Tuesday, February 23, marked the last day a bill could be considered if it had not moved from its chamber of origin…unless it was assigned — or ever had been assigned — to an exempt committee (Appropriations, Ways & Means, Federal and State Affairs, House Taxation and Calendar). Bills in non- exempt committees and those from these same committees left below the line on General Orders are considered dead for this session; however, sometimes they have a way of sneaking into other bills in the form of an amendment. It is never really over until the sound of that last gavel. After two fairly intense days of work, the legislature has adjourned for their Turnaround break and will return to the Statehouse on !Wednesday, March 2. ! For the first time since Feb. 13, the Kansas Senate is back to 40 members. The conference committee on the Kansas Emergency Management Act met several times with little progress. On Thursday, the Senate debated internet sales tax and property tax reform. Bubbling under the surface of the 2021 Legislature has been speculation and informal discussions about the 2022 governor’s race. Differences over the handling of the pandemic between Gov. Kelly and Republican legislative leaders surfaced during legislative discussions on COVID-related legislation. Last week, former Gov. Jeff Colyer announced his treasurer for his potential 2022 bid for governor. This week, Attorney General Derek Schmidt formally announced he was running for governor next year. Other Republicans are considering making a run as well. The 2022 reapportionment process for the House, Senate, Congressional, and State Board of Education districts started on Wednesday. The Legislative Coordinating Council approved a Redistricting Advisory Group. The six- member Group will create guidelines for reapportionment. There are three members from each chamber, with Senate President Sen. Ty Masterson appointing two members, one by Minority Leader Sen. Dinah Sykes, two appointed by the Speaker of the House Ron Ryckman Jr., and one by the House Minority Leader Tom Sawyer. The Advisory Group is authorized to meet four days during the interim. The group will, among other matters, utilize the federal census figures for Kansas in developing its recommendations.

  • Senate Ways and Means Subcommittees Document
    Senate Ways and Means Subcommittees 2017 Subcommittee Chairs will be setting their own schedules. Hearings will be held early in the morning, over the noon hour and sometimes late afternoon – basically whenever the chairs can secure a meeting room. They will focus on the FY 18-19 budgets. See Governor’s Budget Report documents. It does not appear that there will be public hearings in the subcommittees for the Rescission Bill – the budget bill that will make changes to FY 16 to close the $340 million shortfall for the current fiscal year ending June 30. We will send out the schedule once it is public. If you plan to testify, it is a good idea to get those ideas on paper as soon as possible.
