This year alone, there were 4 public service innovation programs from East Java sent by the Ministry of Administrative Reform and Bureaucratic Reform (Kemenpan RB) to represent Indonesia in the 2019 United Nations Public Service Awards (UNPSA) competition held by the United Nations Nations (UN) in Baku, Azerbaijan. For this achievement, the Minister of Administrative Reform and Bureaucracy Reform, Syafruddin, gave an award to the Governor of East Java, Khofifah Indar Parawansa at Gumaya Tower Hotel Semarang, Central Java, Thursday (7/18/2019). One of the 4 innovation programs in question is the Other Road Program Towards Independent and Prosperous (Jalin Matra) Feminization of Poverty Alleviation(FPA). "This year Jalin Matra FPA is included in the category of programs that provide inclusive and fair services without exception," said Head of the East Java Provincial Community and Village Empowerment Office, Mochamad Yasin, Friday (7/19/2019). Yasin explained, last year the FPA Matra Interlace Program was also sent to participate in the same competition. Even at the 2018 UNPSA in the City of Marrakech, Morocco, the FPA Matra Interlace Program was one of the finalists in the category of providing or promoting gender responsive public services to achieve sustainable development goals (sustainable development goals). "While at the domestic level, the FPA Matra Interlace Program in 2016, successfully entered the Top 99 Public Service Innovation Competition (Sinovik)," he explained. Yasin said, the FPA Matra Interlace Program is an intervention program for many women with the lowest 10 percent welfare level, who became the head of a divorce household or whose husband died. "We provide productive business assistance amounting to Rp 2.5 million for female household heads (KRTP). So this program applies the principle of helping with the heart or 'Nguwongke Uwong', and invites the poor or participatory deliberative participant," he said. The FPA Matra Interlace Program, according to him, was proven to be able to have a positive impact throughout its implementation, from 2014 to 2019. As a result, the recipient of the program was able to meet basic needs more independently and sustainably, owning business assets, managing business networks, and technical expertise far more than before the intervention. Five years on since 2014, this program has reached nearly 87,000 Female Household Heads (KRTP) through the Feminization of Poverty AlleviationProgram (FPA). FPA's Jalin Matra Program is an intervention program for many women with the lowest 10 percent welfare level, who become heads of households due to divorce or the death of their husbands. "87,000 KRTPs are scattered in 2,955 villages throughout East Java," said Head of the East Java Provincial Community and Village Empowerment Office, Mohammad Yasin, when opening the 2019 Matra Interlace Program Coordination Meeting in Malang, Monday (2/9/2019) night. The KRTPs were given productive business capital assistance amounting to Rp 2.5 million each. The type of business depends on the KRTP request, as long as it is in accordance with the applicable regulations. While in the Very Poor Household Assistance activity, the Jalin Matra Program for the past 5 years has reached 48,143 very poor households in 752 villages throughout East Java. As for the Poverty Vulnerability Mitigation (PK2) activity, it has reached 814 villages. In 2019, the KRTP target is 23,430 KRTP for FPA Matra Intertwining activities, 11,468 RTSM through BRTSM Intertwining activities and 8,480 targeted households through PK2 Intertwining Jana. The three activities involved 319 district facilitators, 2,535 village assistants in 1,377 villages spread across 29 regencies throughout East Java. The Jalin Matra program has contributed to reducing rural poverty in East Java. Poverty data released by the Central Statistics Agency of East Java Province in March 2019 said, in the period September 2018-March 2019, poverty in rural areas fell by 171,070 people (0.78%), while in urban areas decreased by 8,820 (0.13%). Yasin said, the Matra Interlace Program was a phenomenal program. Because in addition to providing assistance to tens of thousands of female household heads, it also managed to carve achievements at the international level. Last year, this program was also sent to participate in the United Nations of Public Service Awards (UNPSA) Marrakech City, Morocco and successfully entered one of the finalists in the category of Providing or promoting Gender Responsive Public Services to Achieve the Sustainable Development Goals Targets. Email: [email protected] ABSTRACT Regional cooperation among local government is a must for the efficient management of public administration. The state has been implementing regulations on such cooperation. However, there are regions which reluctant to cooperate, especially with the adjacent areas. This method used is the study of literature, this paper will conduct an in-depth exploration of collaborative activities in Selingkar Wilis in East Java Province. Selingkar Wilis consists of six regencies (Tulungagung, Trenggalek, Ponorogo, Madiun, Nganjuk, and Kediri). These areas are provincial strategic areas which will be developed into a new tourism destination. Moreover, according to the preliminary study there are some problems hampering such cooperation, due mainly to regional selfishness. Therefore, this paper shows various regional cooperation models that aims to illustrate the cooperation among regions. These efforts are a must for the better development management among Selingkar Wilis areas. From the results of the study in the model offered for inter-regional cooperation activities, what is appropriate is the joint secretariat, which consists of three components, namely the local government, the private sector, and the daily executive board.

Bulgarian Journal of Agricultural Science, 25(4), 804–809 This research aimed to fi nd the best regional source of raw materials for the manufacture of coconut sugar syrup and the right concentration of activated carbon during processing of the pandanus-scented coconut sugar syrup. The experiment was set up into a randomized factorial design with two factors: the fi rst factor was the regional source within Indonesia of the solid coconut sugar (Malang, Blitar, or Trenggalek) and the second factor was the concentration of activated carbon (5%, 10%, 15%). The results of an organoleptic test of the sugar syrup showed no regional source effect, while the concentration of the activated carbon similarly had no signifi cant effect on color, scent, and fl avor. The best results were obtained with the solid coconut sugar from the Blitar region and with activated carbon at 5%. Quality measures of the pandanus-scented coconut sugar syrup from the best treatment were: total sugar of 67.88%, the water level of 29.46%, and ash level of 2.58%.

Cooperation is the government’s effort to overcome the limitedness and to optimize its potentials in order to implement regional development efficiently and effectively to realize society's welfare. The cooperation effort is done by six regencies (Tulungagung, Trenggalek, Ponorogo, Madiun, Nganjuk, and Kediri) around Mount Wilis - East Java to be able to mutually strengthen the process of development. The study aimed to review the implementation of regional development cooperation of the regions around Mount Wilis from the perspective of applicable statutory regulations. The result of the review was used to find the opportunities and challenges in the implementation of the interregional cooperation of the regions around Mount Wilis. The study used content analysis with a descriptive qualitative approach to elaborate on how the context of interregional cooperation according to statutory regulations was articulated in the cooperation performed. From the result of the review, were found some opportunities and challenges in the implementation of the interregional cooperation of the regions around Mount Wilis. The commitment of the regional governments of the six regencies, the Government of East Java, and the Central Government was an opportunity for cooperation. While the challenges faced were the implementation of institutional context and cooperation funding. The opportunity and challenge findings are expected to be material for evaluation of the implementation of the interregional cooperation of the regions around Mount Wilis for future improvement of cooperation.

The existence of oral literature in several cultures, especially traditional societies, is considered very important because they only know literature in one form. The forms of oral literature are spread in various regions in Indonesia and one of them is in Tulungagung. A systematic and in-depth study of the structure of swamp-based folklore in Tulungagung and the function of folklore for the surrounding community needs to be done. This is because all this time, the history of Tulungagung has been limited to folklore based on figures or inheritance in Tulunggung, while historical excavation based on stories based on regional topography has not been carried out so that it has an impact on incomplete historical descriptions or origins the proposal of Tulungagung and so far, environmental wisdom stored in the treasures of regional folklore tends to be marginalized by modern paradigms and sciences so that people tend to override the function of folklore for them. The structure of folklore is analyzed using Levi-Strauss structural theory, while the function of folklore uses the function theory of Alan Dundes. The data obtained in this study uses the technique of unstructured interviews with informants in accordance with predetermined criteria and observations at the place where the folklore originated. The results of the study concluded that swamp-based folklore in Tulungagung has a connection with the history of the establishment of Tulungagung Regency and functions as a social control, a means of increasing solidarity, a form of gratitude to God, and as a certifier of certain cultures.

Tesis ini bermanfaat untuk menambah pengetahuan dengan regulasi yang ada tentang pengangkatan anak di Kabupaten Trenggalek sehingga kemudian berguna bagi masyarakat secara umum untuk bagaimana cara melakukan pengangkatan anak yang dilakukan dengan cara-cara yang dibenarkan oleh hukum. The aims of this study are to find out the dialect used by people in Sampang and Bangkalan and to identify the factors influencing the use of those social dialect in both areas. In analyzing the data, the writer used qualitative approach, in which might be useful to describe the factors of social dialect based on social class in Sampang and Bangkalan island .The data of this study in the form of utterances which includes word,grammar, and sentences so that qualitative approach is very appropriated. The researcher mainly employs Wardaugh‟s theory (2006) to analyze the kinds ofsocial dialect that found in both areas and to find the factors that influencing the variation language happen. As the result of this study, the researcher found 5 types of social dialect in Madura island . Then the researcher explain many types into many sentences and make the example based on the types of social dialect that happen in Sampang and Bangkalan. Furthermore, the factors that influenced the social dialect there are 4 is it about caste or social status,age,cultural background, and place of residence.
