This stale- mate perpetuates the worsening security crisis on the Korean Peninsula, which has remained a vexing prob- lem for current and past US administrations and poses an existential threat to millions of people on the Korean Peninsula, in Northeast Asia and the United States, and around the world. For the last 30 years, the United States has tried to force North Korea to unilaterally denuclearize. While there have been some agreements, these eventually col- lapsed, and over time both sides increasingly hardened their position. The more the United States engaged in a coercive diplomacy leveraging military shows of force, economic sanctions, and diplomatic isolation, the more North Korea pursued economic self-reliance and nu- clear weapons development. However, limited agricultural activity was allowed in the Civilian Control Zone (CCZ) surrounding the DMZ. In this study, land cover and vegetation changes in the western DMZ and CCZ from 1919 to 2017 were investigated. Coniferous forests were nearly completely destroyed during the war and were then converted to deciduous forests by ecological succession. Plains in the DMZ and CCZ areas showed different patterns of land cover changes. In the DMZ, pre-war rice paddies were gradually transformed into grasslands. These grasslands have not returned to forest, and this may be explained by wildfires set for military purposes or hydrological fluctuations in floodplains. Grasslands near the floodplains in the DMZ are highly valued for conservation as a rare land type. Most grasslands in the CCZ were converted back to rice paddies, consistent with their previous use. After the 1990s, ginseng cultivation in the CCZ increased. January 21, 1968 Blue House Raid A North Korean armed guerrilla unit crossed the Demilitarized Zone into South Korea and, in disguise of South Korean military and civilians, attempted to infiltrate the Blue House to assassinate South Korean President Park Chung-hee. The assassination attempt was foiled, and in the process of pursuing commandos escaping back to North Korea, a significant number of South Korean police and soldiers were killed and wounded, allegedly as many as 68 and 66, respectively. Six American casualties were also reported. ROK Response: All 31 North Korean infiltrators were hunted down and killed except Kim Shin-Jo. After the raid, South Korea swiftly moved to strengthen the national defense by establishing the ROK Reserve Forces and defense industry and installing iron fencing along the military demarcation line. January 23, 1968 USS Pueblo Seizure The U.S. navy intelligence ship Pueblo on its mission near the coast of North Korea was captured in international waters by North Korea. But if clear signals are the only mechanism for preventing war, as the signaling literature claims, an important puzzle remains — why are signals that combine both carrot and stick components sent and why are signals that are partial or ambiguous sent. While these signals would seemingly work at cross-purposes undermining the signaler’s goals, actually, we observe them frequently in crises that not only end short of war but also that realize the signaler’s goals. Through a game theoretic model, this dissertation theorizes that because these alternatives to clear signals increase the attractiveness, and therefore the likelihood, of compliance they are a more cost-effective way to show resolve and avoid unnecessary conflict than clear signals. In addition to building a game theoretic model, an additional contribution of this thesis is to develop a method for observing mixed versus clear signaling strategies and use this method to test the linkage between signaling and crisis outcomes. Results of statistical analyses support theoretical expectations: clear signaling strategies might not always be the most effective way to secure peace, while mixed signaling strategies can be an effective deterrent.

Utilizing posters, photographs, pamphlets, and art instillations created by pacifist organizations, I interject in ongoing debates over the First World War as a moment of rupture in art and pacifism in France, arguing that the moment of rupture occurred a decade after the conflict had ended with the failure of the Conference for the Reduction and Limitation of Armaments of 1932–1934 and the election of Hitler as the leader of a remilitarized Germany. Pacifist art of the 1920s saw a return to traditional motifs and styles of art that remembered the horrors of the past war. This return to tradition aimed to inspire adherence to the new pacifist organizations in the hopes of creating a new peace-filled world. The era of optimism and tradition ended with the economic and political crisis of the early 1930s, forcing pacifists to reconceptualize the images and styles of art that they utilized. Instead of relying on depictions of the horrors of the past war, these images shifted the focus to the mass civilian casualties future wars would bring in a desperate struggle to prevent the outbreak of another world war.

    38 REVIVING THE ISRAELI-PALESTINIAN PEACE PROCESS: HISTORICAL LES- SONS FOR THE MARCH 2015 ISRAELI ELECTIONS Elijah Jatovsky Lessons derived from the successes that led to the signing of the 1993 Declaration of Principles between Israel and the Palestine Liberation Organization highlight modern criteria by which a debilitated Israeli-Palestinian peace process can be revitalized. Writ- ten in the run-up to the March 2015 Israeli elections, this article examines a scenario for the emergence of a security-credentialed leadership of the Israeli Center-Left. Such leadership did not in fact emerge in this election cycle. However, should this occur in the future, this paper proposes a Plan A, whereby Israel submits a generous two-state deal to the Palestinians based roughly on that of Israeli Prime Minister Ehud Olmert’s offer in 2008. Should Palestinians find this offer unacceptable whether due to reservations on borders, Jerusalem or refugees, this paper proposes a Plan B by which Israel would conduct a staged, unilateral withdrawal from large areas of the West Bank to preserve the viability of a two-state solution. INTRODUCTION Peace between Israel and the Palestinians appears to be as elusive as ever. Following the most recent collapse of American-brokered negotiations in April 2014, Palestinians announced they would revert to pursuing statehood through the United Nations (UN), a move Israel vehemently opposes. A UN Security Council (UNSC) vote on some form of a proposal calling for an end to “Israeli occupation in the West Bank” by 2016 is expected later this month.1 In July 2014, a two-month war between Hamas-controlled Gaza and Israel broke out, claiming the lives of over 2,100 Gazans (this number encompassing both combatants and civilians), 66 Israeli soldiers and seven Israeli civilians—the low number of Israeli civilians credited to Israel’s sophisti- cated anti-missile Iron Dome system.

    UNITING FOR THE SHARED BATTLE SHORT-TERM CEASEFIRES IN MIDDLE EAST CONFLICTS TO PREVENT HUMANITARIAN DISASTER October 2020 Mahnaz Lashkri - Brian Reeves SUMMARY The COVID-19 pandemic has reminded the world of the need to prevent a sudden unforeseen health crisis from leading to total ruin. A pandemic or similar major health crisis cannot alone be counted on to align the interests of the Middle East’s complex conflicts between states, non-state actors, and regional and extra-regional powers on the need for a ceasefire, but it could provide the context for a ripe moment to broker one. Short-term ceasefires, if built substantively and with critical buy-in from the most powerful actors, are achievable to facilitate humanitarian work to prevent or mitigate outbreaks amongst highly vulnerable populations in conflict zones. PROBLEM: CONFLICTS BLOCKING HUMANITARIAN RESPONSE IN THE WAKE OF A MAJOR HEALTH CRISIS The Middle East has sustained tremendous tumult in the past decade, leaving many countries already with sys- temic governance deficiencies even more vulnerable to instability. Being economically strained beyond their limits and racked by conflict, they are also unable to properly cope with refugee inflows. The threat COVID-19 poses for the conflict-ridden region has proven just how quickly a disaster can catch leaders off guard and potentially turn dire situations into uncontrollable catastrophes. Twelve hours in Panmunjom—the village in the demilitarized zone between North and South Korea that has long symbolized division and war—produced an unexpected miracle of peace [1] on Friday. In the Panmunjom Declaration, Moon Jae-in [2] and Kim Jong Un, the leaders of South and North Korea, pledged that “there will be no more war on the Korean Peninsula and thus a new era of peace has begun.” Given North Korea’s military provocations, the growing North Korean nuclear arsenal [3], and the acute sense of crisis that has haunted South Koreans over the last year, such a reversal looks surreal. But after attending all three summits between the two Koreas (in 2000, 2007, and 2018), I believe that this latest one represents real progress and lays the groundwork for lasting peace. Although much commentary has focused on the remaining difficulties, which are considerable, it has missed just how much was accomplished last week. Moon and Kim did not just make high-level commitments; they also laid out specific timetables for implementing them and took concrete steps that will have immediate effects in facilitating cooperation and preventing conflict [4].
