-back from the groups associated with the experience Gwynedd projects. • The appointed company will have to consult with Cadw’s Interpretive Team throughout the project to ensure a consistent and integrated approach to the telling of the story. Cadw’s ‘Follow the Story’ guidelines must be considered when developing interpretive material After consultation, an interpretation action plan should be sent to Gwynedd Council for approval prior to proceeding. • Prepare designs for approx 3 panels (keep to the budget) inclusive of all text and art / illustrations and maps of key quarries etc. Panels to be A1 – A0 in size and vandal resistant (as far as possible). Panels to include all the relevant sponsor logos. Any maps and plans should be agreed with the Council prior to proceeding. The panels and associated materials should be bilingual. • Panels to be fixed onto appropriate mountings and displays, again to be agreed with the Council. A design should contain the use of slate as the primary material considering the project theme! Frame design and general arrangement to conform to the local branding (to be agreed). 6 • There is scope as part of this commission to prepare designs for a gateway feature or sculpture which is to be located along the Lôn Eifion route. All designs should be sent to Gwynedd Council for approval. The artist will be appointed by the contractor and we strongly advise that this is considered as part of the submission. • Gwynedd Council will retain all copy rights for all materials produced by the successful applicant. • All materials to be sent to Gwynedd Council in electronic format which may then be use as part of further work and / or on websites etc. Materials produced should also be suitable for the hubs, mainly either be in the form of traditional interpretive panels or digital information points but is open for discussion if proposed design is within available finance. The interpretation should be imaginative, innovative and interactive, making appropriate use of new and emerging technologies where appropriate (CMS). 3.3 Supervision of Contracts The successful applicant will be responsible for the supervision and management of all works which form part of this commission. Gwynedd Council staff and partners will need weekly updates (reports) on progress. As part of this commission, you will be expected to provide details and methodology you hope to apply to the project. The above should take into consideration and allow for attendance of meetings, emergency presence, weekly meetings and updates with representatives from Gwynedd Council. 3.4 Timescale Consultation should commence immediately after this contract has been awarded, or by the End of January 2013 . We would like to receive copies of draft panels / proofs by February 2013. Panels should be fabricated and installed by the end of March 2013 at the latest.
