Amendment C7 List of Changes to the Towong Planning Scheme Clause / Map Change Comment No. PLANNING SCHEME MAPS Map No. 11, 16, Amend Planning Maps Nos. 11, 16, 31 and 32 as shown on the attached maps marked ‘Towong Planning Rezones land surplus to 31 and 32 Scheme, Amendment C7”. Government requirements. LOCAL PLANNING POLICY FRAMEWORK 21.03 Delete Clause 21.03 and replaced with new Clause 21.03, in the manner shown in the attached document marked Updates the MSS to ensure ‘Towong Planning Scheme, Amendment C7’. This deletes the following statements: consistency with Council’s current Corporate Plan, as ‘Towong Council is required to prepare a Corporate Plan that sets out strategic objectives for its operational activities. As part of this plan it must also set out a vision and goals to achieve taking the Towong Shire into required by the Planning the 21st century. and Environment Act, 1987. The corporate vision statement for Towong is to: · Plan effectively for the future · Build partnerships with our citizens · Encourage Sustainable economic development · Foster a healthy, caring and co-operative community · Enable citizens to take pride in the Towong Shire. The plan recognises that there is a range of activities and endeavours for which Council has responsibility and which must be brought together for a common purpose. These various goals are set out in the Corporate Plan. The Planning and Development Goal of the Corporate Plan is to "Strategically plan for the development of our municipality in an economical and sustainable manner: Our goal is to: · Prepare a new planning Strategy and Planning Scheme. · Facilitate the availability of industrial lots within the municipality · Prepare standard planning conditions for road and street construction and other key community issues. · Prepare an information package for planning applicant, including a profile of the municipality · Ensure all planning applications and building proposals are considered in an environmental context. · Ensure development adds to the agricultural and tourism diversity of the Shire Clause / Map Change Comment No. · Liaise with appropriate authorities in relation to the supply of adequate water and sewerage infrastructure to support the growth and diversity to towns and villages.” and · “Developed local policies, which identify what road standard requirements for development in rural areas. · Identified a new industrial estate at Corryong. The following statements are inserted into the policy; “Towong Council is required to prepare a Corporate Plan that sets out corporate objectives for its operational activities. As part of this plan it must also set out strategies for achieving these objectives. The corporate purpose statement for Towong is: § To benefit the people of Towong Shire by supporting economic development and providing services that enhances the quality of life and recognises and protects our unique environment. The corporate vision statement for Towong is: § We will aim to be the leading small Council and provide services that meet the needs of our community and maintain Towong Shire as the best place for raising a family, for living, for working, for recreation and for retiring. The plan recognises that there is a range of activities and endeavours for which Council has responsibility and which must be brought together for common purposes. The Planning and Development Goals of the Corporate Plan (where relevant) are to: § Develop township Structure and Restructure Plans to facilitate development and recognise environmental constraints, § Enhance the public areas of townships to encourage development, § Undertake a land capability study to review existing boundaries of high quality agricultural land to and identify any new areas, § Incorporate fire hazard, flood and salinity mapping in the planning scheme, § Identify new areas for rural residential living opportunities, § Identify rural areas that would be suitable for environmental protection, and § Identify the Shire’s key heritage elements by conducting a heritage study.” and Clause / Map Change Comment No. § “Adopted as a basis for inclusion within the planing scheme the Department of Natural Resources and Environment’s (DNRE) Flood Planning maps for the Shire of Towong (August 2000)” 21.07 Delete Clause 21.07 and replaced with new Clause 21.07, in the manner shown in the attached document marked Updates with new ‘Towong Planning Scheme, Amendment C7’. The changes are the deletion of the following documents: reference documents and · Draft North East Salinity Strategy, North East Catchment and Land Protection Board, December 1997 corrects typographical · Draft Upper North East Water Quality Strategy, North East Catchment Management Authority, 1997 errors. · Lakes and Wilderness Regional Tourism Development Plan, Tourism Victoria, 1997 · Towong Shire Council Corporate Plan 1998-2000”, and insertion of the following reference documents: § “Bushfires – Living With Australia’s Natural Heritage, Country Fire Authority in association with the Geography Teachers Association of Victoria Inc., 1997. § Land Capability Assessment for Onsite Domestic Wastewater Management, Environment Protection Authority, Publication 746, February 2001. § Legends Wine and High Country Regional Tourism Development Plan, Tourism Victoria, 1997. § North East Salinity Strategy, Department of Natural Resources and Environment, December 1997, endorsed by the Victorian State Government December 1999. § Soil and Water Management Guidelines for Subdivision, publication prepared jointly by Albury, Hume and Wodonga Councils, undated. § Towong Shire Council Corporate Plan 2001-2004. § Upper North East Water Quality Strategy, Department of Natural Resources and Environment, May 1999, endorsed by the Victorian State Government February 2001.” OVERLAYS 43.04 Delete Schedules 1-4 to Clause 43.04 and replace with new Schedules 1-4 to Clause 43.04, in the manner shown Updates each schedule with Schedule in the attached document marked ‘Towong Planning Scheme, Amendment C7’ by making the following changes: a new reference document and corrects typographical Schedule to DPO1 errors to allow consistency. Inserts the following condition for permit “A permit may be granted for a dwelling house on an existing allotment of land, where no other dwellings exist on the lot and where the dwelling will be connected to reticulated water and sewerage services, without the need for preparation of a development plan.” Clause / Map Change Comment No. Inserts the following requirement for a development plan “Provide a Soil and Water Management Plan (SWMP) to demonstrate the capacity of infrastructure to service the development, treat and retard stormwater, and reduce any impacts on soil and water downstream of the proposed development. Reference must be made to the publication – Soil and Water Management Guidelines for Subdivision, publication prepared jointly by Albury, Hume and Wodonga Councils, undated.” Deletes the following requirement for a development plan “Provide a soil and water report with all applications to demonstrate the capacity of infrastructure to service the development, treat and retard stormwater, and reduce any impacts on soil and water downstream of the proposed development.
