Project Funding This project was funded by the Washington State Parks and Recreation Commission. 3 Executive Summary Pacific Biodiversity Institute (PBI) conducted a rare plant and vegetation survey of Riverside State Park (RSP) for the Washington State Parks and Recreation Commission (WSPRC). RSP is located in Spokane County, Washington. A large portion of the park is located within the City of Spokane. RSP extends along both sides of the Spokane River and includes upland areas on the basalt plateau above the river terraces. The park also includes the lower portion of the Little Spokane River and adjacent uplands. The park contains numerous trails, campgrounds and other recreational facilities. The park receives a tremendous amount of recreational use from the nearby population. -

ATLANTIC SALMON SURVEYS Semi-Annual Report WDFW 06-1216 07-2123 PSMFC Contract # 06-37, 07-11 and 08-46 Contract # 06-1216 / 07-11 amount $140,000 Contract # 07-2123 amount $98,600 December 2008 INTRODUCTION In 1999, the Pacific States Marine Fisheries Commission (PSMFC) established a program with a mission to prevent negative impacts associated with aquatic invasive species (AIS). This program includes AIS education and outreach, monitoring programs, research and inter- jurisdictional planning, coordination and grant administration. Funding for the program comes from Wallop Breaux (Sport fish Aid in Restoration), Bonneville Power Administration, NOAA Fisheries, and the U. S. Fish and Wildlife Services. The Program’s primary focus on AIS Vectors is recreational watercraft and ballast water. In addition to educating recreational boaters and fishermen, the program includes outreach to marinas and other water dependent industries. Species addressed by the program include mitten crab, zebra mussel, green crab, and Atlantic salmon. Other species of concern include the New Zealand mudsnail, sea squirts, Asian carp, and Spartina (cordgrass). To accomplish their goals, PSMFC cooperates and contracts with numerous entities, including the Washington Department of Fish and Wildlife. In 2003, WDFW, with funding from the Pacific States Marine Fisheries Commission and NOAA Fisheries, began snorkel surveys to look for the presence of Atlantic salmon juveniles and adults throughout Washington. The program was later expanded to include foot and float-boat surveys during the winter months. In the initial year 35 rivers and streams were surveyed several hundred juvenile Atlantic salmon were discovered in Scatter Creek below a commercial hatchery outflow. -
Ecology of Woody Riparian Vegetation in Tributaries of the Upper Grande Ronde River Basin, Oregon

Boone Kauffman Two studies on Catherine Creek and Meadow Creek of the Upper Grande Ronde River basin, quantified several physical and biotic influences on woody riparian community composition and structure. The Catherine Creek study examined the association of woody riparian species with elevational and geomorphic gradients. The Meadow Creek study examined the influence of mammal herbivory on composition and abundance of woody riparian species. At Catherine Creek, twenty nine plots were established at 50 m intervals of elevation from near the stream origin at 2207 m in the Wallowa Mountains to the foothills of the Grande Ronde Valley at 988 m. Woody plant community composition was associated with the dominant environmental variable, elevation. Distribution of dominant riparian species was strongly associated with fluvial surfaces. Black cottonwood (Populus balsamifera) was associated with gravel and cobble bars proximal to the stream channel, and along with ponderosa pine (Pinus ponderosa) was also associated with elevated boulder bars. Alders (A. incana and A. viridis) and willows (Salix bebbiana, S. boothii, S. exigua, S. lucida, S. melanopsis, S. prolixa, and S. sitchensis) were associated with annual floodplains. At Meadow Creek, grazing by cattle was ended in 1991 on the entire study reach and three deer and elk exclosures were built within the reach adjacent to the creek. Inside deer/elk exclosures from 1991 to 1995, mean heights of tagged cottonwoods, willows, and alders increased by 86% to 180%. -

SGMA seeks to achieve sustainability, which is defined as the absence of several undesirable results, including “depletions of interconnected surface water that have significant and unreasonable adverse impacts on beneficial users of surface water” (Water Code §10721). The Nature Conservancy (TNC) is a science-based, nonprofit organization with a mission to conserve the lands and waters on which all life depends. Like humans, plants and animals often rely on groundwater for survival, which is why TNC helped develop, and is now helping to implement, SGMA. Earlier this year, we launched the Groundwater Resource Hub, which is an online resource intended to help make it easier and cheaper to address environmental requirements under SGMA. As a first step in addressing when depletions might have an adverse impact, The Nature Conservancy recommends identifying the beneficial users of surface water, which include environmental users. This is a critical step, as it is impossible to define “significant and unreasonable adverse impacts” without knowing what is being impacted. To make this easy, we are providing this letter and the accompanying documents as the best available science on the freshwater species within the boundary of your groundwater sustainability agency (GSA). -

Box 131, Clearwater, BC, V0E 1N0, Canada [email protected], [email protected] Vascular Plants in Wells Gray SUMMARY Wells Gray Provincial Park is a vast wilderness preserve situated in the mountains and highlands of south-central British Columbia. The first major floristic study of the vascular plants of Wells Gray and its vicinity was published in 1965 by Leena Hämet-Ahti, who documented 550 taxa, including a first Canadian record of Carex praeceptorium. The present study contributes nearly 500 additional taxa documented by us between 1976 and 2010 in connection with our personal explorations of the Clearwater Valley. The vascular flora of Wells Gray Park and vicinity now stands at 1046 taxa, including 881 native species and 165 species introduced from Eurasia and other portions of British Columbia. Wells Gray Park is notable both for the presence of numerous taxa (45) at or near the northern limits of their range, as well as for an unexpectedly high number of taxa (43) accorded conservation status by the British Columbia Conservation Data Centre. Antennaria corymbosa has its only known Canadian locality within Wells Gray, while five additional species reported here are known in Canada from fewer than six localities. About a dozen unknown, possibly undescribed taxa have also been detected. Botanical inventory has thus far been confined to the southern portions of Wells Gray. Future studies in northern half of the park will certainly greatly increase our knowledge of the biological diversity safeguarded in this magnificent wilderness preserve.
