Founded under will of James H. Roosevelt was incorporated

by an act of the Legislature passed February 2nd, 1864. It occupies the block of ground between 58th and 59th Streets and

9th and 10th Avenues, and has erected thereon suitable buildings, which furnish accommodations for three hundred and ninety-

one patients. It was opened for the treatment of medical and surgical patients November 2nd, 1871. The Ambulance Service

was established in 1877 and discontinued in 1909. The Out- Patient (Dispensary) Department was added in 1881. The Gynaecological Division was separated from the Medical in 1888. The Oto-Laryngological Division was organized in 1930. The

McLane Operating Room, the gift of Dr. James W. McLane,

in memory of James W. McLane, Jr., for the use of the Gynaeco-

logical service was opened in 1890. The Wm. J. Syms Memorial Operating Theatre, was erected in 1892. The Private Patients’

Pavilion was erected in 1896, and the Training School for Nurses was organized the same year. The Accident Building was erected

in 1898, providing in the first story for treatment of emergency and accident cases. A new Administration Office for the Super- intendent was constructed and occupied in 1901. ———

In 1903 a Recreation Room for the use of the House Staff was

constructed at the expense of Drs. Seth M. Milliken, Jr., and

Fred’k. T. Van Beuren, Jr., members of the House Staff. 1906—A new kitchen department. 1908—A new laboratory building was constructed providing accommodation for pathological and bacteriological laboratories. 1911 A Nurses’ Home containing 108 individual bedrooms, large assembly, reading and reception rooms with up-to-date ap- pointments, was erected and equipped through the efforts of Dr.

McLane. Through the generosity of Mr. Walter Scott, a large sun parlor was added to this building in 1916. 1912 A fireproof building was erected by Dr. Lewis Ruther- ford Morris for the use of the Harriman Research Laboratory, where special studies in metabolism and digestive ferments are being conducted by the chemists of that staff under the direction of 1922—Dr. Wm. Gordon Lyle. 1919 A new, commodious laundry.

1920 Nurses’ Dining Room enlarged to nearly twice its size.

1921 New Private Patients’ Admission Office. 1923—The completion of a modem fireproof Ward Pa- tients’ Building accommodating 290 patients. 1924 A new Boiler Plant and Coal Vault.

1925 Alterations in Syms Operating Theatre. The establish- ment of a Central Sterilizing Plant; a larger Nurses’ Scrub-up Room and additional Service Rooms. New Nurses’ Class Rooms. Sick Nurses Infirmary. 1927—The addition of a Babcock and Wilcox boiler 300 Horse Power capacity. 1930—Construction of New Receiving Department Building. Reconstruction of Kitchen. Reconstruction of Main Entrance. Refurnishing and Modernizing of Private Patients Pavilion. Refurnishing Nurses Home. :

A donation of five thousand dollars entitles the donor to nom-

inate patients to bed in the Wards in perpetuity and a donation a ;

of ten thousand dollars entitles the donor to nominate patients to

a bed in a single room off the Wards in perpetuity.

Gentlemen : —I have the honor to present herewith the fifty- ninth annual report of the Hospital for the year ending December 31, 1930.

PATIENTS There were treated in all departments of the Hos- TREATED pital 42,799 persons 5,012 were treated in the Wards and 1,076 in the Private Rooms 13,050 were treated in the Out-Patient Department and 23,661 in the Emergency Department and of these 2,994 were Compensation or Industrial Accident Patients. Accident cases admitted to the Wards—3,211. The average number of patients in the Wards and Private Pa- tients’ Pavilion was 225 or 82,028 days bed care during the year. The average number of daily visits in the Out-Patient Depart- ment were 105 and in the Emergency Room 65.

COST The daily per capita cost for food this year was 56 cents same as previous year. These figures represent the cost of food supplies before preparation.

The gross expenses of the Hospital for the year $831,973.42 From this amount should be deducted the sum paid the Special Nurses $113,711.50 Also the estimated cost of operating the Out-Pa- tient and Emergency Departments 71,826.20 185,537.70

Making the actual indoor expense of maintenance $646,435.72 or $7.88 per patient day’s care.

DEFICIT The operating deficit for the year amounts to $349,058.08, an increase over 1929 of $76,095.15. The net deficit after deducting revenue from investments and donations amounts to $310,875.01, an increase of $191,277.90 as compared with 1929. It should be noted, however, that the outlay for Extraordinary Repairs and Improvements in 1930 amounted to the large sum of $249,374.78 as against $71,974.88 in 1929, thus, accounting for $177,399.90 of the increase in loss over last year. The sum which has been expended by your Board, in addition to the disbursements made for the Current support of the Hospital, is extremely large, and yet, every dollar disbursed for the various betterments referred to was wisely and carefully expended and provided improvements that were much needed.

PATHOLOGICAL There was a slight increase in the amount LABORATORY of work done in the Pathological Labora- tory this year over the preceding year. Two new tests have been incorporated in the regular routine: The Blood Sedimentation Test which is an aid in differentiating an infectious process from a purely mechanical disturbance in the

body ; and the Aschheim Zondex test, a biological procedure which has proved of considerable aid in the treatment of Female patients. It is not the policy of the Laboratory to perform tests of a research character, but to concentrate on the accurate performance of those tests which have demonstrated their usefulness and de- pendability. It is felt that these two new tests are worth con- sideration. —

held May twenty-seventh, nineteen hundred and thirty the Chair announced with sorrow the death on the fifteenth day of May, nineteen hundred and thirty, of W. EMLEN ROOSEVELT the President of the Board of Trustees of The Roosevelt Hos- pital, in his 74th year.

Mr. Roosevelt was elected a Trustee in February, 1894, and became Secretary of the Board of Trustees in 1898, which office he held until his election as President in February, 1913. When assuming his office, he stated, “That he would devote the best of his abilities towards maintaining the standards of the Hospital and furthering its success,’’ and we, his associates, are duly conscious of how well he lived up to his highest hopes. In reviewing the thirty-six years during which Mr. Roosevelt was associated with the Hospital, the Board finds it difficult to adequately express their loss or to evaluate the great progress made by the Hospital under his able and wise leadership as President.

While the Funds for Endowed Beds and Memorials have materially increased during the years that he has been Presi- dent, and while many improvements have been made in the old Hospital buildings, the erection in 1922 of a modern Ward Building, accommodating 290 patients, ranks as the outstanding contribution to the group of Hospital Buildings.

He brought to the Hospital the benefits of his financial fore- sight and keen judgment, and impressed upon all of those with whom he came in contact in the Hospital the fairness of his judgments and the desire to be of service. Now that his work has ended his associates with sorrow re- ;j cord this sincere tribute and will ever be mindful of his memory.

Now, therefore, be it RESOLVED that this minute be entered on the minutes of the Board and that a copy be sent to the family of Mr. Roosevelt as an ex- pression of their sympathy. | The above Resolution was unanimously adopted by a standing vote.

I have the honor to present the 34th Annual Report of the School of Nursing for the year ending December 31, 1930. Miss Isabel Douglas Richmond, Director of the School for twenty years, retired July 1, 1930, and the last half of 1930 has been one of “carrying on” by your new Director, a graduate of The Roosevelt Hospital School of Nursing, Class of 1911.

There have been no changes in the Faculty and but few in the Head Nurse Staff. The appointment of Assistant Head Nurses on all wards and General Duty Nurses to help in the care of pa- tients has enabled us to give better nursing care and to improve classroom and bedside teaching. Four hundred and six hours of practice and theory have been added to the curriculum. A new study room with adjoining offices for the three instructors has been equipped on the second floor of the Administration Building. The affiliations with Bloomingdale Hospital, Henry Street and Willard Parker are proving of great value to our students.

The Commencement Exercises for the Class of 1930 were held in the Syms Operating Building on Tuesday evening, May 6th, Mr. Thomas S. McLane presiding. The address to the Grad- uating Class was given by Dr. Dudley D. Stetson, and the School Pins were presented by Mr. McLane. Three graduates of the School were taken from our midst by death: Miss Celia M. Wetmore—Class of 1922, Miss Violet Wini- fred Culver—Class of 1929, and Miss Kathryn Agnes Sellman Class of 1927.

The Registry for Private Duty Nurses has had a good year in spite of the financial depression. One hundred and sixty-five nurses are registered.

The Report of the Alumnae Association, under the able guidance of Miss Nina D. Gage—Class of 1908, is most encouraging. We have 416 members. The Alumna Quarterly, started by Miss Gage 23 24 FIFTY-NINTH ANNUAL REPORT in 1929, and now edited by Miss Harriet Jane Smith—Class of 1909, is a very attractive bulletin and most interesting to all grad- uates of the School. To the Board of Trustees, the Attending Staff, the House Staff, the Nursing Staff and our many loyal graduates we are deeply indebted for their support and cooperation.

Our greatest handicap this Winter due to the unemployment situation was to act as a clearing house for many of the people, other than patients who came for aid, and whenever possible con- nect them with the organization that could rehabilitate them most efficiently. EXTRACTS FROM THE BY-LAWS

I. The Admission of Patients

1. Patients suffering from severe accidents or serious illness shall be admitted to the Hospital at any hour of the day or night.

2. Other patients shall be admitted between 9 o’clock a. m. and 5 o’clock p. m. They must apply in person at the office of the Hospital, when they will be examined and recommended for ad- mission or rejection by the House Physician, Surgeon or Gynae- cologist, or their Senior Assistants on duty; or, if unable to apply in person, they shall be visited at their homes by the House Physician, Surgeon or Gynaecologist on duty, or one of their assistants.

3. Any member of the Medical Board may send to the wards of the Hospital such patients as he sees fit, giving them a special order for admission, subject to the regulations of the Hospital.

4. No patient suffering from any contagious disease shall be admitted, except such cases of emergency as require immediate

attention ; and cases so admitted shall be placed in the isolating room only.

5. There shall be posted in the office daily the number of occupied beds in each ward.

6. Application for the admission of patients living out of the city must be addressed to the Superintendent of the Hospital and accompanied by a certificate of some respectable physician, stating the nature and probable duration of the disease.

7. If, in the opinion of the Superintendent, ability to pay exists, such charge as he deems advisable up to $4 per day may be made for the ward patients’ board.

II. Rules for Patients

1. Patients admitted to the Hospital are forbidden to use pro- immoral infidel senti- fane or indecent language ; to express or play at for money to smoke tobacco in the ments ; to any game ; house, or to procure for themselves or others any intoxicating liquors. OF THE ROOSEVELT HOSPITAL 51

2. No patient shall be allowed to have any book, pamphlet or newspaper of an immoral or indecent nature.

3. No male patient shall go into any of the women’s wards nor any female patient into any of the men’s wards.

4. No patients shall enter the dead-house, engine-rooms, kitchen, theatre, or any of the attendant’s rooms, except by order of the Superintendent or other officer of the house.

5. No patient shall leave the house without permission of the Superintendent. When desiring to go beyond the Hospital bounds, patients must obtain a card from the House Physician, Surgeon or Gynaecologist, at his morning round, stating that he has no objections, which card, when countersigned by the Superintendent, will serve them as a pass, and will be good for the day upon which it is given, but must be surrendered to the doorkeeper when the patient goes out.

6. Patients admitted to the Hospital must leave with the Super- intendent for safekeeping, for which a receipt will be given, any

money or other valuables they may have ; and in case of their failure to do so, the Hospital will not be responsible for any loss which may occur. The clothing of patients will, if desired, be cared for, but no responsibility assumed for loss or damage. All clothing infested with vermin, or for any other reason deemed unfit to be kept here, will be destroyed on the admission of the wearer unless removed immediately by his or her relatives.

7. No patient may purchase, or solicit any attendant to pur- chase for him, any articles whatever without permission of the Superintendent. No member of the House Staff, Nurse or other employee shall receive any compensation, gift or bequest from any patient, unless authorized to do so by the Visiting Committee. Any infraction of this rule makes the employee liable to immediate dismissal. All complaints should be made to the Superintendent.

8. Patients are admitted only upon condition that they and their visitors comply with the rules, and failure to do so may necessitate their removal. 52 FIFTY-NINTH ANNUAL REPORT
