    NIGERIA Releases of political prisoners - questions remain about past human rights violations On 4 and 23 March 1999 the Nigerian military government announced the release of most of its remaining political prisoners. They included at least 39 prisoners of conscience and possible prisoners of conscience held in connection with alleged coup plots (see appendix for details of releases). Following the death of former head of state General Sani Abacha on 8 June 1998, the new military government headed by General Abdulsalami Abubakar has gradually released more than 140 political prisoners. Under a new “transition to civil rule” process, elections have been held and a civilian government is due to take over power on 29 May 1999. At least three political prisoners are believed to remain in prison, two of them held since 1990, and the government has not revoked the military decree which allows for the detention without charge or trial of prisoners of conscience. Other military decrees remain in force which have allowed the imprisonment of prisoners of conscience after unfair political trials. Questions remain about the involvement of government officials in past abuses, including the extrajudicial execution of critics, and the need for accountability and a check on impunity. The prisoners released in March 1999 had been imprisoned following secret and grossly unfair trials by Special Military Tribunals. The Tribunals were created by military decree, the Treason and Other Offences (Special Military Tribunal) Decree, No. 1 of 1986, and appointed directly by the military head of state. Presided over by members of the military government, their judgements had to be confirmed or disallowed by the military government.

Introduction, Methodology, review of relevant literature, and a conceptual framing of the problem and relevant issues. 1 CHAPTER ONE 1.1 Introduction: Most theories of mass communication up to recent times have concerned themselves with intended or unintended effects of the media on its audience. Accordingly, both early and more recent empirical research have cast doubts on generally accepted notions concerning the powerful effects of the mass media, arguing that a good deal of media content is potentially informative rather than persuasive. (McQuail & Windahl, 1981: 56) One model of mass communication effects, the agenda-setting theory, offers a way of connection, between information and a possible opinion effect. The agenda-setting hypothesis as an effects theory of mass communication has not only survived its critics (see 3.4: A critique of the Theory) but also continues to flourish in its position that by simply paying attention to some issues at the expense of others, the media affects public opinion. Indeed, the above is a proposition of great utility. However, this study takes the view that opinions, attitudes and behaviors of people may change or even be altered not necessarily because the media has caused an issue to be elevated in importance to the public; but rather, people, that is media or message sources, it can be argued, manipulate the media (media content) selectively for “a plurality of individual needs 2 and dispositions” (Langer, 1998:12). The above, I suggest, may be what interpretive experts of the expansive days of the media’s stimulus-response theory interpret variously as media influence on its audience - attitude, behavior or opinion change (see Curran, Gurevitch & Woollacott 1982; McQuail 1969).

INTRODUCTION The Online Bibliography of Chadic and Hausa Linguistics (OBCHL), henceforth the ‘biblio’, is an updated, expanded, and corrected edition of the bibliography published some fifteen years ago by Rüdiger Köppe Verlag (Newman 1996). That biblio was built on valuable earlier works including Hair (1967), Newman (1971), Baldi (1977), R. M. Newman (1979), Awde (1988), and Barreteau (1993). The ensuing years have witnessed an outpouring of new publications on Chadic and Hausa, written by scholars from around the globe, thereby creating the need for a new, up-to-date bibliography. Data gathered for this online edition, which was compiled using EndNote, an excellent and easy to use bibliographic database program, have come from my own library and internet searches as well as from a variety of published sources. The enormous capacity afforded by the internet to organize and update large-scale reference works such as bibliographies and dictionaries enables us to present this new online bibliography as a searchable, open access publication.     Review of African Political Economy No.64:147-150 © ROAPE Publications Ltd., 1995 ISSN 0305-6244; RIX #6401 Democracy, Development and Defence Chris Allen This issue returns to several themes which have been the concern of this Review since its foundation: democratisation, popular organisation, agrarian policy and (post)apartheid South Africa. Democracy and Civil Society From its inception, the contemporary debate on democratisation has focused on three themes: the viability of democratic transformation, the role of external forces, and the role of civil society. As Eghosa Osaghae argues in his contribution, the debate has been narrowed and effectively undermined by failing to see the present struggles for democratisation as part of a long history of such struggles, and by viewing the present instead as a discrete episode in African politics. Part of the reason for this lies in the imputed role of civil society in democratisation. For most writers, and especially for those unaware of the history of this concept, 'civil society' consists of those private (non-state) organisations that (within each one's limited sphere of competence) mediate their members' relations with each other, with other organisations and with the state. There has been such an extraordinary growth in these organisations in the last ten years, and they have been so visible within democratic struggles (see ROAPE 54) that it has often been assumed that they constitute the driving force behind what is taken to be a process of democratisation. It has also been assumed, as Bjorn Beckman points out in ROAPE 58, that civil society seeks to 'liberate itself from the suffocating grip of the state', and thus has the same project as that claimed by neo-liberal international institutions and neo-liberal academics.
