Reconsideration of Transformed Concept of Enterprise’s Statistic Reform

Since the policy of reform and open is put into practice, with the establishment of socialism market economy, enterprise’s statistic reform is certain to carry weight. However, up till now, statistic work is on the whole far from the need of economy system reform. According to existing documents, many scholars think that enterprise must change their statistic concept in the process of statistic reform. In this paper, the author gives some point of view about transformed concept of enterprise’s statistic reform. 1. Survival and development of enterprise statistics must be correctly recognized All kinds of information have already been paid more attention to by enterprises, when they are thrown into the keen competition, and they must handle and analyze accepted information. However, in the process of enterprise’s reform, some special statistical organs are removed. At this time, the point of view that enterprise statistics is giving a heavy blow has been impressed in people’s mind. However, I think this is depended on our concepts about variation of enterprise change, which is cleared up in the following. 1.1 enterprise statistics is not at all equal to statistical organ and statistical station. Statistical work is the process of collecting, arranging and analyzing numerous data. In fact, these statistical exercises are uncertain to be completed by statistical organ. So the remove of statistical organ or station does not imply that statistical work has been canceled, but shows that existing statistical organ’ work does not satisfy the need of contemporary administration of enterprises. 1.2 enterprise statistics does not contract, but obtain more popularization. Owing to economic development, “statistics has gradually become indispensable methods for functional departments in enterprise, lots of which has been absorbed in the theory and practical operation. 2. Innovation is fundamental for enterprise’s statistical development Development of social economy has not only brought about chance for enterprise statistics, but also produced sever challenge. Statistical theory and practice make much exploration for enterprise’s statistic reform, such as: perfect statistical organ, regular statistical operation system, expand contents of statistical work and etc. seen from our practice of statistical reform, these

measures can only improve enterprise statistics, which can not bring about radical change for the development of enterprise statistics. Only statistical innovation is realized, can enterprise statistics be leaded into senior stage. In the process of enterprise statistical innovation, system innovation, science and technology innovation and function innovation are all important and fundamental factors. To realize system innovation, there are lots of things to do. But the following is indispensable: traditional conception, which is formed in the period of planed economy, must be broken through active statistic operation system should be abandoned; different operation model should be established for different enterprise. If using advanced technique of statistical investigation, data handling and statistical analyzing can make high quality and valuable statistical product, science and technology innovation are fulfilled in the end. Statistical function innovation include enlarge area of statistical information and service and improve the ability of sustain for policy-making. 3. Reasonable location provide the premise for the development of enterprise statistics As far as enterprise statistics is concerned, reasonable location of enterprise statistics settle the problem about service for whom and form. The former has been got to a common view, i.e. on the one hand, it provide statistical information for government’s macro-control; on the other hand, it give good service for production and business management in internal enterprise. The latter has been discussed in this article. Seen form the surface of things, special statistician does not seem very important for the enterprise. Actually, this is not the case. Firstly, inner management information of is only little part of all kinds of information. Secondly, collection and arrangement of statistical information is only a part link in the whole process of statistical work. Finally, statistical methods and technique, which are mastered by professional management, are only part of statistical methodology. In the wide area of statistical work, there is enormous space for us to put service pattern into a high level when statistical service is provided. The patter can be divided into: First, based on statistical theory, it can be charged with normative management for enterprise. Second, based on technique of data mining and data arranging, it can provide information about policy, market and compete opponent for enterprise’s production and business. Third, based on contemporary statistical investigation technique and method, it can provide advance special investigation for new product development, 4. Statistician troops should be equipped by new concepts It is well known that talent troop establishment is most important for the development of enterprise statistics. To be appropriate for new situation, statistician troops should be equipped by new concepts. In fact, it is impossible and not necessary for us to require all statisticians are high quality compound talent. However, it is practical for contemporary statistical talent troop to become echelon. As far as those statisticians who are engaged in enterprise’s statistical professional management, statistical device and statistical analysis, it is necessary for them to not only master statistical theory, statistical investigation technique and statistical analysis method, but also master knowledge about production management, financial management and marketing. That is to say, only does this post need high quality compound talent indeed. Enterprise can employ statistician in different level and build statistical talent troop to satisfy the need of practical work. It is useful to both inspire statistician to learn and apply statistical special knowledge and foster special talent. Furthermore, sustainable development of statistic talent troop can be realized in this way.
