Chefs de Mission Manual Nanjing 2014 Summer Youth Olympic Games July 2014 Welcome Message from NYOGOC President Dear Chefs de Mission, The 2nd Summer Youth Olympic Games will open in Nanjing, China, on 16 August 2014. On behalf of the Nanjing Youth Olympic Games Organising Committee (NYOGOC), I would like to extend my sincere greetings to all the National Olympic Committees (NOCs) and offer you this Chefs de Mission Manual for Nanjing 2014 Summer Youth Olympic Games. With the invaluable guidance of both the International Olympic Committee (IOC) and the International Federations (IFs), and the great support of the NOCs, we have sought to put forward such concepts as youth and vigour, participation and sharing, cultural diversity and integration, wisdom and creativity, green energy and low-carbon emissions and safety and integrity, involving young people by giving them leading roles, and highlighting the importance of culture and education. Our aim is to stage a spectacular, high-quality event, which will encourage young people from around the world to “Share the Games, Share their Dreams”. As organiser of this global event, NYOGOC made the most of events such as the Chefs de Mission Seminar to listen to suggestions from NOCs and integrate them into the Chefs de Mission Manual, which compiles essential Games-related information, and policies and procedures in order to assist NOCs and to ensure their stay in Nanjing is both a pleasant and memorable one. Welcome to Nanjing! We hope our provision of top-quality facilities and an eco-friendly environment will guarantee the best services to young athletes and NOCs alike. I would like to warmly welcome our international friends to the hospitable and dynamic city of Nanjing. Let us feel the pulse of the Olympic Movement. Li Xueyong President Nanjing Youth Olympic Games Organising Committee July 2014 Preface The Nanjing 2014 Summer Youth Olympic Games (Nanjing 2014) will take place in August in Nanjing, China, with the participation of NOCs from all over the world. The Chefs de Mission Dossier for Nanjing 2014 Summer Youth Olympic Games, which outlines Games-related policies and procedures, was distributed to NOCs at the Chefs de Mission Seminar in March 2014. As preparations for the Games progressed, the Dossier was updated and refined accordingly, and many policies and procedures have been tested and further developed over the last few months. Thanks to the joint efforts of all NYOGOC departments, the Chefs de Mission Manual for Nanjing 2014 Summer Youth Olympic Games was completed in July 2014, and includes the finalised policies and procedures, and relevant information for NOCs’ reference. In case there are updates on the policies and procedures, NYOGOC will communicate these matters without delay primarily on the NOCnet. We strongly recommend that NOCs read the Manual thoroughly before departing for Nanjing in order for them to have a better understanding of the policies and procedures for Nanjing 2014 and to thereby ensure their successful participation to the Games. This Manual is to be regarded as a technical guidebook providing all the necessary information for NOCs to complete their final preparatory steps, including the successful conclusion of the DRP, the NOCs’ final YOV allotment, matters relating to Arrivals & Departures, and details on how to prepare for Introductory Meetings. Once in Nanjing, we recommend that NOCs refer to this Manual as well as other Nanjing 2014-related documentation posted on the NOCnet, such as the Transport Guide or the Customs and Freight Manual, to carry out for all matters NOC Delegation-related. Over the period leading up to the Nanjing 2014 as well as during the Games, NYOGOC NOC Relations and Services, together with other NYOGOC functions, will remain in close communication with all NOCs to assist them in every way possible in order to ensure a successful and memorable Nanjing 2014 for young athletes and NOC Delegation members alike.
