REPORT ITU-R BT.2140 Transition from Analogue to Digital Terrestrial Rep. ITU-R BT.2140 1 REPORT ITU-R BT.2140 Transition from analogue to digital terrestrial broadcasting (2008) Note by the Chairman A Group was tasked to prepare a Report on the Transition from analogue to digital broadcasting by WP 6E of ITU-R with Decision annexed to the Chairman’s Report as Corrigendum 1 to Annex 17 to Document 6E/39/30-01-2004 of WP 6E. The Group had nine meetings and prepared a draft final version of the Report. Three meetings were held, the first at the EBU Headquarters in Geneva on 13 January 2004, the second in Milan on 26 and 27 February 2004 and the third, organized during the April 2004 meeting of WP 6E. As a result of these meetings the Group defined and adopted the Draft Contents of the Report. The next six meetings were held in Rome on 7-9 July 2004, in October 2004 during the meeting of WP 6E, in Venice on 3-4 March 2005, in Rome on 27-28 June 2005, in Seoul in August 2006, in Rome on 17-18 January 2007 and in Rome on 3-6 December 2007. At this meeting the Group concluded its work and will present its Final Report to the WP 6E meeting planned for May 2008. The purpose of this Report is to help the Countries that are in the process of migrating from analogue to digital terrestrial broadcasting. The Report examines the reasons why this is happening and the technologies involved. It provides an overview of digital terrestrial sound and television broadcasting technologies and system migration. The Report outlines the available options for making that transition and the route to be followed. The Report is divided into two parts. Part 1 deals with the main issues related with the transition to digital, presents the principal problems and possible solutions.     NORMA TECNICA DE RADIODIFUSION DE TELEVISION DIGITAL TERRESTRE Resolución 301 Registro Oficial 579 de 03-sep.-2015 Estado: Vigente No. ARCOTEL-2015-0301 LA AGENCIA DE REGULACION Y CONTROL DE LAS TELECOMUNICACIONES ARCOTEL Considerando: Que, el artículo 16 de la Constitución de la República del Ecuador dispone que: "Todas las personas, en forma individual o colectiva, tienen derecho a: 1. Una comunicación libre, intercultural, incluyente, diversa y participativa, en todos los ámbitos de la interacción social, por cualquier medio y forma, en su propia lengua y con sus propios símbolos. 2. El acceso universal a las tecnología de información y comunicación". Que, la Constitución de la República en su artículo 17 indica que: "El Estado fomentará la pluralidad y la diversidad en la comunicación, y al efecto: ... 2. Facilitará la creación y el fortalecimiento de medio de comunicación públicos, privados y comunitarios, así como el acceso universal a las tecnologías de información y comunicación en especial para las personas y colectividades que carezcan de dicho acceso o lo tengan de forma limitada". Que, la Constitución de la República, preceptúa en su artículo 52 que: "Las personas tienen derecho a disponer de bienes y servicios de óptima calidad y a elegirlos con libertad, así como a una información precisa y no engañosa sobre su contenido y características Que, El Estado se reserva el derecho de administrar, regular, controlar y gestionar los sectores estratégicos, de conformidad con los principios de sostenibilidad ambiental, precaución, prevención y eficiencia. Los sectores estratégicos, de decisión y control exclusivo del Estado, son aquellos que por su trascendencia y magnitud tienen decisiva influencia económica, social, política o ambiental, y deberán orientarse al pleno desarrollo de los derechos y al interés social.
