EXECUTIVE SUMMARY Throughout 2020, India remained virtually shut because of the lockdowns imposed to contain the COVID-19 pandemic. From 24 March to 31 May 2020, India was completely locked down while during the unlock phases from Unlock 1.0 to Unlock 7 i.e. from 1 June to 31 December 2020, India faced various degrees of restrictions and social distancing to deal with the COVID-19. The United Nations Office on Drugs and Crime in its study on the impact of the COVID-19 pandemic on four types of crime: homicide, robbery, theft and burglary stated that “Reported robbery, theft and burglary declined significantly, falling by more than 50 per cent in most countries. The decrease was larger in countries with stricter lockdown regimes.”1 In the initial phase of COVID-19 lockdown, Delhi, Bengaluru, Lucknow, Kolkata, Thiruvananthapuram and Coimbatore reported a 60-90 per cent drop in crimes by 10 April 2020 as compared to 2019 though cases of domestic violence, cybercrime and violation of lockdown rules were some of the exceptions.2 In

Mr. Hugo Chavez was a popular and charismatic leader of Venezuela who always strived for uplifting the underprivileged masses. We cherish our close relationship with Venezuela which was greatly strengthened under the leadership of President Chavez. We deeply mourn the loss of Mr. Hugo Chavez and I am sure the House would join me in conveying our condolences to the bereaved family and the people of Venezuela and in wishing them strength to bear this irreparable loss. Minster of Home Affairs to a matter of great public importance. You are aware that there are large number of Bengali speaking people in the State of Assam. Bengalis have been staying there for many years; even before Partition, they were there. So along with Assamese language, Bengali language was also a medium of instruction in the schools of Assam. In the year 1960, Assamese language was given recognition by the Government of Assam. Since then, the Bengali population has been fighting for the recognition of Bengali language. On 19 May, 1961, this language struggle took a major turn in Barak valley of Silchar. Assam Police opened fire on the activists as a result of which 11 persons died. In 1962, during the Indo − China war, this language movement stopped. As that time, the Bengali speaking people demanded that the Silchar railway station should be renamed as "Bhasha Shahid Station'. Cutting across party line, Hon. Members of Lok Sabha and Assembly, ministers as well as the common people of Assam have, in one voice, reiterated this demand. Hon. Chief Minister of Assam, Shri Tarun Gogai has given the No-objection Certificate but still this demand has not been met. I received my education in Assam and am well aware of the sentiments of the Bengali population of the State. Thus I urge upon the Central Government to pay due homage to the language martyrs by renaming the Silchar station as 'Bhasha Shahid Station'.

In Its journey it has set many milestones and has been a source of inspiration for many. Though the journey was not devoid of knocks and hardships; it was overcome with persistent effort, courage, strength and active participation of all its team members. The year 2019 was very eventful but it enriched our learning and experiences. In its 30 years PECUC has reached millions of people and brought smiles in the face of many. But the work of PECUC continues being exacting and it needs strong commitment on the part of its team members. A span of 30 years is just not enough. There are miles to go; there are millions who are in need of help. PECUC and its team have delivered a fountain of service to the needy and I believe they will continue doing that till eternity. I would like to convey my heartiest thanks to the Secretary, PECUC for leading such a focused and dedicated team. I would also like to thank the Board of Directors and Members of Board of the Management for their guidance. I am grateful to all staffs of PECUC who have worked day and night to fulfil the vision of PECUC.     NORTH ORISSA UNIVERSITY The North Orissa University (NOU) was established in the year 1998 vide Government of Orissa notification No-32930/HE dated 13 th July, 1998.The University was included in the UGC’s list of Indian Universities under 2(f) and 12(B) with effect from 15.02.2000 and 21.06.2006, respectively. At present, 77 colleges of Mayurbhanj and Keonjhar Districts are affiliated to this University. These two districts are thickly populated with an average of 63 per cent inhabitants belonging to the Scheduled Tribes. As development depends crucially upon human capital, NOU shall act as a beacon to this region so as to pull up the underprivileged youth to the national mainstream of Art, Culture, Science and Technology. The campus of the University is named as Sriram Chandra Vihar after Sriram Chandra Bhanja Deo(1871- 1912) who was the enlightened Maharaja of Mayurbhanj from 1892 to 1912. He is remembered even now for his able administration. Sriram Chandra Vihar is located at the outskirts of Baripada town. It is 250 km from Kolkata and 260 km from the state capital Bhubaneswar. It is also well connected to all remote places of these two districts. The Hon’ble Governor of Orissa, His Excellency Sj. Murlidhar Chandrakant Bhandare, is the Chancellor and Prof. Shiba Prasad Rath is the Vice-Chancellor of the University. VISION OF THE UNIVERSITY North Orissa University, Baripada, is dedicated to building and nurturing general and technical education that shall produce skilled and professionally competent knowledge workers and entrepreneurs capable of meeting the challenges of global competition and that shall focus on basic and applied research in frontier areas of Science, Technology, Law and Management with special emphasis on societal needs of the State.

    “Everyone Has Been Silenced”; Police

    EVERYONE HAS BEEN SILENCED Police Excesses Against Anti-CAA Protesters In Uttar Pradesh, And The Post-violence Reprisal Citizens Against Hate Citizens against Hate (CAH) is a Delhi-based collective of individuals and groups committed to a democratic, secular and caring India. It is an open collective, with members drawn from a wide range of backgrounds who are concerned about the growing hold of exclusionary tendencies in society, and the weakening of rule of law and justice institutions. CAH was formed in 2017, in response to the rising trend of hate mobilisation and crimes, specifically the surge in cases of lynching and vigilante violence, to document violations, provide victim support and engage with institutions for improved justice and policy reforms. From 2018, CAH has also been working with those affected by NRC process in Assam, documenting exclusions, building local networks, and providing practical help to victims in making claims to rights. Throughout, we have also worked on other forms of violations – hate speech, sexual violence and state violence, among others in Uttar Pradesh, Haryana, Rajasthan, Bihar and beyond. Our approach to addressing the justice challenge facing particularly vulnerable communities is through research, outreach and advocacy; and to provide practical help to survivors in their struggles, also nurturing them to become agents of change. This citizens’ report on police excesses against anti-CAA protesters in Uttar Pradesh is the joint effort of a team of CAH made up of human rights experts, defenders and lawyers. Members of the research, writing and advocacy team included (in alphabetical order) Abhimanyu Suresh, Adeela Firdous, Aiman Khan, Anshu Kapoor, Devika Prasad, Fawaz Shaheen, Ghazala Jamil, Mohammad Ghufran, Guneet Ahuja, Mangla Verma, Misbah Reshi, Nidhi Suresh, Parijata Banerjee, Rehan Khan, Sajjad Hassan, Salim Ansari, Sharib Ali, Sneha Chandna, Talha Rahman and Vipul Kumar.
