Moderator: J. Michael Long, P.E., PennDOT BOMO 12:45 pm Managing Assets with a Mix of Fixes James W. Mack, P.E., Cemex Asset management is a strategic plan for managing an organization's infrastructure. It incorporates an economic assessment of tradeoffs between alternative investment options at the network level and the project level to help agencies make cost effective investment decisions in managing their overall system. This presentation will show how agencies can improve their asset management program by using two strategies – 1) Remaining Service Interval (RSI) and 2) Mix of Fixes. RSI is the time until the next rehabilitation of a pavement section and it adds a forward looking time element to the pavement condition data to show how different investment strategies will impact the network. “Mix of Fixes” is an investment strategy that uses a combination of treatment options that have short, medium and long-term lives to smooth out expenditures and lower long-term costs.

1:15 pm Impactful Resilient Infrastructure Science & Engineering Julie M. Vandenbossche, PhD., P.E., University of Pittsburgh The nation’s highway infrastructure has largely been built. Due to its age, we are today challenged by the need for costly rehabilitation and renewal. The high potential for these projects to cause major economic and social disruptions makes it vital that these activities be performed in a more sustainable manner.

The Impactful Resilient Infrastructure Science and Engineering (IRISE) Consortium in the Civil and Environmental Department in the University of Pittsburgh’s Swanson School of Engineering is a unique research consortium supported by both public agencies and the private sector design and construction firms that serve them. Its research focus is on producing implementable, innovative solutions to priority highway infrastructure problems faced by its members.

Established in 2018, IRISE is already conducting research on bridge corrosion treatments, internal curing of concrete and rigid pavement design software, and working with its members to identify their research priorities for next year’s program.

1:45 pm Concrete Pavement Surface Characteristics Larry Scofield, P.E., ACPA/IGGA This presentation will focus on grinding and grooving concrete pavements. The purposes and differences between the two will be discussed. In addition, a brief review of the different friction measurement devices will be made. Finally, a review of recently completed or ongoing texture/friction research will be discussed.

Smith, P.E., APTech This presentation provides an overview of general design and construction considerations for composite pavement systems, including selected highlights from several recent composite paving projects that were supported under an FHWA/SHRP2 implementation program.

3:15 pm Fiber Reinforced Overlays Armen Amirkhanian, PhD., P.E., University of Alabama A broad overview of fiber reinforced concrete overlays and bridge decks will be presented. The terminology and design process for creating fiber reinforced concrete will also be covered. Numerous laboratory and field projects will be shown to illustrate the various designs that can incorporate fiber reinforced concrete.

3:45 pm State Transportation Innovation Council & Concrete Finishers Certification Harold S. Hill, P.E., PennDOT District 4 & Jim Casilio, P.E., PACA This presentation will provide an overview of the State Transportation Innovation Council (STIC), the Construction and Materials Technical Advisory Group (TAG), and the current STIC Initiative to reduce the occurrence of concrete scaling. This initiative plans to develop and deploy: Certified concrete finishers training using existing nationally recognized programs. A training and education module for materials and construction inspection personnel. The goal of this program is to improve the quality of flat work finishing and is being modelled after the Delaware Department of Transportation’s (DelDOT) recently enacted program. The training module for construction inspection personnel is being piloted this month in the PennDOT District 4 and District 5 Winter Schools.

4:15 pm Alternative Sources for Fly-ash Farshad Rajabipour, PhD., P.E., Penn State University Recently, the availability of consistent and high-quality fly ash and slag for use in concrete has been a nationwide concern. This presentation introduces two unconventional but regionally available pozzolan sources: calcined clay, and FBC fly ash. Each source is evaluated to determine its compliance with AASHTO and ASTM specifications and its effect on the performance of concrete mixtures.

Interns for the Future

ACPA/National, in cooperation with the Innovative Pavement Research Foundation, has launched the Interns for the Future Program to introduce students to the concrete pavement industry. The program seeks the most highly motivated students who have completed at least two years of study at an accredited University with a strong reputation in the areas of concrete, materials and pavement engineering. The internship can lasts anywhere from four to twelve weeks and will provide participants with exposure to multiple aspects of concrete pavement technologies.

The ACPA/PA Internship Program is supported through our Diamond Sponsorship Program, is scheduled to commence this year. We envision a four-week program that would allow a student to participate in our program as well as having the ability to take classes during a non-conflicting summer session. 8:00 am Pavement Designer Eric Ferrebee, P.E., ACPA/National Many agencies and consultants are tasked with doing pavement designs for a variety of applications and project types. When pavement design is one of many responsibilities for decision makers in small agencies, designers tend to rely on previous designs or old familiar design methodologies to expedite the design process. This often results in minimal consideration for all the different paving solutions that may lead to a more optimal design. PavementDesigner was created to make concrete and cement-based pavement design easy and free. This presentation will discuss the benefits of using PavementDesigner and demonstrate the capabilities of the tool.

10:30 am Overview of the PEM Approach Gordon L. Smith, P.E., CP Tech Center State Highway Agencies and concrete paving contractors are responding to a new engineering approach to ensure that concrete mixtures achieve their design expectations, Performance Engineered Mixtures (PEM). While owners are primarily concerned with long-term performance, including strength and durability, contractors are focused on constructability issues like workability, setting and early strength. It is the intent of this presentation to introduce the PEM initiative, explore the critical concrete mixture design decisions related to PEM and discuss a new generation of test methods that assess the properties of a mixture that directly affect the potential longevity of a pavement mixture.

11:30 am Performance Engineered Mix Test Methods Jim Grove, P.E., FHWA PEM is a new approach to insuring quality in the concrete paving process. It specifies six properties of concrete that need to be tested and monitored at the time of mixture approval and during construction. Many of the tests are currently being performed in numerous states. Some new tests are called out but prescriptive alternatives are also included as alternatives. This presentation will outline those tests and what information they will provide to an agency.

The Chapter was founded in 1962 by a group of dedicated people led by Art Livingood, Andy Fertal, and Bob Zerns. Today our chapter has over 200 members. We hold monthly member meetings from October to March and every April we hold our annual Awards Banquet. Session 1 Moderator: David M. Sciullo, Golden Triangle John M. Becker, P.E., has represented the concrete pavement industry in Pennsylvania since 2000, and currently serves as the executive director of the ACPA Pennsylvania Chapter. John earned his BS and MS degrees in Civil Engineering from the University of Illinois at Urbana-Champaign and he is a registered Professional Engineer in Pennsylvania and North Carolina.

George W. McAuley, P.E., is the Deputy Secretary for Highway Administration for PennDOT. He leads two PennDOT Central Office Bureaus along with a team of 11 District Executives in their responsibilities for the design, maintenance and construction of state highways and bridges.

Gerald F. Voigt, P.E., has worked for ACPA for 31 years, the last fourteen years as its president & CEO. Prior to becoming CEO, Jerry worked as the Association’s Chief Operating Officer and Vice President. His career with ACPA started in 1988 as the Director of Technical Services. Prior to joining the staff of ACPA he worked as an engineering consultant. He has a B.S. and Masters in Civil Engineering from the University of Illinois at Urbana-Champaign, and is a registered professional engineer in the state of Illinois.

Alicia Nolan, P.E., has been working in the Pennsylvania Division Office as the Division Administrator since March of 2018. She started with Federal Highway Administration right out of college and has held several positions within FHWA including Northern Border Transportation Program Coordinator, Director of Program Management and Assistant Division Administrator in Colorado.

Christopher Forry is the Materials Manager for the Turnpike. He manages a staff of PA Turnpike and consultant materials inspectors placed throughout various bituminous, concrete, precast, and prestress producer production facilities. Chris has 28 years experience in materials quality control.

Session 2 Moderator: J. Michael Long, P.E., PennDOT BOMO James W. Mack, P.E., joined CEMEX in September 2007 as Director, Market Development. In this position, he works with state DOT’s, cities, counties and other professionals to develop concrete and cement-based pavement solutions for all pavement applications. Among other things, he is currently serving as the Chairman of the ACPA Board of Directors.

Julie M. Vandenbossche, PhD., P.E., has since 2002 been a Professor of Civil Engineering at the University of Pittsburgh, teaching, conducting research and performing services in the areas of concrete materials and the design, analysis & rehabilitation of concrete pavements. Prior to this, she spent five years conducting research for the Minnesota Dept. of Transportation at their MnROAD pavement testing facility. Julie earned her B.S. and M.S. degrees from Michigan State and her Ph.D. from the University of Minnesota.

Larry Scofield, P.E., is a graduate from Arizona State University receiving both a bachelor’s and master’s degree in Civil Engineering. Larry retired from the Arizona Department of transportation where he worked for 29 years and for the past 12 years has been engaged in the concrete industry with the ACPA and IGGA.

Kurt D. Smith, P.E., is a Program Director at Applied Pavement Technology (APTech) and has nearly 35-years of experience in the pavement engineering field. He is currently leading several FHWA outreach efforts in the areas of composite pavements, pavement sustainability, and concrete pavement best practices.

Session 3 Moderator: Christine Reilly, P.E., PennDOT BOPD Armen Amirkhanian, PhD., P.E., is an assistant professor at the University of Alabama. He received his BS from Clemson University and MS and PhD from the University of Illinois Urbana-Champaign. He currently performs research on concrete pavements and materials and is a licensed professional engineer in three states.

Harold S. Hill, P.E., is the Assistant District Executive for Construction in Engineering District 4 in Dunmore.

Jim Casilio, P.E., is the Director of Technical Services for the Pennsylvania Aggregates and Concrete Association. He began his fulltime involvement in the construction material industry in 1976 with Casilio Concrete in Bethlehem, PA. Jim joined the PACA staff in March of 2016. Jim received his civil engineering degree from the University of Pittsburgh in 1976 and is a registered Professional Engineer in Pennsylvania. Jim is currently a member of ACI Committees 221 -Aggregates; 132 -Responsibility in Concrete Construction; and 332 -Residential Concrete.

Farshad Rajabipour, PhD., P.E., has 18 years of teaching and research experience in support of sustainable civil infrastructures that are safe, durable, reliable, cost effective, and environmentally positive. Specifically, he performs research on concrete durability and life extension, alkali-silica reaction, unconventional pozzolans, alternative and recycled cements, and bridge preservation and asset management.

Christine Reilly, P.E., is the Pennsylvania Department of Transportation’s (PennDOT) Construction and Materials Division Chief within the Bureau of Project Delivery. Sections under her purview include: Construction Quality Assurance, Laboratory Testing, New Products and Innovations, Construction and Materials Technical Training, Geotechnical, Systems Management, Photogrammetry and Surveys, and Laboratory Facilities Management.

Session 4 Moderator: Leann Sherman, ACEC/PA

Eric Ferrebee, P.E., is the Director of Technical Services for the American Concrete Pavement Association having held the role since 2014. He is responsible for providing technical resources and consulting services to ACPA members and the agencies and owners they serve. He holds B.S. and M.S. degrees in Civil Engineering from the University of Illinois and is a licensed Professional Engineer in Illinois. Brent Trivelpiece, began employment for the Pennsylvania Department of Transportation in 1992 within the Construction Unit in Engineering District 3-0. Since 2004, he has been in the Construction Quality Assurance Section as a QA Team Member, a QA Team Leader and is currently the Construction Quality Assurance Section Chief. Gary Mitchell, P.E., is responsible for technical and market development programs specifically focused on pavements used in commercial, military, secondary and general aviation airports. Mitchell holds a Master’s Degree in Structural and Construction Engineering from North Carolina State University as well as a Bachelor’s Degree in Structural Engineering from Vanderbilt University. He holds licenses as a Professional Engineer in the states of Florida, Georgia, Kentucky, North Carolina, South Carolina and Tennessee.

Jennifer A. Albert, PhD., P.E., currently serves as the Pavement and Materials Engineer for the Federal Highway Administration Pennsylvania Division. She has 20 years of pavement engineering experience in the public and private sectors and academia. Jennifer earned her Ph.D. in Civil Engineering from West Virginia University and is a registered Professional Engineer. Gordon L. Smith, P.E., recently joined the National Concrete Pavement Technology Center as an Associate Director. Gordon began his career in concrete pavements by working for an Iowa concrete paving contractor (Central Paving Corporation) for 14 years, followed by 31 years of service to the Iowa Concrete Paving Association (ICPA) & the Iowa Ready-Mixed Concrete Association (IRMCA). Patricia I. Baer is Manager of the PennDOT Laboratory Testing Section, Concrete & Soils Unit. She is also the PennDOT Representative on the multi-state PEM Pool-Funded efforts.

David M. Sciullo, P.E., has been employed with Golden Triangle Construction for over 20 years. He is currently the Vice-President of Construction, where he oversees all field operations on heavy/highway projects. He earned his Bachelor of Science Degree in Civil Engineering from the University of Pittsburgh, and he is a registered Professional Engineer in Pennsylvania.

Jim Grove, P.E., has been a Senior Project Engineer for the Federal Highway Administration for the past eleven years. Previously he was with the National Concrete Paving Technology Center, the Iowa Department of Transportation and Story County, Iowa. His career has focused on concrete materials, concrete paving construction, and concrete paving research. He currently coordinates and co-instructs the FHWA Quality in the Concrete Paving Process Workshop.

Close-Out Richard R. Jucha, P.E., is the Vice-President for ACPA/PA, handling issues in the western Districts as well as many technical & specification issues for the Chapter. He previously served as the DME for PennDOT District 11 and has 40 years of experience in the construction, aggregates, building materials and manufacturing industries. He is a registered Professional Engineer and a graduate of the University of Pittsburgh.
