At the outset, structured accordingly. may I take this opportunity to convey my seasons greetings and good wishes to you all. With the recent signing of MoU with WEBEL for setting up an incubation centre for startups at Webel Bhavan and special focus on the States MSME sector, your On the macroeconomic level, this year has been sort of a roller coaster ride. BRICS: The new Syndicate 1 Bi-annual Review Gateway House Quarterly Review GATEWAY HOUSE Indian Council on Global Relations Quarterly Review | October- December 2011 Bi-annual Review January – June 2012 Letter from the Executive Director Manjeet Kripalani Executive Director Gateway House: Indian Council on Global Relations his quarter was dominated by the BRICS alliance. The first BRICS meeting to be held in India was hosted Tin New Delhi on 29 March 2012. The big announcement was the possible establishment of a BRICS Bank – an alternative and supplement to the World Bank and IMF that currently dominate international development financing today. The rest of the world is skeptical about what they see as diverse developing nations trying their hand at institu- tional financial independence. But given the stresses that are threatening the most ambitious financial integration project – the Euro – a new international financial alliance that can keep in mind the lessons from the Euro’s strains, may be a worthwhile experiment for the developing economies. A key concern: Keeping the Renminbi as a partner currency, and making sure it does not dominate (page 7). Meantime, the BRICS are experiencing troubles of their own: India and China are slowing down economically, and as Gateway House points out, while China is by design, while India’s is involuntary. Putin’s re-election has evoked public protest, but there is also a new xenophobic dimension of nationalism in the country which is noteworthy (page 26). Brazil’s currency is too strong and growth has slowed significantly for the grouping to benefit from each others’ strengths, they must learn from each other – and India and Brazil provide some examples (page 31). -

Member-Secretary FEBRUARY, 2016 BIKASH BHAVAN, SALT LAKE, KOLKATA Preface The Fourth State Finance Commission of West Bengal was set up towards the end of April 2013. However, it was not until October that it got an office space and some minimal support staff to become functional. The five months lying between April and October was spent on informal discussions with academicians and government officials to gather some initial information and form preliminary ideas which helped the Commission in its later deliberations. The Commission had initially started with two members; subsequently the member secretary was appointed in June, 2013 and another member in July, 2014. Apart from commenting on the overall working of local governments in West Bengal and the condition of state finance, the Commission had to undertake three broad exercises. First, the total sum of money to be devolved to the rural and urban bodies that the Commission were to recommend had to be arrived at. Second, given the total recommended sum going to the rural bodies, the Commission had to determine the sharing rule of this sum across the three tiers of Panchayati Raj Institutions, namely the Zilla Parishad, the Panchayat Samiti and the Gram Panchayat. Third, the distribution of devolution within each tier and within the urban bodies had to be decided upon. The Commission’s recommended devolutions to the rural and urban bodies were founded on three basic considerations: (a) the actual amounts devolved in the past as a percentage of the state’s own tax revenue, especially the pattern of devolution made in the recent past; (b) the magnitude and pattern of devolution by the Fourteenth Finance Commission to the local bodies of the state; and (c) the actual requirement of the local bodies for their smooth functioning. -
