Janel M. Skelley
Janel M. Skelley Chief Financial Officer, Allegheny Conference on Community Development Janel Skelley joined the Allegheny Conference on Community Development in 2005 and is the Conference’s chief financial officer. Janel oversees all of the financial operations of the organization including the preparation of internal and external financial reports, review of legal contracts and agreements, evaluation of investment activities for sound financial prac - tices and compliance with all federal and state laws. She also oversees all of the human re - source, information technologies and administrative operations of the Conference including facilities management and space planning. Prior to joining the Conference, Janel was the controller at FFC Capital, a privately held family office specializing in investment management across various asset classes including marketable securities, private equities, derivatives, hedge funds, venture capital funds and real estate. Prior to FFC, she spent more than five years as the controller of PNC Equity Management Corporation, the private equity affiliate of the PNC Financial Services Group, Inc. Her career began in 1995 as she spent four years with Ernst & Young, LLC in their audit and assurance practice. She also spent a portion of her time within E&Y’s Securities and Derivatives Products Group, analyzing clients’ investment portfolios to validate fair market values of marketable and non-marketable investments, including a variety of derivative instruments. Janel completed her BSBA from Duquesne University in 1995 with a major in accounting. She is a Certified Public Accountant and is a member of the American Institute of Certified Public Accountants. Janel currently serves on the board of directors of the Pittsburgh Zoo & PPGAquarium and the Greater Pittsburgh Community Food Bank, is the Secretary / Treasurer of the Power of 32 Site Development Fund, LLC and the Treasurer of the Strategic Investment Fund, Inc. -

Rivers of Glass
RIVERS OF GLASS: DIMINUENDO AND CRESCENDO IN BLUE Pittsburgh’s First Glass Public Art Installation created by Jill Reynolds and Daniel Spitzer A river of glass now flows through Pittsburgh in the city’s first all glass public art installation. “Rivers of Glass: Diminuendo and Crescendo in Blue” is located in the lobby of 11 Stanwix Street, an historic 1960s-era high-modernist office tower owned by RexxHall Realty, LLC. Designed and fabricated by Jill Reynolds and Daniel Spitzer, a team of glass artists from Beacon, N.Y., the installation illustrates Pittsburgh’s three rivers in three ways. • The overhead installation depicting Pittsburgh’s three rivers– the Allegheny, the Monongahela and the Ohio – covers an estimated 1,500 sq. ft. and is oriented in the direction of and parallel to the actual riverfront. The suspended glass globes hang from steel cables two feet from the ceiling. • It includes approximately 1,300 individually hand blown glass forms modeled on high-speed images of water droplets. Working in collaboration with Bo Gehring, a 3-D computer modeler, an alphabet of 26 varying 3-D water droplet forms in eight shades and intensities of blue were designed. The forms were blown at Pittsburgh Glass Center and then suspended from the ceiling at 11 Stanwix in groups of threes and fours. • The suspended glass forms are hung to create an undulating wave that represents a segment of a sound wave from the song “Diminuendo and Crescendo in Blue” an arrangement by Pittsburgh jazz legend Billy Strayhorn of a Duke Ellington composition. A segment of the sound wave was stretched on a computer with Gehring’s assistance to fit within the lobby space and filled with the vocabulary of glass elements that were designed. -

Our organization is heavily committed to ensuring an investment friendly climate for southwestern Pennsylvania and the entire Commonwealth. We write today to express our concerns with regard to the excessive nature of the recent $11.3 million fine on Uber Technologies Inc. (Uber), the highest fine in PUC's 79 year history. The fine is out of sync with the offense and could potentially negatively impact our ability to attract and retain innovators and the investment they bring to the region. We encourage the PUC to treat Uber with the fairness that it would apply to any other business. As the Commission has acknowledged, Uber's 21s1 century innovation via app-based rideshare services has created a category of business that regulators and legislators have not fully processed in rulemaking and legislation. Because ofthe innovation from Uber, many other states' regulatory and legislative bodies are dealing with similar issues, but it is vital for Pennsylvania's economic future that we recognize the need for social mobility that rideshare services fulfill. Uber is investing hundreds of millions of dollars in the Commonwealth of Pennsylvania. -
