SECTION V - LAW ENFORCEMENT EMPLOYMENT INFORMATION 217 Law Enforcement Employment Information The law enforcement employment information presented in this section is comprised of the number of part- and full-time sworn officers, full-time civilian employees, and auxiliary officers as of October 31, 2004. The part- and full-time sworn officer category includes the number of sworn personnel with full arrest powers (includes chiefs, sheriffs, commissioners, superintendents, etc.) who are paid by their agency or federal grant funds. The full-time civilian category includes civilian employees (includes clerks, stenographers, telecommunicators, mechanics, civilian jail personnel, etc.) who are paid by their agency or federal grant funds. The auxiliary officer category includes those officers who are not on active duty, such as an auxiliary or reserve officer that is subject to report in an emergency situation, and who are not paid by their agency or federal grant funds. Active auxiliary officers are counted under the part-time sworn officer category. Service-related activities account for over 80 percent of the officers’ workload, and usually remain unpublished. Each community should consider all the factors related to the causes of crime and determine the role of the law enforcement department relative to crime and to required services. 219 Law Enforcement Employment Information Statewide The statewide total number of law enforcement personnel in Illinois for 2004 is 58,081. The 41,540 part- and full-time sworn officers in 2004 account for 71.5 percent of the entire state of Illinois law enforcement community’s work force. The 2004 employment rate for sworn employees of the entire state of Illinois law enforcement work force is 3.3 per 1,000 inhabitants. The 13,912 civilian employees comprise 24.0 percent of the entire state of Illinois law enforcement community’s work force, with an employment rate of 1.1 per 1,000 inhabitants. The 2,629 auxiliary officers (officers not on active duty but subject to call in an emergency situation) in 2004 account for 4.5 percent of the entire state of Illinois law enforcement community’s work force, with an employment rate of 0.2 per 1,000 inhabitants. Police Departments Police departments employed 37,634 law enforcement employees statewide in 2004 accounting for 64.8 percent of the state law enforcement employee total. The 30,772 part- and full-time sworn officers in 2004 account for 81.8 percent of the police department work force. The 2004 employment rate for sworn employees of police departments is 2.9 per 1,000 inhabitants. The 4,982 civilian employees comprise 13.2 percent of the police department work force, with an employment rate of 0.5 per 1,000 inhabitants. The 1,880 auxiliary officers in 2004 comprise 5.0 percent of the police department work force, with an employment rate of 0.2 per 1,000 inhabitants. Sheriff’s Offices Sheriff’s offices employed 13,713 law enforcement employees statewide in 2004 accounting for 23.6 percent of the state law enforcement employee total. The 6,118 part- and full-time sworn officers in 2004 account for 44.6 percent of the sheriff’s offices work force. The 2004 employment rate for sworn employees of sheriff’s offices is 2.9 per 1,000 inhabitants. The 6,884 civilian employees comprise 50.2 percent of the sheriff’s offices work force, with an employment rate of 3.3 per 1,000 inhabitants. The 711 auxiliary officers in 2004 comprise 5.2 percent of the sheriff’s offices work force, with an employment rate of 0.3 per 1,000 inhabitants. Miscellaneous Agencies Miscellaneous agencies employed 6,734 law enforcement employees statewide in 2004 accounting for 11.6 percent of the state law enforcement employee total. The 4,650 part- and full-time sworn officers in 2004 account for 69.1 percent of the miscellaneous agencies work force. These agencies include airports, colleges and universities, fire department/arson investigations, forest preserves, hospitals, other agencies, park districts, and railroads. Since miscellaneous agencies do not have a population, employment rates cannot be calculated. The 2,046 civilian employees comprise 30.4 percent of the miscellaneous agencies work force.
