Dalton McGuinty July 7, 2009 Premier of Ontario Legislative Building Room 281 Queen’s Park Toronto, ON M7A 1A1 Honourable Premier, Re. Immediate and Full Funding for the Dental Program for Low-Income Families On behalf of member Medical Officers of Health, Boards of Health and Affiliate organizations of the Association of Local Public Health Agencies (alPHa) I am writing to urge you to take immediate steps to improve dental health for low-income adult Ontarians. Leading up to the 2007 provincial election, we were very pleased to hear your promise of a $45M per year dental program for Ontario’s low-income families. We were equally pleased to see this pledge become a firm commitment in the 2008 provincial budget, where your government proposed to invest $135 million over three years to provide dental services to low-income Ontarians, with those investments starting in 2008-09. We are still waiting for delivery on this important commitment, and were concerned that the only mention of this promise in the 2009 budget was its listing as an “achievement” since 2003 in the Poverty Reduction Strategy Sector Highlights document. While we welcome the recent expansion of the CINOT program to include children up to the age of 18 as an important first step, this represents only 20% of the original commitment and we cannot agree that this yet qualifies as the achievement of a dental program for low income Ontarians.

  • Stakeholders Laud Ford's Cabinet As Strong, Impressive
Stakeholders laud Ford’s cabinet as strong, impressive Don Wall July 9, 2018 Construction sector stakeholders were universal in their praise for new Ontario Premier Doug Ford’s first cabinet, unveiled June 29, with superlatives like “strong,” “impressive” and “excellent” used to describe core ministers important to the industry. Among the notable appointments the Progressive Conservative leader announced were Rod Phillips as minister of the environment, Vic Fedeli as minister of finance, Steve Clark as minister of municipal affairs and housing, Merrilee Fullerton as minister of training, colleges and universities, Monte McNaughton as minister of infrastructure, Laurie Scott as minister of labour, Jim Wilson as minister of economic development, job creation and trade and John Yakabuski as minister of transportation. Only Fullerton, a medical doctor representing the riding of Kanata-Carleton who was first elected to the legislature in the June 7 election, was an unknown quantity to the stakeholders. Wilson, in contrast, served in former Tory premier Mike Harris’ government from 1995 to 2002. “We think there are some excellent choices here,” said Clive Thurston, president of the Ontario General Contractors Association. “Rod, Vic, Monte and John are all well-known and we have worked with them in the past. “Obviously, some we are excited to work with. Vic, Monte and Laurie are three major ministers we have already reached out to.” Ontario Sewer and Watermain Construction Association executive director Giovanni Cautillo also expressed enthusiasm for the new premier’s selections, saying, “The Ford starting lineup makes sense,” while David Caplan, COO of the Ontario Road Builders’ Association and a former Liberal cabinet minister, added, “Overall it looks like quite a strong team.” Richard Lyall, president of the Residential Construction Council of Ontario, said it was a lineup with “no lightweights.” “Doug Ford was only a one-term city councillor but I think the term common sense does apply here.

EHealth scandal a $1B waste: auditor Last Updated: Wednesday, October 7, 2009 | 8:10 PM ET Comments836Recommend287 CBC News Ontario Auditor General Jim McCarter's report on eHealth criticizes the agency for relying too much on consultants and for lacking strategic direction. (Frank Gunn/Canadian Press) A scathing report on the eHealth Ontario spending scandal charges that successive governments wasted $1 billion in taxpayer money. Ontario Auditor General Jim McCarter released his investigation into the eHealth agency on Wednesday morning. His report says the board of directors at eHealth Ontario felt it had little power over CEO Sarah Kramer because she had been hired by chair Alan Hudson "with the support of the premier." That, McCarter said, gave Kramer the impression she had approval to ignore normal procurement procedures. It was revealed late Tuesday that Health Minister David Caplan resigned because of the report. Just minutes after the release of the report, Premier Dalton McGuinty announced that Children and Youth Services Minister Deb Matthews would take over the health portfolio. Toronto MPP Laurel Broten, a former environment minister, will be brought back into cabinet to take over from Matthews. "Ontario taxpayers have not received value for money for this $1 billion investment," McCarter said in the report. 1 of 6 3/3/10 5:14 PM CBC News - Toronto - EHealth scandal a $1B waste: auditor http://www.cbc.ca/canada/toronto/story/2009/10/07/ehealth-audi... The evidence linking trans-fats and a range of negative health outcomes is well established, including demonstrations that they significantly increase the risk of heart disease and Type 2 Diabetes. We believe that governments and industry alike have a responsibility to act on recommendations such as those contained in the Trans Fat Task Force Report to address the significant likelihood of trans-fats’ contribution to preventable deaths and disease. We recognize that the Ontario Government has taken important steps to address the risks of trans-fat in the food supply, most notably by passing the Healthy Foods for Healthy Schools Act and beginning debate on Bill 156, Healthy Decisions for Healthy Eating. We are encouraging you to modify the former to extend trans-fat limitations to foods provided and not just sold in schools.

  • Honourable David Caplan Minister of Health and Long-Term Care Hepburn Block, 10 Floor 80 Grosvenor Street Toronto, on M7A 2C4 Ap
Honourable David Caplan Minister of Health and Long-Term Care Hepburn Block, 10th Floor 80 Grosvenor Street Toronto, ON M7A 2C4 April 7, 2009 Dear Minister Caplan: This letter is to request that the Health Protection and Promotion Act be revised to improve capacity of local public health units by making two important changes. The first improvement is to legislate that all public health units have an appointed Chief Nursing Officer (CNO). The second improvement would restructure the current legislated requirement of the local Medical Officer of Health (MOH) to have administrative responsibility for public health services and programs. These are both urgent issues as the Public Health Division of the Ministry of Health and Long-Term Care (MOHLTC), in consultation with the Ministry of Health Promotion, is currently seeking sectoral engagement on building public health capacity. Significant attention within the current sectoral engagement process has been paid to the challenges that many boards of health have in filling vacant MOH positions.1 2 David Williams, Acting Chief Medical Officer of Health most recently reported that in 2007, nearly one-third of the province’s 36 local public health units were without a permanent MOH.3 What is not on the policy agenda is recognition of the negative impacts resulting from the fact that the great majority of public health units do not have a permanent Chief Nursing Officer on staff. Nurses make up 47% of the direct program delivery staff in Ontario’s public health units and the majority of these are public health nurses.4 Front-line nurses have repeatedly reported to RNAO their concerns about the detrimental impact of non-nurse managers on their practice and stressed the importance of supportive and experienced nursing leadership.

  • Former Ontario Infrastructure Minister David Caplan Has Died
Former Ontario infrastructure minister David Caplan has died DCN News Services July 25, 2019 TORONTO — David Caplan, a familiar face to Ontario construction stakeholders, long considered an infrastructure champion, has died. Ontario Premier Doug Ford reported Caplan’s passing in a tweet the morning of July 25. In the tweet Ford offered condolences to the Liberal politician’s family and friends, and thanked him for his service to the province. Caplan, 54, represented the Toronto riding of Don Valley East. Ontario construction stakeholders were quite familiar with Caplan thanks to his previous roles as Ontario’s first infrastructure minister and most recently as chief operating officer (COO) of the Ontario Road Builders’ Association. He once led the development of Renew Ontario, a $30 billion provincial investment plan and helped introduce new finance delivery models such as AFP (Alternative Financing and Procurement). David Caplan When Caplan was appointed ORBA’s COO construction stakeholders had this to say about him: • “David has always understood the need for infrastructure,” stated Giovanni Cautillo, executive director of the Ontario Sewer and Watermain Construction Association (OSWCA). “When he was in government, he was a staunch advocate for the full-cost pricing of infrastructure to ensure sustainability. The OSWCA tapped into his passion during his time at Global Public Affairs, where David was instrumental to the successful launch of our 2016 OSWCA water study, Bringing Sustainability to Ontario’s Water Systems: A Quarter-Century of Progress, with much left to do.” • “He has always been a champion for infrastructure,” said Andy Manahan, Residential and Civil Construction Alliance of Ontario executive director.
