Implementation Status Overview The Bank has granted the Government's request for extension of the Closing Date by 20 months to November 30, 2013. The level of commitment of funds is now 85 percent of the Public Disclosure Copy credit amount and the roll out of the automated system is in full swing. A total of 10 Service Centers is now operational. Data entry has been completed in district and is in progress in another 17 districts. Data entry poses the major challenge to adherence to the project implementation timelines. The PMU has been pulling together the lessons learned

in the pilot phase Districts and will document that for the benefit of Districts now on stream. It was agreed that regular monthly reporting on the status of the data entry work by District, with explanation of any delays against agreed timeframes, be provided to the Bank starting August 1.

The performance of the PMU, and implementation of the overall project monitoring plan, remain on track. In the view of the mission, Government’s decision to eliminate pay supplements for civil service staff seconded to the PMU could pose a threat to the Project. This has bearing in particular on the positions of Project Director, Deputy Project Director, Director Operations, Director Monitoring and Evaluation, and Director Policy. The risk of turnover of currently seconded public sector staff is high, and it will most likely be difficult to attract and maintain qualified public sector staff when vacancies appear. Government has agreed to review this policy in June.
