Sawyer Street, Shawano, WI) CALL TO ORDER • Alderperson Bob Kurkiewicz called the Finance Committee meeting to order at 8:00 a.m. PLEDGE OF ALLEGIANCE ROLL CALL Committee Members Present: Alderperson Bob Kurkiewicz and Rhonda Strebel • • Staff Present: City Administrator Brian Knapp, Zoning Admin/Building Inspector Brian Bunke, Parks Director Matt Hendricks, Assistant City Admin/Public Works Coordinator Eddie Sheppard and Clerk Treasurer Karla Duchac. Others Present: Mayor Jeanne Cronce, Alderperson Lisa Hoffman and Mayor Elect Ed Whealon • • Absent and Excused: Alderperson Sandy Steinke APPROVAL OF AGENDA AND/OR OTHER MATTERS AUTHORIZED BY LAW • Motion to approve agenda. Strebel/Kurkiewicz. Motion carried 2-0. APPROVAL OF FINANCE COMMITTEE MINUTES OF MARCH 12, 2018 • Motion to approve minutes. Strebel/Kurkiewicz. Motion carried 2-0. CORRESPONDENCE • None. Motion to deviate from the agenda and move to Approval of Class B Beer License Application for Hancan Barbershop. Strebel/Kurkiewicz. Motion carried 2-0. RECOMMEND TO COUNCIL TO APPROVE APPLICATION FOR CLASS B BEER LICENSE • HANCAN BARBERSHOP SHAWANO LLC - AGENT: HANSEL CANADY (528 MAIN STREET, UNIT B, SHAWANO, WI) • Motion to recommend approval of the Class B Beer License. Strebel/Kurkiewicz. Motion carried 2-0. RESOLUTIONS/ORDINANCES Resolution No.36-18 – Farmland Lease between City of Shawano and David and Debra Gretzinger Resolution No.37-18 – Farmland Lease between City of Shawano and Neil Straus • Motion to recommend to Council to approve Resolutions No. 36-18 and No. 37-18. Strebel/Kurkiewicz. Motion carried 2-0. Resolution No.38-18 - Motion to recommend to Council for Approval of Canada Goose Management Plan. Kurkiewicz/Strebel. Motion carried 2-0. • Plan is to use harassment techniques such as green lasers, use resources to pick up and clean waste droppings from the Parks and develope a City-wide policy to Do Not Feed the Animals. • Discussion was held regarding whether to proceed with the geese plan or not as well as the financial implications. In the end, the Committee decided to support Park/Rec Commission’s decision and to proceed with their direction. Ordinance No.1941 - Motion to recommend to Council to repeal and recreate Chapter 7, Licenses and Permits, Section 7.161, Miscellaneous license and permit restrictions. Strebel/Kurkiewicz. Motion to amend motion for Commercial property only. Strebel/Kurkiewicz. Motion carried 2-0. Resolution is to ensure all debt owed the City is paid before a building or zoning permit is issued. • Page 1 of 2 Page 3 of 36 • Discussion whether to apply this provision to all properties or just the Commercial properties. Residential property owners are a concern especially for those with a hardship. Committee decided to only address Commercial at this time. Ordinance No.1942 - Motion to recommend to Council to amend Chapter 20, General Provisions, Section 8.06(1), Curfew, Bond Schedule. Strebel/Kurkiewicz. Motion carried 2-0. • Resolution is a bond schedule for the daytime curfew ordinance which was approved several years ago. The bond schedule is the same as evening curfews. BILLS AND CLAIMS • Motion to recommend to Council approval of the March 2018 bills and claims. Strebel/Kurkiewicz. Motion carried 2-0. RECOMMEND TO COUNCIL TO APPROVE APPLICATIONS FOR BEVERAGE OPERATOR’S LICENSES • Motion to recommend to Council approval of the list of beverage operator license applications. Strebel/Kurkiewicz. Motion carried 3-0. • Discussion on possibly still doing 1/2 of the parking lot located behind Island Tropics. Determined that they would do it all at the same time due to potential construction traffic with the buildings located along Main Street. Will look at doing some minimal patching if able. Resolution No.44-18 - Motion to recommend to approve bid for Phase 1 of the Public Works Department facility expansion. Kurkiewicz/Strebel. Motion carried 3-0. Resolution No.45-18 - Motion to recommend to Council to approve 2018 City of Shawano Sidewalk replacement program. Strebel/Kurkiewicz. Motion carried 3-0. Resolution No.46-18 - Motion to recommend to Council to approve purchase of one (1) 2018 Dodge Ram 1/2 ton truck for the Public Works Department. Kurkiewicz/Strebel. Motion carried 3-0. • Replacing old 1992 truck, which will be sold at auction. Resolution No.47-18 - Motion to recommend to Council to approve changes to the License, Permit and Miscellaneous Fee Schedule. Kurkiewicz/Strebel. Motion carried 3-0. Resolution No.48-18 - Motion to recommend to Council to approve 2018 City of Shawano Budget Amendment. Strebel/Kurkiewicz. Motion carried 3-0. • Budget amendment was needed due to the City still being responsible for the Library's maintenance and upkeep until the time of the closing. Ordinance No. 1943 - Motion to recommend to Council to repeal and recreate Chapter 12, Building Code, Section 12.05, Building Permits and Inspection, (11) Issuance and Revocation of Permit. Strebel/Kurkiewicz/ Motion carried 3-0. RECOMMEND TO COUNCIL TO APPROVE APPLICATIONS FOR BEVERAGE OPERATOR’S LICENSES • Motion to recommend to Council to approve the list of beverage operator license applications. Strebel/Kurkiewicz. CONFIRM NEXT MEETING DATE & TIME (MAY 8, 2018 @ 8:00 am) OLD BUSINESS • Kurkiewicz questioned if there was any development with the old hospital property. Knapp stated that he has a meeting scheduled for May 9th with Tadych and is hopefully to get an update at that time.
