Resolution #316/2008 Moved by: Councillor Tammy Hart Seconded by: Councillor Cindy Woods Whereas Bill 50, the Provincial Animal Welfare Act, 2008 has now passed second reading in the legislature, And whereas this bill contains the first comprehensive changes in almost 90 years to the Ontario Society for the Prevention of Cruelty to Animals (OSPCA) Act; And whereas highlights of Bill 50 include but is not limited to: standards of care for all animals, new provincial offences, authority for the OSPCA to inspect places, penalties, requirement for veterinarians, a number of modernizations to the law, and protection for current legal practices in agriculture, hunting and fishing; And whereas, and more specifically, there is a concern regarding the delegation of authority, accountability and transparency of OSPCA inspectors and its officers. Now therefore be it resolved that Council of the Township of South Stormont hereby respectfully requests the Government review, and amend as required, the powers granted to Inspectors through Bill 50. Furthermore, a copy of this motion be forwarded to Premier McGuinty, the Minister of Community Safety and Correctional Services, Minister of Municipal Affairs and Housing, MPP Jim Brownell, Association of Municipalities of Ontario and any other individual or association as deemed appropriate. Immediate and Full Funding for the Dental Program for Low-Income Families On behalf of member Medical Officers of Health, Boards of Health and Affiliate organizations of the Association of Local Public Health Agencies (alPHa) I am writing to urge you to take immediate steps to improve dental health for low-income adult Ontarians. Leading up to the 2007 provincial election, we were very pleased to hear your promise of a $45M per year dental program for Ontario’s low-income families. We were equally pleased to see this pledge become a firm commitment in the 2008 provincial budget, where your government proposed to invest $135 million over three years to provide dental services to low-income Ontarians, with those investments starting in 2008-09. We are still waiting for delivery on this important commitment, and were concerned that the only mention of this promise in the 2009 budget was its listing as an “achievement” since 2003 in the Poverty Reduction Strategy Sector Highlights document. While we welcome the recent expansion of the CINOT program to include children up to the age of 18 as an important first step, this represents only 20% of the original commitment and we cannot agree that this yet qualifies as the achievement of a dental program for low income Ontarians.

    Stakeholders laud Ford’s cabinet as strong, impressive Don Wall July 9, 2018 Construction sector stakeholders were universal in their praise for new Ontario Premier Doug Ford’s first cabinet, unveiled June 29, with superlatives like “strong,” “impressive” and “excellent” used to describe core ministers important to the industry. Among the notable appointments the Progressive Conservative leader announced were Rod Phillips as minister of the environment, Vic Fedeli as minister of finance, Steve Clark as minister of municipal affairs and housing, Merrilee Fullerton as minister of training, colleges and universities, Monte McNaughton as minister of infrastructure, Laurie Scott as minister of labour, Jim Wilson as minister of economic development, job creation and trade and John Yakabuski as minister of transportation. Only Fullerton, a medical doctor representing the riding of Kanata-Carleton who was first elected to the legislature in the June 7 election, was an unknown quantity to the stakeholders. Wilson, in contrast, served in former Tory premier Mike Harris’ government from 1995 to 2002. “We think there are some excellent choices here,” said Clive Thurston, president of the Ontario General Contractors Association. “Rod, Vic, Monte and John are all well-known and we have worked with them in the past. “Obviously, some we are excited to work with. Ontario Auditor General Jim McCarter released his investigation into the eHealth agency on Wednesday morning. His report says the board of directors at eHealth Ontario felt it had little power over CEO Sarah Kramer because she had been hired by chair Alan Hudson "with the support of the premier." That, McCarter said, gave Kramer the impression she had approval to ignore normal procurement procedures. It was revealed late Tuesday that Health Minister David Caplan resigned because of the report. Just minutes after the release of the report, Premier Dalton McGuinty announced that Children and Youth Services Minister Deb Matthews would take over the health portfolio. Toronto MPP Laurel Broten, a former environment minister, will be brought back into cabinet to take over from Matthews.     alPHa RESOLUTION A09-3 TITLE: Continued Investment in Smoke-Free Ontario Strategy SPONSOR: Simcoe Muskoka District Health Unit WHEREAS Tobacco use remains the single largest cause of preventable disease and contributes to the premature death of 13,000 Ontarians annually; and WHEREAS Although tobacco use has declined in Ontario over the last decade1 (25% in 2000/01 versus 21% in 2007), representing 175,000 fewer smokers in the province, most recently this decline has not continued;2 and WHEREAS The Ontario Government has made a significant annual investment of $60 million in the Smoke-Free Ontario Strategy through the Ministry of Health Promotion since 2005, which has led to many gains in tobacco control in the past 4 years; and WHEREAS This commitment has enabled public health units, in partnership with community and provincial tobacco control stakeholders, to plan, implement and evaluate comprehensive tobacco control initiatives and this multifaceted strategy has been effectively targeting prevention, protection (including enforcement) and cessation; and WHEREAS The Smoke-Free Ontario Strategy has provided a unique opportunity for Ontario’s youth, particularly through the health unit-based Youth Action Alliances, to play a significant role within their communities and schools to prevent youth smoking and protect youth from secondhand smoke; and WHEREAS In 2007/08, the Ontario Ministry of Health Promotion investment in comprehensive tobacco control under the Smoke-Free Ontario strategy corresponded to per capita funding of $4.69; significantly

The first improvement is to legislate that all public health units have an appointed Chief Nursing Officer (CNO). The second improvement would restructure the current legislated requirement of the local Medical Officer of Health (MOH) to have administrative responsibility for public health services and programs. These are both urgent issues as the Public Health Division of the Ministry of Health and Long-Term Care (MOHLTC), in consultation with the Ministry of Health Promotion, is currently seeking sectoral engagement on building public health capacity. Significant attention within the current sectoral engagement process has been paid to the challenges that many boards of health have in filling vacant MOH positions.1 2 David Williams, Acting Chief Medical Officer of Health most recently reported that in 2007, nearly one-third of the province’s 36 local public health units were without a permanent MOH.3 What is not on the policy agenda is recognition of the negative impacts resulting from the fact that the great majority of public health units do not have a permanent Chief Nursing Officer on staff. Nurses make up 47% of the direct program delivery staff in Ontario’s public health units and the majority of these are public health nurses.4 Front-line nurses have repeatedly reported to RNAO their concerns about the detrimental impact of non-nurse managers on their practice and stressed the importance of supportive and experienced nursing leadership.

    News Release Communiqué For Immediate Release July 13, 2009 SHORT-LISTED CONSTRUCTION TEAMS INVITED TO BID ON WOMEN’S COLLEGE HOSPITAL PROJECT TORONTO – Plans for Women’s College Hospital’s new building project took another step forward today when the hospital and Infrastructure Ontario released a request for proposals (RFP) to short-listed teams to design, build, finance and maintain the new facility, which will be built on the hospital’s current site on Grenville Street in downtown Toronto. The new facility, which will replace existing outdated buildings, will further enhance Women’s College Hospital’s ability to fulfill its mandate as Ontario’s first and only stand-alone academic ambulatory care hospital and to be a provincial leader for women’s health care, research and education. Health-care benefits as a result of the project include: • Consolidation of primary care, chronic disease management, surgical services, diagnostics and mental health programs all delivered on an ambulatory basis. • A rapid diagnostic model for women’s health and improved medical and diagnostic imaging services in an ambulatory setting. • Comprehensive services in breast, thyroid and skin cancers. • Development of an Academic Ambulatory Surgical Centre. • Expanded research units to facilitate women’s health research. • Co-location of research, education and patient care spaces to create stronger links between researchers, educators and clinicians. • Improved patient experience with more privacy and effective movement of people. “Today’s announcement marks an important milestone for Women’s College Hospital and the community it serves,” said George Smitherman, Deputy Premier, Minister of Energy and Infrastructure and MPP for Toronto Centre.
