Lanark Highlands 2 Community Risk Assessment INTRODUCTION This document has been completed in accordance with the Office of The Fire Marshal and Emergency Management, Regulation 378/18, that came into effect July 1st, 2019. Part of this regulation requires that a new Community Risk Assessment (CRA) is to be completed every five years. The Regulation also requires fire departments to review their CRA every 12 months to ensure it accurately reflects the Mandatory Profiles and fire and emergency risks. The completion of a Community Risk Assessment will allow a municipality and its Fire Service to make sound decisions on the level of fire protection it will provide its residents. Risk is the measure of the probability and possibility of an event occurring that will have adverse effects on the community including the health, property, organization, environment, and/or community. It is this identification of such fire and life safety risks and their prioritization based on the probability and the impacts such events have on the community that will provide a basis for which a plan on how to prevent and mitigate such events from occurring is amassed. It is this assessment that also directs fire services in identifying the levels of service to be provided in relation to public fire safety education, Fire Code inspections and enforcement and emergency response in preventing and mitigating the events identified. The CRA profile is based on nine mandatory sections that include: 1. Geographic Profile 2. Building stock profile 3. Critical infrastructure profile 4. Demographic profile 5. Hazard profile 6. Public safety response profile 7. Community services profile 8. Economic profile 9. Past loss and event history profile The data worksheets for each profile are included in this document, and it is these worksheets that will assist in assigning risk levels to best treat each risk and the resources to do so. The different levels of treatment risks are: • Avoid the Risk – implementation of programs to prevent fires or emergencies from occurring Emergency Management & Training Inc. Lanark Highlands 3 Community Risk Assessment • Mitigate the Risk -Programs and initiatives implemented to reduce the probability and/or consequences of a fire or emergency • Accept the Risk – after identifying and prioritizing a risk, it is determined that there are no specific programs or initiatives to be implemented to address this risk • Transfer the Risk – the fire department has chosen to transfer the impact and/or management of the risk to another organization or body or outside agency. Fire departments should maintain documentation required by O. Reg. 378/18. This documentation should include: • Any changes to any of the mandatory profiles • Any changes to assigned risk levels or fire protection services that occur as a result of the review, and • Any other information the fire department deems appropriate to the review or any resultant changes to fire protection services. If it is found upon completion of the review within the 12-month (annual review) period, that no changes are required to any of the profiles or fire protection services, then a review could consist of documentation that reflects these findings. NOTE: It should be noted that due to the confidential nature of some of the information contained within the CRA, access to the report should be discrete. This sensitive information was obtained from the Township’s Hazard Identification & Risk Assessment (HIRA). Emergency Management & Training Inc. Lanark Highlands 6 Community Risk Assessment Risk Summary The following summary outlines the top risks to life safety and property along with the suggested means of reducing or the mitigation of the noted risks. It is the Preferred Treatment Options in which Council and the Fire Chief will identify as areas that need to be addressed through public education, Fire Code enforcement, or within the level of fire service provision. It is these decisions that will form the basis of the Lanark Highlands Community Risk Reduction Plan. As with any plan, a thorough review coupled with sound strategic planning will reap successes either in the form of fewer fires, reduced fire related injuries, lower dollar property loss through ongoing fire prevention initiatives, early warning detection systems and proactive inspections and public education. Top Risk or Preferred Treatment Option(s) Issues/Concerns Bodies of water • Implement water safety public education initiatives through brochures and signage near bodies of water • Implementation of an off-shore ice rescue program • Review water rescue requirements under present legislation, regulations and costs to implement. Another alternative is a stand-by agreement with a neighbouring municipality and their fire service, that responds to summer marine emergencies and this should in the form of an automatic aid agreement. • Promote water safety programs through swimming organizations and other first responders such as the OPP and Paramedics • Fire service develop response protocols, Standard Operating Guidelines and enhance level of service provision • Promote winter activity safety on ice through signage along the shore and submissions to local media outlets • Promote safety equipment that should accompany those that venture onto the ice, such as whistles, wearing of floatation suits, air horns, throw ropes, etc. Inland Rescues – • Enter into response agreements with outside fire services to Trench / Confined respond and mitigate Space / Low Angle • Develop SOGs, response protocols and training at the Basic Level for the Lanark Highlands firefighters Emergency Management & Training Inc.     Ministry of Natural Resources Habitat Protection Summary for Pale-bellied Frost Lichen Pale-bellied Frost Lichen is a globally rare lichen that is typically found on trees in relatively humid, mature to old-growth deciduous forests. The species was assessed by the Committee on the Status of Species at Risk in Ontario (COSSARO) and listed as endangered on March 18, 2010. More information about the species’ status can be found at: http://www.mnr.gov.on.ca/stdprodconsume/groups/lr/@mnr/@species/ documents/document/287483.pdf. The habitat regulation for Pale-bellied Frost Lichen protects the host-tree and the area within 50 metres of the trunk of the host tree. Areas within 100 metres of a Pale-bellied Frost Lichen that are open water, or an area classified as a community series under the land classification system for southern Ontario that are suitable for dispersal of Pale-Bellied Frost Lichen or maintain essential site conditions, are also protected. The regulation applies where the lichen occurs in the following areas: the Township of Greater Madawaska within the County of Renfrew; the Township of Lanark Highlands within the County of Lanark; the townships of Central Frontenac and North Frontenac within the County of Frontenac; and the Township of Addington Highlands within the County of Lennox and Addington. Supporting Rationale: n The area within 50 metres of Pale-bellied Frost Lichen is intended to protect the survival of the host tree, as well as the area immediately adjacent to the lichen. n An area within 100 metres of Pale-bellied Frost Lichen is intended to protect important site characteristics required to maintain the interior forest conditions preferred by the species, such as high levels of humidity, shade, and air circulation.

    Background Report #1 State of the Lake Report ‐ White Lake Lanark and Renfrew Counties Historical Development 2016 Inventory of Private Shoreline Lots and Commercial Development First draft ‐ for Discussion Purposes March 15, 2016 1 Context The purpose of this background report is to provide information on how White Lake was developed, to undertake an inventory of residential and commercial development and to provide an estimate of the potential for new lot creation. This background information document will be used in the preparation of the White Lake State of the Lake Report (2016). The State of Lake Report will be completed in the Spring of 2016 and will provide up to date information about water quality, land use and the overall status and health of White Lake. General Description of Current Land Use Patterns The existing land use pattern is a result of past land management practices, limited road access, and the abundance of wetlands along the shorelines of the White Lake. Map 1 illustrates the location of Crown and private land and Map 2 illustrates types of access (public road, private road, by water) to shoreline properties. Less than 20% of the shoreline is Crown land and about 50% of the land base surrounding White Lake is Crown and the other 50% is private land. The character of White Lake is established by its many bays, undeveloped crown land shorelines, and abundance of wetlands.     A Short Geological History of Lanark County by MVFN member Neil Carleton This short history was inspired by the field trip on October 28, 2007, when members of the Eastern Ontario Certified Forest Owners / Eastern Ontario Model Forest explored the geology of Lanark County with Professors Allan Donaldson (Carleton University) and Donald Hogarth (University of Ottawa). It was a remarkable day that took us from the heights of Lanark Highlands, near Flower Station to the west, to the shores of the Mississippi River, at Almonte to the east. Along the way, we drove over and walked on a landscape that has been billions of years in the making. To understand the rocks that form the familiar landscape of Lanark County, imagination is needed for a journey far back in time to ocean depths, erupting volcanoes, colliding and splitting continents, and a landscape locked in ice. I like to imagine the Earth like an onion with concentric layers. Up here on the outermost layer, the Earth’s crust, the story of our planet is about brittle continental plates that move by gliding across the softer mantle layer below. For about 3 billion years, the movement of continental plates has created a continuous rearrangement of continents and oceans on our planet. This remarkable process, known as plate tectonics, is fuelled by heat deep within the planet created by radioactive decay. Driven by convection currents, the continents move about like rafts. 2.5 Billion Years Ago Arctica is the name given to the earliest recognizable North American continent. It now forms the stable central part of present North America.
