Green PREFACE Dr. Louis Round Wilson originally suggested the idea of a centennial history of the Chapel Hill Methodist Church in a letter to the pastor, the Reverend Henry G. Ruark, on July 6, 1949. After due consideration the minister appointed a com- mittee to study the matter and to formulate plans for a history. The committee members were Mrs. Hope S. Chamberlain, Fletcher M. Green, Mrs. Guy B. Johnson, Edgar W. Knight, Mrs. Harold G. McCurdy, Mrs. Walter Patten, Mrs. William Whatley Pierson, Mrs. Marvin H. Stacy, and Dr. Louis R. Wilson, chairman. The commilttee adopted a tentative outline and apportioned the work of gathering data among its members. Later Dr. Wilson resigned as chairman and was succeeded by Fletcher M. Green. Others of the group resigned from the committee. Finally, after the data were gathered, Mrs. Pierson, Dr. Green, Dr. Knight, and Dr. Wilson were appointed to write the history. A Comanche man on a white horse was barreling down the bluff toward Dodge and the remnants of the dragoon company that stood waiting with him. For weeks the dragoons had been wandering around the southern plains, hoping to meet the Comanches and impress them with the United States’ military might. However, almost immediately after the dragoon company of 500 men had departed from Fort Gibson in June 1834, they were plagued by a feverish illness and suffered from the lack of adequate provisions and potable water. When General Henry Leavenworth, the group’s leader, was taken ill near the Washita River, Dodge took command, pressing forward in the July heat with about one-fifth of the original force. The Comanche man riding swiftly toward Dodge was part of a larger group that the dragoons had spotted earlier on the hot July day. -

LESSONS ON POLITICAL SPEECH, ACADEMIC FREEDOM, AND UNIVERSITY GOVERNANCE FROM THE NEW NORTH CAROLINA * Gene Nichol Things don’t always turn out the way we anticipate. Almost two decades ago, I came to the University of North Carolina at Chapel Hill (UNC) after a long stint as dean of the law school in Boulder, Colorado. I was enthusiastic about UNC for two reasons. First, I’m a southerner by blood, culture, and temperament. And, for a lot of us, the state of North Carolina had long been regarded as a leading edge, perhaps the leading edge, of progressivism in the American South. To be sure, Carolina’s progressive habits were often timid and halting, and usually exceedingly modest.1 Still, the Tar Heel State was decidedly not to be confused with Mississippi, Alabama, South Carolina, or my home country, Texas. Frank Porter Graham, Terry Sanford, Bill Friday, Ella Baker, and Julius Chambers had cast a long and ennobling shadow. Second, I have a thing for the University of North Carolina itself. Quite intentionally, I’ve spent my entire academic career–as student, professor, dean, and president–at public universities. I have nothing against the privates. But it has always seemed to me that the crucial democratizing aspirations of higher education in the United States are played out, almost fully, in our great and often ambitious state institutions. And though they have their challenges, the mission of public higher education is a near-perfect one: to bring the illumination and opportunity offered by the lamp of learning to all. Black and white, male and female, rich and poor, rural and urban, high and low, newly arrived and ancient pedigreed–all can, the theory goes, deploy education’s prospects to make the promises of egalitarian democracy real. -

It consists of a blue union containing in the center thereof a white star with the letter N in gilt on the left and the letter C in gilt on the right of the star. The fly of the flag consists of two equally proportional bars, the upper bar red and the lower bar white. The length of these bars is equal to the perpendicular length of the union, and the total length of the flag is one-third more than its width. Above the star in the center of the union is a gilt scroll in semi-circular form, containing in black the inscription: "May 20, 1775," and below the star is a similar scroll containing the inscription: "April 12, 1776." This first date was placed on the flag to mark the signing of the Mecklenburg Declaration of Independence. The second date marks the day on which the Halifax Convention empowered the North Carolina members of the Continental Congress to concur with the delegates of the other colo- nies in declaring independence. The Judicial Branch North Carolina’s court system had many levels before the judicial branch underwent comprehensive reorganization in the late 1960s. Statewide, the N.C. Supreme Court had appellate jurisdiction, while the Superior Court had general trial jurisdiction. Hundreds of Recorder’s Courts, Domestic Relations Courts, Mayor’s Courts, County Courts and Justice of the Peace Courts created by the General Assembly existed at the local level, almost every one individually structured to meet the specific needs of the towns and counties they served. Some of these local courts stayed in session on a nearly full-time basis; others convened for only an hour or two a week. Full-time judges presided over a handful of the local courts, although most were not full-time. Some local courts had judges who had been trained as lawyers. Many, however, made do with lay judges who spent most of their time working in other careers. Salaries for judges and the overall administrative costs varied from court to court, sometimes differing even within the same county. In some instances, such as justices of the peace, court officials were compensated by the fees they exacted and they provided their own facilities. As early as 1955, certain citizens recognized the need for professionalizing and streamlining the court system in North Carolina. At the suggestion of Governor Luther Hodges and Chief Justice M.V. Barnhill, the North Carolina Bar Association sponsored an in-depth study that ultimately resulted in the restructuring of the court system. Implementing the new structure, however, required amending Article IV of the State Constitution. -

Communication in Young Children with Fragile X Syndrome: A Qualitative Study of Mothers’ Perspectives Nancy Brady, University of Kansas Debra Skinner, University of North Carolina, Chapel Hill Joanne Roberts, University of North Carolina, Chapel Hill Elizabeth Hennon University of North Carolina, Chapel Hill Abstract Purpose: The purposes of the study were to provide descriptive and qualitative information about communication in young children with fragile X syndrome (FXS) and about how families react to and accommodate communication differences in their children. Method: In-depth interviews were conducted with 55 mothers of young children with FXS. Interviewers asked mothers to describe their children’s communication, strategies they used to help promote their children’s communication, communication-related frustrations, their expectations for their children and the roles that they perceive for themselves. Results: Over half the children were nonverbal and learning to communicate with augmentative or alternative communication (AAC). Mothers reported using strategies that were developmentally appropriate and recommended by early childhood experts, such as reading and talking to their children. Many mothers identified challenges faced in helping their child to communicate, and some cited difficulty obtaining speech-language services as a challenge. Mothers identified their roles as caregiver, teacher, therapist and advocate. Conclusions: The perspectives offered by mothers are valuable because they indicate how children with FXS communicate in natural contexts. -

The fifty-nine year old document which underwent modification had been the product of the Revolutionary outpouring of 1776. Like the constitutions of other American states the North Carolina constitution had embodied the Whig idea of "balanced" govern ment.1 Richard Caswell, James Iredell, Samuel Johnston, and Willie Jones, representing all shades of Patriot opinion, had had a hand in shaping it. In the best Whig tradition, property was weighed in a Polybian fashion in the two houses of the General Assembly. Franchised freeholders were required to possess sLable residence and adequate property as an assurance of the voter's character and attachment to the corn.munity. -
