RESOLUTIONS/ORDINANCES

Resolution No.36-18 – Farmland Lease between City of Shawano and David and Debra Gretzinger Resolution No.37-18 – Farmland Lease between City of Shawano and Neil Straus • Motion to recommend to Council to approve Resolutions No. 36-18 and No. 37-18. Strebel/Kurkiewicz. Motion carried 2-0.

Resolution No.38-18 - Motion to recommend to Council for Approval of Canada Goose Management Plan. Kurkiewicz/Strebel. Motion carried 2-0. • Plan is to use harassment techniques such as green lasers, use resources to pick up and clean waste droppings from the Parks and develope a City-wide policy to Do Not Feed the Animals.

• Discussion was held regarding whether to proceed with the geese plan or not as well as the financial implications. In the end, the Committee decided to support Park/Rec Commission’s decision and to proceed with their direction.

Ordinance No.1941 - Motion to recommend to Council to repeal and recreate Chapter 7, Licenses and Permits, Section 7.161, Miscellaneous license and permit restrictions. Strebel/Kurkiewicz. Motion to amend motion for Commercial property only. Strebel/Kurkiewicz. Motion carried 2-0.

Resolution is to ensure all debt owed the City is paid before a building or zoning permit is issued. •

Page 3 of 36 • Discussion whether to apply this provision to all properties or just the Commercial properties. Residential property owners are a concern especially for those with a hardship. Committee decided to only address Commercial at this time.

Ordinance No.1942 - Motion to recommend to Council to amend Chapter 20, General Provisions, Section 8.06(1), Curfew, Bond Schedule. Strebel/Kurkiewicz. Motion carried 2-0. • Resolution is a bond schedule for the daytime curfew ordinance which was approved several years ago. The bond schedule is the same as evening curfews.

Resolution No.47-18 - Motion to recommend to Council to approve changes to the License, Permit and Miscellaneous Fee Schedule. Kurkiewicz/Strebel. Motion carried 3-0.

Resolution No.48-18 - Motion to recommend to Council to approve 2018 City of Shawano Budget Amendment. Strebel/Kurkiewicz. Motion carried 3-0. • Budget amendment was needed due to the City still being responsible for the Library's maintenance and upkeep until the time of the closing.

• Strebel requested that County Supervisors receive a copy of the Council agendas so that they can be better informed of what is going on in the City. Nemetz to look at possibly adding the Supervisors as users on iCompass.

Background:

 The City of Shawano annually bids out its crack sealing repair work.  Crack sealing is proven to be one of the most economical ways to lengthen the lifespan of city streets.  The city received bids for the 2018 Crack Sealing Program on April 26th, 2018.  The city received 3 bids with Crack Filling Service, Corp. providing the low bid at $1.25 per lb. of material. o Crack Filling Service, Corp. – $25,000 o Asphalt Seal and Repair, Inc. ‐ $30,000 o Fahrner Asphalt Sealers, LLC ‐ $33,400  Crack Filling Services has provided the service to the city for more than 20 years with positive results.

Financial /Sustainability Considerations:

 There is $30,000 in the 2018 budget for the Crack Sealing Program.

Policy Considerations:

 Crack sealing is a useful tool to aide in prolonging the lifespan of the city streets by preventing water from infiltrating and damaging the base material.

2018 Micro‐surfacing Program

Background:

 The city received bids for Micro‐surfacing on April 26, 2018.  The city began using micro‐surfacing in 2016 as a cost‐effective tool to help extend the life of the city’s asphalt streets.  When applied, prior to extensive wear, the product can effectively add 5‐7 years of life to city street surfaces.  The locations where micro‐surfacing will be applied are shown on the attached map.

Financial /Sustainability Considerations:

 The city received bids from two vendors on April 26th, 2017. o Struck and Irwin Paving, Inc. $36,800 o Fahrner Asphalt Sealers, LLC $40,800  The city budgeted 40,000 for micro‐surfacing in the 2018 Capital Improvement Plan (CIP).

Policy Considerations:

 The city met all applicable rules and requirements of the municipal public bidding process.

Recommendation:

Approve the low bid from Struck and Irwin Paving, Inc. in the amount of $36,800 for the 2018 micro‐surfacing program.

WHEREAS, the Fire Chief has made it a priority to track and monitor all the PPE at the Fire Department Station for the safety and well-being of the firefighters; and

WHEREAS; of the 106 pieces of PPE tracked there are numerous pieces out of date and in need of replacement; and

WHEREAS, the life expectancy of PPE equipment is 10 years; and

WHEREAS, the City of Shawano Fire Department has taken quotes to replace the Personal Protective Equipment (PPE) at the Fire Station; and

WHEREAS, two quotes were received and are attached as reference; and

WHEREAS, the Finance Committee at its meeting on May 8, 2018 has recommended the quote from Pomasl Fire Equipment for Personal Protective Equipment (PPE), in the amount of $2,299 per clothing set and not to exceed $15,000 in total cost; and

WHEREAS, replacement of all PPE will be completed in phases as the budget allows; and

WHEREAS, a total of $15,000 was included in the 2018 Fire Department CIP budget for the purchase, with $7,500 coming from the surrounding townships.

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Shawano that:

1. The quote for the Fire Department Personal Protective Equipment in the amount of $2,299 per clothing set (not to exceed $15,000) be awarded to Pomasl Fire Equipment.

WHEREAS, the City of Shawano Fire Department has taken quotes to replace the Breathing Air Compressor; and

WHEREAS, two quotes were received and are attached as reference; and

WHEREAS, the Finance Committee at its meeting on May 8, 2018 has recommended the quote from Pomasl Fire Equipment for one (1) 4 stage 6 PSI breathing air compressor and components, in the amount of $32,272; and

WHEREAS, a total of $35,000 was included in the 2018 Fire Department CIP budget for this purchase, with $17,500 coming from the surrounding townships.

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Shawano that:

1. The quote for the one (1) 4 stage 6 PSI breathing air compressor and components, in the amount of $32,272 be awarded to Pomasl Fire Equipment.

2. The Mayor and Clerk-Treasurer are hereby authorized and directed to execute said contract.
