Decision Reports 6.8 Notice of Motion 1 1 6.8 Notice of Motion Meeting: Whangarei District Council Date of meeting: 29 November 2018 Reporting officer: Rob Forlong (Chief Executive) 1 Purpose To consider a Notice of Motion received from Councillor Bell. 2 Recommendations 1. That the Whangarei District Council notes the open letter to the NZ Government from New Zealand Academics urging immediate action on climate change. 2. That the Whangarei District Council notes the International Panel on Climate Change (IPCC) 8 October 2018 Press Release and the Headline Statements from the (IPCC) special report on the impacts of global warming of 1.5⁰ C above pre-industrial levels and related global greenhouse gas emission pathways, in the context of strengthening the global response to the threat of climate change, sustainable development, and efforts to eradicate poverty. 3. That the Whangarei District Council notes the IPCC, 2018: Summary for Policymakers. In: Global warming of 1.5⁰ C. An IPCC Special Report on the impacts of global warming of 1.5⁰ C above pre-industrial levels and related global greenhouse gas emission pathways, in the context of strengthening the global response to the threat of climate change, sustainable development, and efforts to eradicate poverty [V. That as they are developed or existing are due for review and renewal, the Whangarei District Council adopts and promotes where possible new policies, plans and strategies that prioritise more sustainable practices and return improved social, financial and environmental outcomes for the Whangarei District, it’s current and future residents and the Whangarei District Council as an organisation. 5. That Staff report to Council for consideration through the next Annual Plan process the benefits and implications of the Whangarei District Council in terms of its operations seeking to become the most sustainable Council in New Zealand. 2 3 Background The Chief Executive has received a Notice of Motion, within the timeframe specified in Standing Orders, from Councillor Bell for inclusion on the agenda for the 29 November 2018 council meeting. Councillor Bell’s signed Notice of Motion, along with supporting documents, is appended to this report. 4 Significance and engagement The decisions or matters of this Agenda do not trigger the significance criteria outlined in Council’s Significance and Engagement Policy, and the public will be informed via Agenda publication on the website. 5 Attachments 1. We the undersigned, representing diverse academic disciplines, call on the government to take robust and emergency action in response to the deepening ecological crisis. The science is clear, the facts are indisputable, and it is unacceptable to us that future generations in Aotearoa and globally should have to bear the terrifying consequences of climate breakdown. Infinite economic growth on a planet with finite resources is not viable. And yet successive governments have promoted free-market principles which demand rampant consumerism and endless economic growth, thus allowing greenhouse gas emissions to rise. If we continue on our current path, the future for our species is disastrous. The recent special report from the Intergovernmental Panel on Climate Change is unequivocal. The world’s leading climate scientists warn that we have only 12 years to halve global emissions and get on track to avoid warming of more than 1.5C and catastrophic environmental breakdown. They have advocated urgent and unprecedented global action. As Debra Roberts, co-chair of the IPCC working group says: “this is the moment and we must act now”. The message could not be clearer. New Zealand has a history of taking courageous political initiatives which have had global influence. We can, and must, do it again with bold and urgent action on climate. New Zealand could lead the world by immediately developing a data-informed plan for rapid decarbonisation of the economy. We demand that the government meets its duty to protect its citizens from harm and to secure the future for generations to come.
