Remembering Fort Bliss Jewish Soldiers: a Jewish War Veterans Tu B’Shevat - The New Year of the Trees Sundown, Tuesday, January 30 Tevet/Shevat 5778 January 2018 Remembering Fort Bliss Jewish soldiers: A Jewish War Veterans project In late November, the Jewish War Veterans (JWV) National Headquarters contacted our local JWV Post, the Maurice Kubby Post 749, about a very special Bar Mitzvah project as part of the national organization’s “Supporting Our Service Members” (SOS) program. For their Bar Mitzvah service project, two brothers, Matt and Jeremy Rosen (hometown unknown), wanted to show their appreciation to our Jewish service members and to reach out to JWV posts about supporting this project.     SERVICE AREA PROFILE GEOGRAPHY, HISTORY AND CLIMATE The City of El Paso, the sociopolitical center of El Paso County and West Texas, has a distinct culture, climate and supply of resources that makes water consumption unique among similar municipalities in the desert southwest of the United States. El Paso is in the northern extreme of the Chihuahuan Desert, and lies on the frontier of three states, two countries and three diverse water supplies. The Upper Rio Grande Valley forms a natural crossing between the Chihuahuan Mountains to the south and the Franklin Mountains to the north. The region, consisting of El Paso, Texas; Ciudad Juárez, Mexico; and Las Cruces, New Mexico; is home to more than 2 million. The city’s name may be traced to the Spanish El Paso Del Norte, or the “pass of the north.” During the 16th century, conquistadors such as Álvar Núñez Cabeza de Vaca, Francisco Vásquez de Coronado and Don Antonio de Espejo led an expedition through the area in the name of the Spanish crown, and were met with resistance by natives. Most explorers passed through, searching for the fabulously rich Seven Cities of Cibola and chasing legends of lost gold. In 1998, the city marked the quadricentennial celebration of those who stayed, marking the 400th anniversary of Don Juan de Oñate’s crossing of the Paso del Norte, forming the first permanent settlement in the area. That year, the El Paso settlers marked the first Thanksgiving in North America, about 23 years before the better-known feasts in Massachusetts in 1621. Our General Fund budget will be $327 million, an increase of $13 million, or 4% from Fiscal Year 2017. All funds will be $412 million, keeping our financial reserves at about 16%. And for the third consecutive year, all of our investments will take place while keeping the tax rate at approximately $0.457. The TCEQ evaluated the existing network of ambient air monitors measuring ozone, carbon monoxide (CO), oxides of nitrogen (NOx), sulfur dioxide (SO2), lead (Pb), particulate matter of 10 micrometers or less in diameter (PM10), particulate matter of 2.5 micrometers or less in diameter (PM2.5), volatile organic compounds (VOCs), carbonyls, semivolatile organic compounds (SVOCs), and speciated PM2.5. Only monitors meeting some federal obligation, either through rule or grant commitment, were included in this evaluation. This evaluation is intended to determine if the current network continues to meet Texas’ needs and federal requirements. Any proposed changes to the monitoring network are provided to the United States Environmental Protection Agency (EPA) in the annual monitoring network plan and are, therefore, not included in this evaluation. A 30-day public comment period is provided for both this five year assessment and the annual monitoring network plan. The assessment of the Texas air monitoring network indicates that the existing network is adequate for evaluating ambient air quality and meets federal requirements. Many of them simply provided horaes for horaeless, helpless, or - infirm persons. These were hardly hospitals in the modern definition of that tem. Others provided such medical care and treatment as had been developed in their time and localities. There are records of hospitals in Buddhist India as early as the 3rd century, B.C. In connection with the temples of Aesculapius in ancient Greece and some of the Aegrean - Islands there grew up raedical schools, and in connection with them, - hospitals in which priests of the cult of this. Greek godof medicine ministered to the sick. There are records of hospitals in Rome in the early centuries of the Christian era. The revival of piety in the llth century, pilgrimages to holy places and the Crusades led to the establishraent of many hospitals and to the development of religious orders whose members ministered to the sick.
