It is my immense pleasure to invite you to RMC International Scientific Conference and fortieth Rawalians' Reunion going to be held from 17th – 21st Dec 2013. Being the graduate of Rawalpindi Medical College and now proudly first Rawalian Principal, this was my dream to hold such an endeavor of International Standard which aimed to inform, promote and globalize outstanding technological innovation, knowledge and research of medicine which especially helps the young Rawalians' to make an early debut on the international stage. Second goal was to open the gateway and build a bridge between the students of RMC (Young Rawalians') and

International Rawalians' in USA, UK, Australia, Middle East, Africa and other parts of World who can help in getting Electives, Research and Training slots in developed World. This will also provide opportunities for young specialists to learn by hands on training in different workshops. Scientific Committee will be organizing high quality scientific program including all specialties both clinical, basic, research and career planning. Rawalians' attending this conference will not only benefit from the scientific program but also have the opportunity to experience the cultural and historical heritage of old RMC campus, Hostels and Teaching Hospitals of RMC. Fortieth Rawalians' Reunion (Rawalians' Social Evening) will help Rawalians’ to strengthen old friendship and also make new friends who share the same memories with their Alma mater. It will be unfair if I do not mention the name Mr. Ghazanfer Sial who played key role in uniting Rawalians’ from the day one.

Our teacher, Prof. Mubasher used to say that there are three stages in the life of a doctor, stage of learning, stage of earning and then stage of returning. More than seven thousand Rawallians’ are serving humanity all over world and they were eagerly waiting to serve their mother institution but there was lack of contact. It is a pleasure for me to have been the Chair of the Scientific Committee of the 1st RMC International Conference, 2013. The theme of the conference “Exploring the Scientific Future” connects the Rawalians of past and present to a scientific endeavor for the future. The conference for the very first time unites diverse groups of 40 batches, from multiple disciplines and at various stages of professional excellence to contribute to the scientific future of RMC. RMC Alumni all over the world get to reconnect with their alma mater and get a chance to relish the national and international laurels achieved by fellow Rawalians. This is a golden opportunity for the budding students of RMC, the creme de la creme of the nation, to acquaint themselves with their legacy. They interact with their role models in person and develop the zeal to follow in their footsteps and even rise beyond them. Thus this ground-breaking event sets the stage for our future graduates exploring scientific vistas as yet untouched. Most importantly this is a step in the right direction to revive our religious legacy which encouraged observation and intellection: the core of the scientific process. The legacy that brought the world out of ignorance ironically lies forgotten in the Muslim world today.

This International Scientific Conference comes at a time when Rawalpindi Medical College is completing its fortieth year. The institution has finally come of age. Consultant Development RMC (Honorary) Dr. Shahid Hameed I am proud to be a part of dedicated team of the Rawalians’ working under the dynamic leadership of our 1st Rawalian Principal and my batch fellow Prof. Muhammad Umar. I joined the team along with other devoted members and my class fellows Dr. Nadeem Afraz and Prof. Hamama-tul-Bushra Khaar. Prof. Muhammad Umar and Prof. Bushra Khaar conceived the idea of the Centre for Liver and Digestive Diseases (CLD), I and Dr. Nadeem Afraz helped them in designing and implementation of this state of the art centre in HFH, now being functional and serving humanity in ever growing Liver and GI diseases. The CLD is the only purpose built centre in Punjab and one of the top ranking centers in . Now I have been given the opportunity to work as consultant development RMC/Allied Hospitals on honorary basis and designed another state of the art Multi Organ Failure Centre, another brain child of Prof. Muhammad Umar and Prof. Bushra Khaar and supported by our dedicated Overseas Rawalians’ from USA, UK, UAE and Australia. Inshallah the project will soon be functional and going to serve the people suffering from Kidney and Liver Failure. Regarding Welfare of the students, college library is re-designed upto the international Standards and college canteens for boys and girls are also uplifted. Another state of the art RMC Park is designed and constructed in front of the New Teaching Block of RMC and is dedicated to the Rawalians’ serving Nationally and Internationally. I hope more and more Rawalians’ will come forwards and join us to elevate the image of our mother institution RMC and Allied Hospitals, both academically as well as patient care. The practice of medicine is no longer confined to hospitals and clinics – it has global dimensions. Global health can be defined as the study and practice of improving health and health equity worldwide through international and interdisciplinary collaboration. Some of our alumni, working nationally and internationally in academia, policy and the NGO sector, are engaged in cutting edge research on matters of importance to the global health agenda. What is Outcome-based Education (OBE)? OBE is a way of designing, developing, delivering, assessing and documenting instructions in terms of their intended goals and outcomes. It is an approach in which decisions about the curriculum are driven by the outcomes the students should display at the end of the course.

In OBE the product defines the process. It can be summed up as “result oriented approach” and in contrast to “input-based education” where emphasis is only on educational process it also emphasises on the outcome of the education.

Why to implement OBE?

All medical schools have outcomes whether by design or not i.e. they produce doctors, but the nature of the product may be unspecified. However the difference between being outcome-based and simply producing outcomes is significant. An outcome-based school produces results relating primarily to pre-defined standards or criteria which are required by the society and other stake holders. It should be realised that competence in medicine can only be seen in the context of complex tasks where knowledge, skills and attitudes are all integrated and combined as in real life. Mastery of individual objectives does not necessarily mean that the doctor will be able to integrate them to perform a more complex task.

How to write learning outcomes?

Learning outcomes must be clearly defined, and be meaningful, appropriate, relevant, measurable, achievable and accepted by the users. They must have implications for practice, recognise diversity, foster adequate development and demand an action by the learner.

How to implement OBE?

In OBE a clear and public statement is made of the learning outcomes for a medical programme. The essential attributes of a new graduate in relation to knowledge, skills and attitude are identified. The curricular content, teaching/learning approaches and strategies as well as assessment methods are designed to ensure the achievement of these attributes which may include: effective communication; basic medical skills; using basic sciences in the practice of medicine; diagnosis, management and prevention; lifelong learning; self-awareness, self-care and personal growth; social and community context of health care; moral reasoning and ethical judgement; and problem solving.

How to assess students in OBE?

OBE and performance assessment are closely related and are bound by educational principle that assessment methods should match the learning modalities. The design of OBE and student assessment must include consideration of expected student outcomes as viewed by different stakeholders i.e. faculty expectations from students, future employers (e.g. Ministry of Health), or licensure certification bodies (e.g. Medical Councils). In addition to these abilities knowledge-based requirements are also identified and assessment criteria are developed for each activity according to the level of the student in the course.
