The southbound No. 2 (i.e., curb) lane on Western Avenue will be closed for the funeral procession. Traffic control will be provided by the Los Angeles Police Department (LAPD). Surrounding residents and motorists should expect heavier-than-usual traffic on Western Avenue and a significant media presence before, during and after the service. The City of Rancho Palos Verdes shares in the grief of Officer Hirai’s family, friends and colleagues at the City of Gardena. Status of Tax-Defaulted Property Purchases in Landslide Area: On November 7th, the City Council gave direction to Staff to proceed with acquiring two (2) adjoining tax-defaulted parcels in the active landslide area (APNs 7572-008-014 & 7572-008-016). On November 8th, Staff returned the executed Chapter 8 Agreement for APN 7572-008-014 to the County. On November 15th, Staff submitted an application to purchase APN 7572-008-016 to the County. The City’s environmental consultant is preparing a Phase 1 Environmental Site Assessment for both parcels, and is expected to conduct a site visit to the properties on December 4th. The Planning Commission is tentatively scheduled to review these acquisitions for consistency with the City’s General Plan in early 2019. Possible Increase in Location Filming Activity due to Woolsey Fire: On November 20th, the Los Angeles Times reported on the impact that the recent wildfires has had upon location filming in California (see attachment). Almost as soon as the Woolsey fire began to expand toward Malibu, Staff began to receive calls and inquiries from productions whose locations were threatened, damaged or destroyed by the fire. The California Film Commission (CFC) issues film permits for the state lands in the Santa Monica Mountains and along the Malibu coastline. On November 13th, the CFC announced that it was canceling existing film permits in this area and would not accept new film permit applications until further notice. As such, Staff anticipates that we may see a “spike” in requests for location filming in Rancho Palos Verdes as productions seek to replace locations that were damaged or destroyed by the Woolsey fire. Construction Update on Palos Verdes Peninsula Water Reliability Project: California Water Service (CalWater) continues to work on the installation of new pipelines within the public right- of-way of Palos Verdes Dr. N. and in equestrian trail easements in Rolling Hills Estates. Construction for the new pump station on Crenshaw Blvd. near Silver Spur Rd. is projected to begin by late November and to continue through the end of 2019. In the coming weeks, motorists and Rancho Palos Verdes residents living adjacent to the pump station site will start to see crews clearing the area around the location as part of preparatory work. For additional information about the Palos Verdes Peninsula Water Reliability Project (PVPWRP), visit http://www.pvpwaterproject.com or call (310) 257-1400. 3 ADMINISTRATIVE REPORT November 28, 2018 Page 4 Attachment: LA Times article regarding wildfire impacts on location filming – Page 39 FINANCE Year over Year Sales Tax Receipts by Major Category (1st Quarter): Sales tax receipts for April through June 2018 were down 7.2% this same period last year. After adjusting for any reporting aberrations, actual sales tax receipts were down 1.6%. The largest source of the reporting aberrations mentioned above were delayed remittances due to new reporting software at CDTFA (California Department of Tax and Fee Administration). Many agencies experienced a decline as many tax payers’ second quarter returns were not processed in time to be included in the quarterly distribution. The City will continue to monitor the situation and record delayed cash receipts once they are received. Fuel & Service Stations and State & Local County Pools saw the largest 2nd quarter year over year increase with 8.3% and 5.3% respective increases. Restaurants & Hotels made up the largest decrease in year over year sales tax revenue, dropping 5.4%. PUBLIC WORKS Residential Streets Rehabilitation Project, Area 8 (Miraleste Area Neighborhoods): This project consists of placing emulsion aggregate slurry seal on streets in public, residential neighborhoods adjacent to Palos Verdes Drive East (Via Subida and north) and adjacent to Miraleste Drive. Work this week included placing slurry seal. Door hanger notifications will be given to affected residents prior to any construction adjacent to their residence. Construction is typically scheduled through December 2018. 5 ADMINISTRATIVE REPORT November 28, 2018 Page 6 Coastal Bluff Fencing Phase II Project: This project consists of removing existing fences at Abalone Cove, Portuguese Point and Inspiration Point, and installing new concrete fences at these locations. Work is on schedule through December 2018. Annual Sidewalk Repair Program FY17-18: This week, United GLI, will continue making improvements to sidewalks, driveway aprons, curbs and gutters at various locations on Shadow Wood Drive. Peninsula-Wide Safe Routes to School (SRTS) Plan: Staff met with Caltrans’ Representatives last week to discuss the proposed project, implementation timeline, consultant procurement, reports, among other items. The following step is to procure a Consulting Firm with expertise and experience in the development of SRTS Plan. This program will benefit sixteen of the schools serving the Palos Verdes Peninsula (enrolling close to 11,400 students) and two of the Los Angeles Unified School District (2,350 students). Deadman’s Curve Segment (Conestoga Trail) Improvements: Staff is currently reviewing the pre-final design plans submitted by Penco Engineering Consulting Firm. Once the plans are finalized, the project will be advertised (tentatively) in early January 2019. 6 ADMINISTRATIVE REPORT November 28, 2018 Page 7 PVIC Outdoor Lighting: The installation of outdoor lighting at PVIC is complete. The parking lot poles are well below the City’s 10 feet height guideline. The bollards around the parking lots and trails, and the parking lot lights are solar-powered. Staff is in the process of preparing a punch list after the final walk through. December and January IMAC Meetings: The December 17th IMAC meeting is cancelled. The January IMAC meeting will be rescheduled to Thursday January 10th at 6 pm in the Community Room. Notices of these meeting changes will be sent out. Maintenance Activities: This past week, Public Works maintenance continued with its tree watering efforts along Hawthorne Blvd. and Crest Rd. Also, a parking permit signage was installed in the Del Cerro area to help alleviate parking overcrowding for the Del Cerro residents. Public Works also responded to and helped clean up a sewage spill located in front of Vanderlip Park on Sea Cove Dr. and L.A. County was notified to hydro jet the main line and get sewer services back online for residents in the area. Lastly, the Public Works crew cleaned up dry brush along Hawthorne Blvd. and Vallon Dr. that had accumulated, picked up trash and debris along the roadway on Miraleste Dr., and cleared out a fallen branch in the right of way on Indian Peak Rd. COMMUNITY DEVELOPMENT Green Hills – Large Burial Service: On Friday, November 30th, between 10:00 a.m. and noon, burial services for fallen Gardena Police Officer Toshio Hiari will be held at Green Hills Memorial Park. The service is expected to be widely attended by fellow officers from several police departments and mourning community members.
