SPYKMAN Nicholas J., “Geography and Foreign Policy, I”, The American Political Science Review, vol. 32, No. 1, 1938, pp. 28–50 ***** he way the Belt and Road Initiative (BRI) is dealt with in Europe is at best curious, at worst desperately misleading. While it is still largely unknown to the general public, some nevertheless feel it is necessary to question on a regular T basis the stakes it represents for the European Union (EU) and its members, and even its very existence. For these thinkers, the subject remains sensitive, and the danger so much ideological as economic. It must therefore be asked whether the strongest ideology is not that of these observers, who cling tenaciously to past chimeras, to the "end of history," and offer only a sketchy vision of the "shock" of hermetic civilizations. Because the inconvenient truth is that, despite a few setbacks, there are no "empty roads" or "catch-all plans" when one studies in detail the hundreds of projects falling under the scope of the BRI. Simply a European blindness, maintained, and very unwelcome. To say that these roads are geopolitical is an undeniable fact; that they want to export a threatening mode of governance, a shortcut still unfounded. Let us bet that China considers more the Union under the prism of its largely creditworthy 500 million consumers than as an ideological target for the regime, and its close partners like so many entry points on the European market. That being said, one should consider from a strictly geo-economic perspective the fact that this Chinese international economic project has political consequences. Surely, it is rather a maneuver to reinforce its influence on the European markets, and of course, as a global power, than an offensive solely ideological, eurocentric approach if it is. In the Arctic, as we will see, and as is already the case in Eastern Europe, a more pragmatic reading of the Chinese strategy implemented for the Union via the BRI rather suggests the reality of commercial opportunism, the choice to prioritize ideological flexibility over political disagreements to seize economic opportunities. With this characteristic, of course, to work directly at the national and sub-national levels of close 2 ASIA FOCUS #90 – ASIA PROGRAM / October 2018 European partners, for example members of the European Economic Area (EEA), as well as EU Member States, and not at the aggregate level of the EU, to its greatest concern. The adage is old, "divide and conquer". A sense of business embodied by a "non-interventionist" label, which is smartly based on the political-economic coercion maintained, sometimes still nowadays, between many countries and the West, and namely with members of the Union. It may be argued that the alternative proposed by this “Chinese-style” trade affects us only so much because it puts into question the profound universalism of our own beliefs. All things considered, for some, the worst thing in the story is perhaps that the means deployed by China to seduce its partners within the Union, and even worse their receptivity, also bring to light some unresolved structural issues, such as the absence of a real European industrial policy or the growing lack of solidarity and integration in a context of crisis. And only then, and so indirectly, that this calls into question the strength of the European or even Western model, but only because of its own weaknesses, latent, and cruelly exposed in a time of crisis by a project such as the BRI. It is, of course, advisable not to slide into the opposite thesis, which would naively see in the BRI a project without any risks. The obvious imbalance in the trade balance between the EU and China, as well as the analysis of the first projects labelled "BRI" in Asia, easily show that we are in practice very far from the "win-win" promised by the Chinese authorities. But it’s just another reason why we, Europeans, should try to get a better understanding of the project, of both its potential opportunities and risks, as long as we are still able to react. Because it is a sure fact that History is now turning to the advantage of Asia, whether we realize it or not in Europe. In any case, this ignorance for some, this misunderstanding or even interpretative bias for others, largely justify the fact that we continue to try to better understand what really stemmed from these new silk roads for us, Europeans. However, given the scale of this project, any attempt of analysis intending to be exhaustive within a few pages would be perilous. Actually, it seems more appropriate to reduce the focus to a specific case study, in order to circumscribe the analysis within limits that are both realistic in the face of the material constraints of a short article, but also relevant enough that lessons learned can then feed into more general reflections. As such, the Arctic and the “Polar Silk Road” appear particularly well adapted to this challenge. 3 ASIA FOCUS #90 – ASIA PROGRAM / October 2018 THE ARCTIC, A MAJOR EMERGING CHALLENGE FOR CHINA AND THE EU The interest of this case study stems in particular from the global mutation of the place of the region in the international relations of the new century. Let us recall briefly that since the mid-2000s, global warming and the emergence of new economic opportunities, as well as strategic ones, have contributed to a return to the forefront of the polar territory. From a scientific and environmental point of view, the Arctic represents a laboratory at the same time at the forefront of global warming, but also traditionally open to the logic of international cooperation. From a logistical and commercial point of view, by hoping for more regular openings of the mythical passages of the North-East (NEP, North of Russia) and North-West (NWP, in the North of Canada), the disappearance of the pack ice could ultimately include the Arctic in major regional and even global economic circuits. With the progressive and expected disappearance of the technical obstacle, the stake for the economic operators then becomes to be allowed to move there, that is to say to benefit from a right, or even of a freedom of circulation in the circumpolar region. With this issue of polar navigation, the geopolitical nature of the area reveals its true nature, that of being the "only region to link the three main world economic blocks that are America, Europe and Asia"1 . Of course, this freedom of movement is not only relevant for trade, and also finds its counterpart in terms of strategic issues. Thus, the Northern Sea Route (NSR) and the NEP "have a strategic and military interest, which is all the more important [...] because international tensions are worsening"2. The United States, for example, sees in the northern passages the appearance of a sensitive maritime zone, in which they wish to maintain a facilitated navigation of their military vessels3. At the same time, in 2016, Russia was just finishing up six new military bases around the Arctic, "ready for long- term deployments of soldiers in the region"4. The resources in question come from the energy field, both carbon and renewable, the exploitation of rare ores, and tourism. In particular, one must note the importance of exploiting the region's fish wealth, whose fishing remains today the main maritime activity. These are all the more attractive because, with the melting ice, an increasing number of fish are moving up from the North Atlantic to the Arctic. These international waters are then offered to an unregulated industrial fishery, while melting ice increases the area of fishing areas and their periods of exploitability. Confronted to these Arctic challenges and opportunities, the challenge for both the EU and China lies in the fact that the riparian states seem to be united around a shared goal in international geopolitics: "to avoid any external interference in the sharing of the zone "6. A common position, which mainly reflects a desire to protect the independence of the region, and this despite the presence of sometimes strong litigation, including territorial. From an economic point of view, this is explained by the intention to make the best long- term use of resources.

During the World Wars, hegemonic endeavours were focused to secure larger territorial areas and thereby, larger spheres of influence. However, the strings of contemporary state politics are held by geo-economic interests, being gov- erned by realist aspirations in the backdrop. Such waves of international relations may be interpreted through theoretical underpinnings that have asserted their utility over the period of time. In 1904, Sir Halford Mackinder laid basis for countries to attain world dominance. In his heartland theory, he tagged Eastern Europe as the heartland, and argued that whoever has control over it, commands the world islands. It was a very popular motive for the Nazis during World War II. This concept received much accept- ance from Soviet Union during the Cold War as well. This paper probes whether Mackinder’s heartland theory is still relevant for same areas identified by him or the same theory may be useful in other areas. The paper believes the heartland theory can be borrowed and situated in non-Mackinder’s region of reference, in order to establish a wider utility for it in the present day power politics.

This is seen in the theories of Ancient India, of which Kautalya’s Arthashastra is but a representative literature. Much later in time, geopolitical theories in the west during the twentieth-century significantly highlighted this point. This study aims to understand geopolitics in the Indo-Pacific if Kautalya's ideas and geopolitical choice theories from the west are applied, then results of the study would be the same as has been affirmed in the opening sentences. Methodologically, the study, qualitative in approach though, looks at the data available in the secondary source materials to test if territories determine the power dynamics at a given point of time. Kautalya’s Arthashashtra offers a good theoretical insight that can explain the contemporary geopolitical structures and behavior of the states. The theory has scientific and empirical elements that can help explain issues of aggression, conflict and peace. Peace (Shamah) and conflict or war (Vigraha) are shaped by the inter-dependent factors, both, tangible and intangible, as well as, internal and external.

To understand the coming struggles, it’s time to dust off the Victorian thinkers who knew the physical world best. A journalist who has covered the ends of the Earth offers a guide to the relief map—and a primer on the next phase of conflict. When rapturous Germans tore down the Berlin Wall 20 years ago it symbolized far more than the overcoming of an arbitrary boundary. It began an intellectual cycle that saw all divisions, geographic and otherwise, as surmountable; that referred to “realism” and “pragmatism” only as pejoratives; and that invoked the humanism of Isaiah Berlin or the appeasement of Hitler at Munich to launch one international intervention after the next. In this way, the armed liberalism and the democracy-promoting neoconservatism of the 1990s shared the same universalist aspirations. But alas, when a fear of Munich leads to overreach the result is Vietnam—or in the current case, Iraq. And thus began the rehabilitation of realism, and with it another intellectual cycle. “Realist” is now a mark of respect, “neocon” a term of derision. The Vietnam analogy has vanquished that of Munich. Thomas Hobbes, who extolled the moral benefits of fear and saw anarchy as the chief threat to society, has elbowed out Isaiah Berlin as the philosopher of the present cycle. The focus now is less on universal ideals than particular distinctions, from ethnicity to culture to religion.

    Asia’s Turn to Geopolitics: China and Japan in Central and Southeast Asia Rachel Vandenbrink MALD, The Fletcher School, Tufts University Chinese President Xi Jinping toured four countries in Central Asia in September 2013, stopping at Nazarbayev University in Astana, Kazakhstan for a seminal speech urging regional states to join hands with China and “build a beautiful future together.”1 This was the speech in which Xi first unveiled his vision for the revival of ancient Silk Road routes in Asia. In the speech Xi proposed transforming Central Asia into an overland trade and infrastructure corridor linking China with markets in Europe, and in a separate speech a month later added a maritime component running through Southeast Asia. Together the two came to be known as the “One Belt One Road” (OBOR) initiative, forming the blueprint of a grand strategy to extend China’s influence across Asia. Two years after Xi’s trip, Japanese Prime Minister Shinzo Abe made a similar tour in October 2015, visiting all five Central Asian states plus Mongolia. He, too, stopped for a speech at Nazarbayev University, promising “Japan will dramatically strengthen its relationship with the nations of Central Asia.”2 Abe’s visit to the region, which so closely paralleled Xi’s, was a clear message that Japan would not be left in the dust on China’s One Belt One Road. The two key regions of the OBOR initiative, Central Asia and Southeast Asia, are spaces where China and Japan compete for leadership of the continent.     HISTORY 399B6—WORLD WAR II GEOSTRATEGY: THE HEARTLAND AND RIMLAND THEORIES Sir Halford Mackinder 1861-1947, an English geographer, is a founder of the fields of both geopolitics (the study of the relationship between geography and political power) and geostrategy (the study of the relationship between geography and military strategy). Today he is best remembered for his Heartland Theory, which he first set forth in a 1904 paper entitled “The Geographical Pivot of History.” While Nazi leaders did not explicitly adopt Mackinder’s theory, it did influence German geostrategists of the early 20th century, and Hitler’s strategy did follow the theory’s general contours. The Heartland theory is thus useful for understanding why Germany stood a real chance to achieve world domination if it could defeat the Soviet Union. In brief, the Heartland Theory divides the world’s land into three zones: The World-Island, consisting of Europe, Asia, and Africa. Together these three interlinked continents are the largest, most populous, and most resource-rich region on earth. The offshore islands, such as the British Isles and the Japanese islands. The outlying islands, by which Mackinder actually means the continents of North America, South America, and Australia. The Heartland, or the Pivot Area, is the area of central Eurasia roughly analogous to the Russian Empire and Soviet Union except for its far eastern section. Mackinder referred to the rest of the World-Island and the offshore islands as the Inner Crescent (see map), and all remaining land in the world as the Outer Crescent (see map). According to Mackinder, control of the superior resources of the Heartland could enable a state to conquer the rest of the World-Island (i.e., the Inner Crescent).

Yet, the 2011 “pivot” to Asia is not a departure from previous policy laid down since the end of World War II. The logic is simple and consistent: do not allow a single state or coalition of states to dominate Eurasia. This article contains four sections. The first section will examine how the 2011 pivot to Asia has represented a restoration and continuance of the post-Cold War initiatives that reinforces the basic logic. The second section will explore the reasoning behind the geopolitical logics and the long- standing policy of U.S. involvement in the Asia-Pacific.     analysis Analysis No. 321, April 2018 GULF POWERS: MARITIME RIVALRY IN THE WESTERN INDIAN OCEAN Eleonora Ardemagni The Western Indian Ocean (the Suez Canal, the Red Sea, the Bab el-Mandeb, the Gulf of Aden, the Arabian Sea, the Gulf of Oman, the Arabian/Persian Gulf) is the new Gulf powers’ battlefield. Saudi Arabia and Iran, as already in the Middle East, are vying for hegemony in this sub-region: the Gulf monarchies also compete for influence, especially after the 2017 Qatari crisis and Doha’s boycott by neighbours. Saudi Arabia, Iran, the United Arab Emirates (UAE), Qatar, Oman but also Turkey, struggle to acquire geopolitical leverage in the Western Indian Ocean (WIO). Nowadays, the multipolar system which shapes International Relations maximizes the geostrategic relevance of WIO, at the crossroads among Eastern Africa, the Gulf, and Southern Asia. In these waterways, regional and international players share security and energy interests (as freedom of navigation), but they also compete, more and more, for local alliances, commercial ports, and/or military agreements and bases. In the WIO, China and India are designing rival nodes of influence: the Chinese “One Belt, One Road” initiative (OBOR), which adapted the previous “string of pearls” strategy, pushed New Delhi to counterbalance Beijing’s plans with a policy of connectivity in the sub-region. The geographic space, its perceptions and representations, provide a fundamental and intriguing conceptual framework for understanding and analyzing international relations. Yet as the political scientist Harvey Starr suggested in his 2013 ISA presidential address, International Relations scholars ignore the notion of ‘space’, misinterpret it as deterministic, or dismiss it as irrelevant to their analysis.1 Starr’s proposal of taking the concept of ‘space’ more seriously applies also for historians of international thought: in this article I propose to trace back the role spatial categories, in particular geopolitics, played in shaping 1940s international thought.
