2.1 General: Gravel is one of the major materials being used in infrastructural projects, mainly as an aggregate in concreting. In addition, it also finds its applications in stone masonry constructions, as railway ballast, filler material, water treatment plants as filter media etc. etc. Dependingon the size of the material, Gravels are being classified as size stones, coarse aggregate, fine aggregate etc. Even the fine powder, which is the resultant of crushing of Gravel, finds its usage as finishing coat for black top roads. As per EIA notification 2006, and its amendments from time to time, the Project Proponent was supposed to obtain the Environmental Clearance (EC) from State Level Expert Appraisal Committee/ State level Impact Assessment Authority of Andhra Pradesh, constituted by MOEF, GOI for the purpose of operating the existing mine lease. As per the order dated 13th Jan 2015, of the Honourable National Green Tribunal (NGT), Principal Bench, New Delhi, all the existing/ operating mines and the mines due for renewal of all Minor Minerals, were supposed to obtain the EC from their respective SEIAAs, before 13th July 2016 (i.e. six months from the date of NGT order). Further, the Ministry of Environment, Forest & Climate Change (MoEFCC), Govt. of had issued a Gazette Notification No. S.O. 36 (E), dated 14th March 2017, declaring all the operating units (incl. mines), which have not obtained the EC, as per EIA Notification 2006, as of date, as Violation Cases and directed them to apply for EC only from MoEFCC, before 13th Sept. 2017 (i.e. Six Months from the date of said Notification).

Considering the abundantly available Gravel source and the growing demand in the market, Sri P Narappa Raju, S/o Late Narasa Raju has been operating a Gravel Quarry in Govt. land of 1.850 Ha. area, in Sy. No.158/4A, 4B& 4C of Patha Arcot Village, Vijayapuram Mandal, Chittoor District of Andhra Pradesh, since the First Renewal period of 5 years from 17th Dec.2015 Valid until: 16th Dec 2020. Copy of the Notification & Govt. Order are enclosed in the Mining Plan. Now, the proponents are submitting the proposal to get Environmental Clearance for saleable Gravel production of 5,56,495 Tons, for a period of Two 1.850 Ha. 2.3 Brief description of nature of the project: The lease area falls within Patha Arcot Village. The mining lease area lies falls on Latitude 13°13'23.02"N to 13°13'28.22"N and Longitude 79°43'13.16"E, to 79°43'20.06"E. covered in part of survey of India Topo-sheet No. 57 O/11, 12, 15 & 16. 2.4 Need for the project and its importance to the country and region: The above has very good mineral resources, of adequate strength and hardness. Also, it is available at ground level and even above ground level at certain places. The material extracted will be useful to the construction industry, that has been shaping-up in the surrounding villages and towns. 2.5 Demand- Supply Gap: There is a good demand for Gravel, from construction industry and infrastructure projects. 2.6 Imports vs. Indigenous Production: Not applicable. 2.7 Export Possibility: Not envisaged at this stage, as there is enough demand in the local market.

2.8 Domestic/ Export Markets: Not applicable, as the quantity and extent of mining, are very marginal.

2.9 Employment Generation (Direct and Indirect) due to the project. About 14 Nos. including Technical staff.

3.1 General Quarrying of Gravel is not very cumbersome unlike other stone materials. Generally, with simple machines, it can be excavated and can be crushed to required size and specification, at specialized stone crushers. In some cases, even the sized stones are cut to the required size, for usage in stone masonry works.

3.2 Type of project incl. interlinked and interdependent project, if any: It is existing Gravel mine and have no interlinked and inter-dependent projects.

3.6 Project description with process details (a schematic diagram/flow chart showing the project layout, components of the project etc. should be given): As per approved Mining Plan: Copy enclosed.

3.7 Raw material required along with estimated quantity, likely source, marketing area of final product/s, Mode of transport of raw material and finished products: Transportation of finished material i.e. Gravel by covered Trucks.

3.8 Resource optimization/recycling and reuse envisaged in the project. If any, should be briefly outlined: No recycling and reuse of material envisaged.

3.9 Availability of water its source, Energy/power requirement and source should be given: Water will be available from nearby bore wells, No energy/power is required.

3.10 Quantity of wastes to be generated (liquid and solid) and scheme for their Management/disposal: 43173 Tons of waste generation is expected during the 2years plan period.

4.1 Location of Site

4.2 Connectivity The nearest road is Nallathur road, 830 m SW of lease Quarry Lease area. NH- 716 connecting Chennai-Anantapur town via Puttur is at a distance of 1.38 km. The nearest railway station is Nagari Railway station at a distance of 18.0kms. airport is at a Distance of 48 kms from the applied area and the nearest port is Chennai at a distance of 68 kms form the lease area. 4.6 Existing infrastructures: Since the above mine has been operating since 2015, necessary site infrastructural facilities like rest shelter, small office, etc. have been developed at the mine site.

4.7 Soil classification: The Quarry lease area is hillock and it is devoid of any forest or tree cover. It comprises shrubs only. There are no prominent natural drainage channels in the area. The topographical features are depicted in the surface Geological plan, which is enclosed as part of the Mining Plan.

4.8 Climatic data from secondary sources: The temperature in the western parts of Chittoor District, like , , Horsely Hills etc. are relatively lower than the eastern parts of the Chittoor District. This is because of the higher altitude of the western parts compared to the eastern parts. The summer temperatures touches 46 °C in the eastern parts whereas in the western parts it ranges around 36° to 38 °C. Similarly the winter temperatures of the western parts are relatively low ranging around 12 °C to 14 °C and in eastern parts it is 16 °C to 18 °C.

The South- West Monsoon and North East Monsoon are the major sources of rainfall for the district. On average the district receives 438.0 mm of rainfall through the South West Monsoon (From June to September) and 396.0 mm from North East Monsoon (From October to December). The rainfall received by the district in the years 2002 and 2003 are 984.2 mm and 934 mm respectively.

4.9 Social Infrastructure available: The area is part of Chittoor district, and is well connected to Patha Arcot village and Nagari villages, where all basic infrastructural facilities like school, primary health centre etc. are existing.

5.0 Planning

5.1 General

Mining shall be carried out in a descending order from top to bottom. The mining operations were being carried out all along the strike length of the mining lease area. The area is found to have prominent exposures of granitic gneiss deposit in the entire area.

5.2 Planning Concept (type of industries, facilities, transportation etc.) Town and country Planning Development Authority classification: No Villages or human dwellings are within the area and within 500mtrs of lease hold. The lease area covered under village limits of Patha Arcot . There are 5 villages located within 5Kms radius.

5.3 Population Projection: As per 2011 census, there are about 2082 people living in the nearby Patha Arcot village and the population of all the villages within 5 km radius, is about the Nagari Mandal is about 62,253

5.4 Land use planning (breakup along with green belt etc.): The proposed quarry area is Non-Forest Govt. Land. It is barren and the Gravel sheet is exposed at places, in the area and also at the sub-surface level. 5.5 Assessment of Infrastructure Demand (Physical & Social) As the extent of mining and the proposed production are marginal, there will not be any additional requirement of any infrastructural facilities. The existing infrastructural facilities can accommodate the above production levels.

5.6 Amenities/ Facilities: Only mining is carried out in the area. The infrastructure buildings like office building, rest shelter, first aid etc. are constructed in a semi-permanent construction using brick walls & thin sheet roofing. Drinking water is being provided in a well maintained water tank close to the rest shelter are established within the lease area and the same will be utilized for this purpose.

5.7 Man-Power Required for Operation of the Quarry: The following man-power will be required for operating the mine, to achieve the required production level(s):

6.1 General To carry-out mining of Gravel, various infrastructural facilities are required for the main activity as well as for environmental protection & pollution prevention. The basic infrastructural facilities that are required for the proposed quantity of quarrying are described below.

6.2 Industrial Area (processing Area): Presently the mineral is sold to the local construction purposes.

6.3 Residential Area (Non Processing Area): As the mine is located within 830 m by road from Patha Arcot village, no residential facilities have been envisaged near the mine location.

6.4 Green Belt: There is no forest area falling around the mining lease area. Besides common trees natural vegetation grows during monsoon & fades away with the onset of summer like grasses & thorny bushes.

6.5 Social Infrastructure: There are few villages & hamlets within 5 kms radius zone. Presently the people of these villages are engaged in seasonal agricultural activities & thus are not employed fully. Some persons will be directly working in the mine while some shall be on contractual role depending upon the nature and period of the requirement of the mining activities.

6.6 Connectivity (Traffic & Transportation Road/Rail/Metro/Water ways etc)]: The nearest road is Nallatur road, 1.0 km SW of lease Quarry Lease area. NH-716 (OLD 205) connecting Chennai-Anantapur town via Puttur is at a distance of 1.38 km. The nearest railway station is Nagari Railway station at a distance of 18.0kms. Tirupati airport is at a Distance of 48 kms from the applied area and the nearest port is Chennai at a distance of 68 kms form the lease area

6.7 Drinking Water Management (Source & Supply of water): Bore well water will be used from nearby village, 7.6 KLD

6.8 Sewerage system: Not envisaged as the extent of mining and the proposed production levels are very marginal.

6.9 Industrial Waste Management: Not applicable.

6.10 Solid Waste Management: There is no waste generated from the quarry.

6.11 Power Requirement & Supply / Source: Not required, as the machines will be operated using diesel.

7.1 General The proposed road metal & Gravel quarry is located in Patha Arcot Village of Vijayapuram Mandal, Chittoor District of Andhra Pradesh. In the core area, there are no houses/ hutments etc. Hence the R & R Plan for the proposed mine is limited to the environmental protection and other social measures planned, as part of the proposed activity.

7.2 Human Settlements

There is no human settlement in the core zone.

7.3 Socio-Economic Benefits Spurt in industrialization and mining activities have invariably brought a drastic change in the environment including the society connected with region. Mostly remote areas tucked away from urbanization and influence of modern civilization fall within the limits of mine development.

A natural corollary to this the socio economic aspects of the local inhabitants who have dwelling this region for generations, get suddenly and probably a radical change, consequent to their abrupt exposure to the mining.

The local people will get employment opportunities, better medical and educational facilities etc., mainly due to the mining operation from this project. In addition to this the literacy rate and better living standards shall increase due to the enhanced earning capacity of villagers.

7.4 Storage and Preservation of Topsoil There is NO top soil cover occurring, above the Gravel deposits. If encountered, it shall be collected and stacked separately for use in afforestation.

8.1 General Any developmental activity needs to have adequate resources, be in the form of man-power or machinery. Careful planning and timely deployment adequate funds to have the required resources, is of paramount importance for any successful project implementation. In the following paras, it is explained about the mobilization schedule of resources and the capital expenditure estimates.

8.2 Mobilization Schedule The proposed mine, being an operating mine, doesn’t need elaborative planning for mobilization of man-power, machinery & equipment etc.

8.3 Cost of the Project: Considering the fluctuating export market scenario and present domestic market conditions of the products, the cost of the project estimated to be Rs. 20 Lakhs, with the concept of outsourcing some of the machineries.

9.0 Analysis of Proposal & Conclusions:

This mining project will meet the development needs of the surrounding community without causing any significant negative influence on the surrounding environment. It can be summarized that the development of ’Road Metal & Gravel Quarrying‘ will have a positive impact on the socio-economics of the area and lead to overall sustainable development of the region.
