Shire of Leonora Deputy Chief Executive Officer Remuneration Package negotiable from $160,2000 - $183,000 per annum The Chief Executive Officer is seeking to appoint a Deputy CEO to join their team and work together to deliver the Council’s strategic direction and vision for the Shire. Working alongside the Chief Executive Officer, the Deputy CEO will be responsible for assisting with the day to day running of the organisation, ensuring the integrity of projects and services, providing innovative and proactive leadership to the Finance, Administration and Community Services areas, and contributing to the Shire’s drive to continue growing and enhancing the community’s strong foundations. Applicants will need to possess a relevant tertiary qualification and have a sound understanding of accounting practices and standards, demonstrated experience in effectively leading multi-disciplinary teams, excellent interpersonal skills and working knowledge of Local Government regulations, governance and financial reporting obligations. Ideally applicants will be aspiring toward a Chief Executive Officer role. This position is offered on a performance-based contract of between three and five years with a remuneration package in the range of $160,000 - $183,000 per annum. 3 SHIRE PROFILE

The Shire of Leonora is situated within the Northern Goldfields region, covering an area of 32,189km2 and is a service centre for the mining, exploration and the pastoral industry. The Shire’s main township is Leonora, 832 kilometres northeast of Perth and 230 kilometres north of Kalgoorlie.

As part of the golden outback and one of the gateways to the Outback Way, Leonora’s natural attractions are drawing an increase in visitors with a number of self-guided drive tours promoted through the region. Attractions include ‘The Terraces’ 40 kilometres north-east of Leonora, a fine example of ‘breakaway’ formations, created through the erosion of plateaux by wind and rain.

The establishment of the twin townships of Leonora and Gwalia originated in 1896 after the discovery of gold within the region. Leonora then became the largest centre on the north-eastern Goldfields and by 1908 had up to 7 hotels, general stores, chemists, tailors and bakeries. In 1963 the closure of the Sons of Gwalia mine substantially effected the population in the Gwalia town site, as demand for commercial and business enterprises decreased as the mining population departed. The population in Gwalia became negligible however, the townsite of Leonora survived the closure of the mine as a result of the alternative economic revenue streams from district administration, as well as being a rail head and supply centre.

Leonora is a service centre for mining exploration, mining services and the pastoral industry. The Shire hosts approximately 7 gold mining companies, as well as several nickel mining companies. The pastoral sector is the primary form of agricultural within the Shire. Large scale pastoral stations within the Shire include Leinster Downs, Pinnacles, Yakabindie, Yeelirrie and Weebo. The primary stock for the Shire pastoral stations is largely cattle. Tourism is a growing and developing industry within the Shire, with attractions such as visiting the historic Gwalia Museum and Village.

Today, the town consists of approximately 350 houses, 100 industrial sites, 3 mining type accommodation camps, a shady caravan park, 2 hotels with a-la-carte dining and 1 motel. Shopping facilities include a supermarket, butchers, newsagent/liquor/hardware and general store, post office, 2 roadhouses/service stations (including restaurants), nursery/garden centre, furniture/knick-knacks store, cafe, accountant and TAB.

A well equipped purpose built modern recreation centre is situated in the CBD and caters for health and fitness requirements, all sporting pursuits and includes two airconditioned squash courts, a gymnasium and an indoor basketball court which doubles for such sports as indoor cricket, volleyball and badminton along with a purpose built modern Aquatic Centre including a 25 m lap pool and associated "fun" pools. The centre also has outdoor tennis and netball courts and a grassed oval and changeroom facility. An 18-hole golf course and clubhouse provides a challenge to all golfers and a go-cart club caters for the motor sport fraternity at its track situated 1km north of Leonora.

A vibrant clay target shooting club boasts some of the finest shooting facilities in Australia and includes an annual 'Golden Nugget' shoot. The 'Sport of Kings' (horse racing) attracts large crowds to the dirt track situated 4kms from the town. The club conducts three race meetings each year culminating in the Leonora Cup meeting conducted in September of each year. This event includes some pacing events. 4

The town has a resident doctor, modern hospital and is serviced by a volunteer St Johns Ambulance service. Modern schooling is available in Leonora from pre-school right through to Junior High School.

POSITION TITLE Deputy Chief Executive Officer

DIVISION Administration

POSITION OBJECTIVES: • Assist the Chief Executive Officer in the day to day running of the organisation to ensure integrity of projects and services • Provide leadership to ensure that the key responsibilities and functions of the Finance, Administration and Community services areas are met, including: - Financial management - Leadership and direction of finance, administration and community services areas - Statutory compliance (including Integrated Planning & Reporting Framework Requirements) - Records Management - IT and communications management - Policy, procedures and delegation management - Customer service management

EXTENT OF AUTHORITY • Operates under broad direction of the Chief Executive Officer within established guidelines, procedures and policies of Council as well as the statutory provisions of relevant State and Federal legislation

ORGANISATIONAL RELATIONSHIPS

KEY DUTIES / RESPONSIBILITIES Under the general direction of the Chief Executive Officer, key duties will include: Corporate outcomes:

6 • Work with the Chief Executive Officer and other members of the Senior Management team, members of Council and other Shire of Leonora employees to ensure effective leadership and management of the Finance, Administration & Community Services departments. • Contribute to the strategic development of the Shire of Leonora’s strategic plans and align operational services, assets and other resources and strategies. • Oversee strategies to achieve and maintain commercial orientation of Finance, Administration, Community Services and other infrastructure. • Attend all Council and Committee meetings as required by Council.

Leadership: • Lead, coach, develop and performance manage a multi-disciplined team of staff and volunteers. • Monitor and develop the Finance, Administration and Community Services staff performance standards, undertake performance appraisals and provide performance counselling and advice to team members where appropriate.

Financial • Monitor, oversee and complete the annual budget, monthly and quarterly financial reviews, annual financial statements and all statutory financial returns. • Oversee and monitor accounting and auditing procedures. • Responsible for developing, monitoring and amending of Councils Long Term Financial Plan and other Integrated Planning & Reporting Framework documents. • Development of policies and procedures in relation to government and other external grant funding applications and acquittals. • Ensure that all Local Government finance and reporting requirements are met and delivered within timeframes provided.

Governance & Compliance • Work within the Local Government Act and other relevant legislation and regulations relating to the Finance and Administration functions. • Ensure the Shire of Leonora complies with all requirements pertaining to Finance and Administration functions. Ensure that there are strong controls and transparency of the Shire of Leonora’s governance and operations. • Ensure that ethical and informed decisions are made based on the Shire of Leonora’s Code of Conduct

Front Line Management • Promote and facilitate a quality customer service culture across the organisation. • Ensure that adequate processes and procedures are in place to deliver a high level of customer service to all internal and external customers.

Information Technology and Communications • Revise, monitor, oversee and coordinate so the strategic and operational information communications and technology platform remain functional, accessible and reflect contemporary best practice. • Ensure that all financial management systems and other corporate IT systems are adequate to ensure that productivity throughout the organisation is maximised.

7 • Responsible for all relevant public relations matters and ensuring that service standards are monitored and met.

CAPABILITY REQUIREMENTS OF THIS POSITION Knowledge and Skills • High level written and oral communication skills, including the ability to negotiate and influence outcomes • Ability to negotiate with community organisations and with other levels of government • Good understanding of the functions and responsibilities of local government as specified in the Local Government Act, subsidiary regulations, as well as other legislation effecting local government • Sound understanding of accounting practices and standards, including ability to complete statutory requirements and the preparation of financial and budget reports as the apply to Local Government and other legislation • Sound understanding and experience in project and financial management • Demonstrated experience in leading multidisciplinary teams at a senior level, preferably in local government • Demonstrated ability to think strategically and translate direction through the development and implementation of business and service plans • Good understanding of organisational processes and development of human resources • Excellent interpersonal skills, including the ability to motivate, collaborate and lead staff both individually and participate positively in workplace change • Demonstrated ability to self-manage, plan and achieve performance outputs, including high level time management skills and ability to meet multiple deadlines • Sound understanding of following procedural requirements within delegated 8 levels of authority • Working knowledge of Local Government meeting procedures, preparation of minutes and agendas • Good understanding of computer and software systems, including Microsoft Office suite. Qualifications/Training • Possession of a relevant tertiary qualification (business management, accounting, community services or related discipline) or substantially advanced towards a qualification • Current ‘C’ class Motor Drivers Licence • Satisfactory current National Police Clearance (not older than six weeks)

SELECTION CRITERIA Essential

Extensive experience in the management of Local Government financial reporting and compliance obligations particularly in relation to the Local Government Act 1995 and Local Government Financial Regulations 1996; (finance, compliance). 2. Previous experience in a Local Government Senior Management position (LG exp). 3. Demonstrated ability to self-manage, plan and achieve performance outputs; (time management). 4. Demonstrated ability to work as part of a team and participate positively in workplace change; (personality, diplomacy). 5. Sound understanding of following procedural requirements within delegated levels of authority. 6. Excellent communication skills with a proven ability to build a shared understanding and commitment to the strategic direction of the organisation; (communication skills, not a workplace psychopath). 7. High level computer literacy skills, previous experience in SynergySoft is highly desirable. 8. Current “C” Class Drivers Licence. Desirable

10 REMUNERATION PACKAGE

Employment is offered under a performance-based contract with a term of between three (3) and five (5) years (negotiable) and a remuneration package in the range of $160,200 - $183,300 per annum and includes: • Base Salary (cash component) - as negotiated. • 10% Superannuation, plus an additional 5% co-contribution (conditions apply). • Motor Vehicle, with unrestricted private use in . • 4 x 2 Executive Home (with subsidised rental). • Professional Development Allowance. • Utilities Allowance. • Telephone Allowance. • Recreation Allowance (negotiable). Salary Package and Conditions 1. Contract A performance-based contract of between three (3) and five (5) years duration will be offered to the successful candidate 2. Base Salary A salary will be negotiated with the successful candidate. As a guide it is envisaged that a position of this calibre will command a cash component in the range of $124,000 to $141,500 per annum, with the overall package which is expected to range from $160,000 - $183,000 per annum. 3. Hours of Work As a member of the Shire’s Executive Management Team, flexibility is required, and additional hours outside of normal office hours will be required at times to achieve objectives and is reflected in the compensation package for the position. 4. Housing The Council will provide a 4 x 2 executive home, with subsidised rent of $65/week. The house has four good sized bedrooms (3 with BIRs), two living rooms, carport, reverse cycle air-conditioning, reticulated garden with an orchard and vegie patch, large 6mx6m shed and separate garden shed. 5. Motor Vehicle Council will provide a fully maintained vehicle (medium SUV or similar) which includes unrestricted private use within Western Australia. 6. Professional Development Allowances Council will provide up to $2,800 per annum towards the membership of a relevant professional association and/or the registrations and accommodation costs associated with attending relevant professional development conferences/training courses. 7. Utilities Allowance Council will provide up to $5,000 per annum towards electricity and gas costs. 8. Telephone Allowance Council will provide up to $780 per annum towards the cost of private mobile phone usage charges.

11 9. Relocation Expenses As per Council Policy the Council will provide up to a maximum of $5,000 for relocation expenses. This cost will be reimbursed at a rate of 50% after the first six months of service and the remaining 50% will be paid after twelve months of service. Relocation costs will be charged to the Deputy CEO at a pro-rata reimbursement rate if the Deputy CEO departs the Shire within two years. 10. Superannuation Employees have the choice to nominate a compliant superannuation fund of their choice or the WA Local Government Superannuation Plan. (a) Superannuation Guarantee Council currently contributes 10% of salary. This will be paid to a compliant fund of your choice. (b) Additional contributions (optional) Council currently contributes up to an additional 5% of salary when an employee contributes a minimum of 5% of their salary. 11. Probationary Period A six (6) month probationary period is applicable to this position. At the successful completion of this period, your performance-based contract of employment will be confirmed by the Chief Executive Officer. 12. Pre-Employment Medical The successful applicant will be required to successfully complete a pre-employment medical prior to commencement. Full documentation for the requirements of the position will be given to the Medical Practitioner, prior to the examination and costs are paid for by the Shire of Leonora. Existing medical conditions will not preclude an appointment. 13. Executive Time Off (CEO Approval) The Deputy CEO is entitled to take executive time off from time to time with the prior approval of the CEO, in compensation for the requirement to work additional hours as required to achieve the outcomes required of the position. 14. Annual Leave Employees will be entitled to four weeks annual leave. Leave loading is already included in the remuneration package.

12 SELECTION CRITERIA
