The applicant has not taken into account db symmetry’s proposals which are coming forward for the Hinckley National Rail Freight Interchange (HNRFI) at junction 2 of the M69. This scheme is considered to be a Nationally Significant Infrastructure Project (NSIP). It should be noted that this proposal is located within 5 miles of Nuneaton which is in the West Midlands. On this basis the Hinckley proposal is perfectly positioned to absorb a percentage of the capacity deemed to be essential at Four Ashes to service the Arc of the West Midlands. Accordingly, the scale of the West Midlands Interchange could be decreased. Paragraph 2.1 (b) states that the need for a SRFI development in this quadrant of the West Midlands has been identified since, at least, 2004. Identified by the Strategic Rail Authority 2004, the Strategic Rail Authority, West Midlands Regional Logistics Study; and successive drafts of the West Midlands Regional Spatial strategy which included conclusions of the appointed Examining Panel. -

Richard Dace (London)1 In the preface to his The Royal Forests of Medieval England C.R. Young observed that English forests and their custodians have been curiously neglected.2 This paper is a brief study of the early keepers of Cannock Forest (Staffs). It is generally accepted that forests in the sense of areas subject to special legislation were introduced into England after the Norman Conquest, although there were hunting grounds in England prior to the Conquest and Cannock may well have been one of them.3 Cannock Forest seems to have been in existence by the 1080s, when the Staffordshire folios of Domesday Book make passing reference to a forester and to woodland in royal hands. William Rufus and Henry I both visited Cannock, where there was a hunting lodge, and presumably hunted whilst they were there.4 At its greatest extent Cannock Forest covered around one hundred square miles, encompassing the uplands now known as the Cannock Hills and the area surrounding the cathedral centre of Lichfield. During the period under consideration rivers formed the boundary on three sides, the Trent to the north, the Penk to the west and the Tame to the east respectively. To the south, where a natural barrier is lacking, the boundary of the Forest was not permanently fixed; it apparently retreated northwards during the reign of Stephen but was restored or even extended southwards under Henry II.5 The soils within the area of the forest are mostly poor and Domesday Book indicates that the locality was thinly settled and extensively wooded in 1086.6 However, in the twelfth century the expansion of arable cultivation was clearly considerable, as the grant of fifteen hundred acres of assarts in the forest to the Bishop of Coventry in 1155 shows.7 Even so much woodland remained from which deer and timber could be taken in the thirteenth century.8 The first reference to the post of Forester of Cannock is in the Pipe Roll for 1130. -

Introduction, Purpose and Approach 1.1 The Environmental Dimension Partnership Ltd (EDP) has been appointed by Taylor Wimpey Limited Strategic Land and Planning Team (the ‘Promotor’) to prepare a Green Belt Position Paper to inform the proposed allocation of land east of the Stafford Road (A449) near Wolverhampton, Staffordshire (‘the site’). 1.2 South Staffordshire District Council (SSDC) acts as the statutory planning authority and the site is located entirely within the West Midlands Green Belt. Redrow Homes Limited is promoting the site to SSDC as part of the District’s Local Plan Review which is scheduled to take place during the Winter of 2019, through the planned consultation and call for sites exercise. 1.3 SSDC has commenced a District Plan Review to identify land to accommodate the remainder of the adopted South Staffordshire District Plan (SSDP) housing requirement to 2030. 1.4 This Green Belt Position Paper should be read alongside the Landscape Position Paper (reference edp5393_r004) which sets out the prevailing landscape and visual circumstances of the site and its surroundings. 1.5 EDP is an independent environmental consultancy providing advice to landowner and property development clients in the public and private sectors in the fields of landscape, ecology, heritage, arboriculture and masterplanning. The Practice operates throughout the UK from offices in Cirencester, Shrewsbury and Cardiff. Details can be obtained at www.edp-uk.co.uk. Site Location and Description 1.6 The site is situated within the administrative authority of SSDC and measures approximately 54 hectares (ha).
