Senate Ways and Means Subcommittees Document Senate Ways and Means Subcommittees 2017 Subcommittee Chairs will be setting their own schedules. Hearings will be held early in the morning, over the noon hour and sometimes late afternoon – basically whenever the chairs can secure a meeting room. They will focus on the FY 18-19 budgets. See Governor’s Budget Report documents. It does not appear that there will be public hearings in the subcommittees for the Rescission Bill – the budget bill that will make changes to FY 16 to close the $340 million shortfall for the current fiscal year ending June 30. We will send out the schedule once it is public. If you plan to testify, it is a good idea to get those ideas on paper as soon as possible. Secretary Thornburgh introduced the Rev. Fred S. Holloman, Topeka, Kansas, who will again serve as the Senate Chaplain and delivered the following invocation: Heavenly Father, Forgive us if we should think we can effectively represent 60,000 people without Your knowledge, Your power, and Your presence. You are omniscient; You know all things; We know relatively little. You are omnipotent; You have all power; We are relatively weak. You are omnipresent; You are always everywhere; We are limited to one place at a time. So don’t let us try to fly solo and forget that You are the Navigator. I pray in the Name of Christ. AMEN Secretary Thornburgh appointed Pat Saville to serve as temporary Secretary of the Senate until such time as a permanent secretary is appointed. Secretary Thornburgh requested the reader to call the roll of the Senate from the certified list of members-elect as submitted by the Secretary of State and recorded in the preorgan- izational meeting of December 6, 2004. Since hearings in early March, the League has been involved in discussions with legislators and other interested parties about the composition of the final legislation that will be considered. The Senate passed Senate Sub. for HB 2088 on a 24‑16 vote. During this debate, Sen. Melcher offered two amendments, and struck all exemptions for economic development programs (abatements, TIFs, rural housing incentive districts, neighborhood revitalization areas, etc.). This bill reflected some compromises by interested parties, but left several areas of concern. The League and the Kansas Association of Counties encouraged two amendments. One would have exempted increases in health care benefits and pension http://lkm.org/leaguenews/2016/12.pdf 1/5 6/20/2016 League News obligations from the tax lid; this was defeated on a voice vote. The other amendment exempted law enforcement, fire protection and emergency medical services from the tax lid. This amendment was adopted 22‑17.

1751 JOURNAL OF THE SENATE Journal of the Senate FIRST DAY SENATE CHAMBER, TOPEKA, KANSAS Monday, January 11, 2016, 2:30 p.m In accordance with the provisions of the Constitution of the State of Kansas and by the virtue of her office as President of the Senate, President Susan Wagle declared the 2016 Senate to be in session. President Wagle welcomed Reverend Cecil T. Washington, who will again serve as the Senate Chaplain. He delivered the following invocation: Heavenly Father, We come again to the beginning of another session. And as Moses told Joshua to deliver the laws to Your people in Deuteronomy 31:7, and that he was to be of good courage, because You’d never fail nor forsake them, remind us of the same. As we all labor together…the Senators…the supporting staff and all who work these halls, to deliver laws to Your people, remind us afresh of Your gracious, governing, guiding presence. Like the chef, who brings just the right mixture of ingredients together, with just the right temperature, do that with us. During this session, as laws are being prepared, give us just the right mix of ingredients, from both sides of the aisle. And help us maintain just the right temperature in our attitudes and actions. Like the chef, who tops off and completes a fine meal, top off and complete the work that You’re going to accomplish in these halls. When all is said and done, and the people have consumed…even devoured the results of this session, help us all to recognize, celebrate and applaud You, as the Head Chef.
