Predlog sklepov vlade: Na podlagi drugega odstavka 2. člena Zakona o Vladi Republike Slovenije (Uradni list RS, št. 24/05 – uradno prečiščeno besedilo ter 109/08, 55/09, 38/10-ZUKN, 8/12, 21/13, 47/13-ZDU-1G in 65/14) je Vlada Republike Slovenije na ..... redni seji dne ..... sprejela SKLEP Vlada Republike Slovenije je določila besedilo predloga Zakona o stvarnem premoženju države in samoupravnih lokalnih skupnosti v predloženem besedilu ter ga pošlje Državnemu zboru Republike Slovenije v obravnavo in sprejem po rednem zakonodajnem postopku v skladu s Poslovnikom državnega zbora. mag. Kratek povzetek gradiva: Predloženi zakon predstavlja vsebinsko prenovo trenutno veljavnega Zakona o stvarnem premoženju države in samoupravnih lokalnih skupnosti (Uradni list RS, št. 86/10, 75/12, 47/13- ZDU- 1G, 50/14, 90/14-ZDU-1I, 14/15-ZUUJFO in 76/15, v nadaljnjem besedilu: ZSPDSLS), in sicer na način, da ob varovanju temeljnih načel ravnanja s stvarnim premoženjem države in samoupravnih lokalnih skupnosti v kar največji možni meri sledi aktualnemu razvoju in situaciji na trgu stvarnega premoženja ter potrebam države in samoupravnih lokalnih skupnosti ter njihovim upravljavcem. Ker so pretekle izkušnje pokazale, da je na nekaterih področjih gospodarjenja s stvarnim premoženjem potrebno različno urediti ravnanje za državo in samoupravne lokalne skupnosti, predloženi zakon takšne razlike ureja ter za posamezne institute določa različne zakonske rešitve. Predlog Zakona o stvarnem premoženju države in samoupravnih lokalnih skupnosti je tudi posledica uresničitve nove zasnove centraliziranega ravnanja z nepremičnim premoženjem, ki je bila izvedena na podlagi Zakona o spremembah in dopolnitvah Zakona o državni upravi (ZDU-1I) in (ZDU-1J). Slednji je v 19. členu določil, da se v obdobju do 1. januarja 2017 izvede prehod na centralizirano ravnanje z nepremičnim premoženjem države, in sicer tako, da Ministrstvo za javno upravo postopno postane upravljavec nepremičnega premoženja iz prvega odstavka 19. člena ZDU-1I in ZDU1J ter prevzema zaposlene, finančna sredstva ter arhivsko in dokumentarno gradivo povezano s tem premoženjem, po časovnem zaporedju, ki ga določi vlada. Predlog novega ZSPDSLS tako upošteva sistem centraliziranega ravnanja z nepremičnim premoženjem skladno z namenom ZDU-1I in ZDU- 1J v okviru ministrstva, pristojnega za sistem ravnanja s stvarnim premoženjem in spremenjenih potreb upravljavcev nepremičnega premoženja države in samoupravnih lokalnih skupnosti pri načrtovanju in ravnanju z nepremičnim premoženjem. 6. Presoja posledic za: a) javnofinančna sredstva nad 40.000 EUR v tekočem in DA/NE naslednjih treh letih b) usklajenost slovenskega pravnega reda s pravnim redom DA/NE Evropske unije c) administrativne posledice DA/NE č) gospodarstvo, zlasti mala in srednja podjetja ter konkurenčnost podjetij DA/NE d) okolje, vključno s prostorskimi in varstvenimi vidiki DA/NE e) socialno področje DA/NE f) dokumente razvojnega načrtovanja: nacionalne dokumente razvojnega načrtovanja razvojne politike na ravni programov po strukturi DA/NE razvojne klasifikacije programskega proračuna razvojne dokumente Evropske unije in mednarodnih organizacij 7.a Predstavitev ocene finančnih posledic nad 40.000 EUR: (Samo če izberete DA pod točko 6.a.) 2 I. Ocena finančnih posledic, ki niso načrtovane v sprejetem proračunu V zvezi s predlaganim vladnim gradivom se navedejo predvidene spremembe (povečanje, zmanjšanje): prihodkov državnega proračuna in občinskih proračunov, odhodkov državnega proračuna, ki niso načrtovani na ukrepih oziroma projektih sprejetih proračunov, obveznosti za druga javnofinančna sredstva (drugi viri), ki niso načrtovana na ukrepih oziroma projektih sprejetih proračunov. II. Finančne posledice za državni proračun 3 Prikazane morajo biti finančne posledice za državni proračun, ki so na proračunskih postavkah načrtovane v dinamiki projektov oziroma ukrepov: II.a Pravice porabe za izvedbo predlaganih rešitev so zagotovljene: Navedejo se proračunski uporabnik, ki financira projekt oziroma ukrep; projekt oziroma ukrep, s katerim se bodo dosegli cilji vladnega gradiva, in proračunske postavke (kot proračunski vir financiranja), na katerih so v celoti ali delno zagotovljene pravice porabe (v tem primeru je nujna povezava s točko II.b). Pri uvrstitvi novega projekta oziroma ukrepa v načrt razvojnih programov se navedejo: proračunski uporabnik, ki bo financiral novi projekt oziroma ukrep, projekt oziroma ukrep, s katerim se bodo dosegli cilji vladnega gradiva, in proračunske postavke. Za zagotovitev pravic porabe na proračunskih postavkah, s katerih se bo financiral novi projekt oziroma ukrep, je treba izpolniti tudi točko II.b, saj je za novi projekt oziroma ukrep mogoče zagotoviti pravice porabe le s prerazporeditvijo s proračunskih postavk, s katerih se financirajo že sprejeti oziroma veljavni projekti in ukrepi. II.b Manjkajoče pravice porabe bodo zagotovljene s prerazporeditvijo: Navedejo se proračunski uporabniki, sprejeti (veljavni) ukrepi oziroma projekti, ki jih proračunski uporabnik izvaja, in proračunske postavke tega proračunskega uporabnika, ki so v dinamiki teh projektov oziroma ukrepov ter s katerih se bodo s prerazporeditvijo zagotovile pravice porabe za dodatne aktivnosti pri obstoječih projektih oziroma ukrepih ali novih projektih oziroma ukrepih, navedenih v točki II.a. II.c Načrtovana nadomestitev zmanjšanih prihodkov in povečanih odhodkov proračuna: Če se povečani odhodki (pravice porabe) ne bodo zagotovili tako, kot je določeno v točkah II.a in II.b, je povečanje odhodkov in izdatkov proračuna mogoče na podlagi zakona, ki ureja izvrševanje državnega proračuna (npr. priliv namenskih sredstev EU). Ukrepanje ob zmanjšanju prihodkov in prejemkov proračuna je določeno z zakonom, ki ureja javne finance, in zakonom, ki ureja izvrševanje državnega proračuna. 7.b Predstavitev ocene finančnih posledic pod 40.000 EUR: (Samo če izberete NE pod točko 6.a.)     Press Release 7 July 2020 Rejlers responsible for electrical design as Vasakronan creates Gothenburg's new landmark Rejlers has been commissioned to lead the electrical design work for property company Vasakronan’s development of the Kromet block, a future new landmark in Gothenburg. The Kromet block is the next cornerstone in the Lilla Bommen district, which is rapidly being developed to transform it into a vibrant and colourful neighbourhood with a focus on sustainability. Rejlers will be responsible for designing the block's electrical, telecommunications, control, safety and photovoltaic systems during the programme phase. Vasakronan's development of the Lilla Bommen district in Gothenburg is now under way and Kromet is a key part of this exciting new district which is set to emerge over the coming years. Production is expected to commence in 2021 and 2024, with the building being developed as a mix of offices, housing and public activities, vibrant streets and attractive meeting places. Kromet is situated adjacent to the river next to Hisingsbron's new stronghold, a future landmark which, through its interaction with Läppstiftet, forms a portal motif towards the new Hisingsbron. The design of the building is innovative and resembles the crown of a tree. There is a strong focus on sustainability with construction and façades in wood, the use of recycled building materials and an LEED sustainability certification. “Rejlers offers us a highly skilled team with extensive experience of designing electrical and telecommunications system in complex projects set against our ambitious goals,” says Stefan Eriksson, Project Manager at Vasakronan. Game developer King and Stureplansgruppen, among others, are moving into Sergelhuset in central Stockholm at the end of 2020. In Garnisonen in Stockholm, Wise Group has leased 3,600 square metres and at Hilton in Frösundavik, outside Stockholm, IFS Sverige has leased 1,300 square metres. Rental revenue increased to SEK 5,232 million (5,006). For comparable property holdings, the increase was 7% (5). New lettings corresponding to 170,000 square metres (99,000) and an annual rent of SEK 706 million (338) were contracted and net lettings amounted to SEK 298 million (6). The occupancy rate was 93.1% (92.8) at the end of the period. Of total vacancies, 2.3 percentage points (2.9) were attributable to ongoing projects and development properties. Operating surplus increased to a total of SEK 3,875 million (3,616). For comparable property holdings, the increase in net operating income was 7% (6). Profit before value changes and tax rose to SEK 3,716 million (2,731), where the result from participations in joint ventures accounted for SEK 887 million of the increase. The change in the property value amounted to SEK 6,769 million (6,692), corresponding to a 5.0% (5.4) increase in value The portfolio value at the end of the period amounted to SEK 147,385 million (134,303) The value change in derivatives amounted to negative SEK 1,713 million (positive: 170), which was due to falling long market interest rates.
