Committed to Protect, Dedicated to Success Corrections Connection December 2019 6 A look back at 2019 Gov. Gretchen Whitmer and Lt. Gov. Garlin Gilchrist have made it a priority to meet and speak with MDOC employees. Gov. Whitmer spoke to graduating corrections officers in September, visited with staff at Employee Recreation Day in June and stopped by Central Office with Lt. Gov. Gilchrist in January. Lt. Gov. Gilchrist also visited staff at the Employee Appreciation Banquet in May, Parnall Correctional Facility in October and appeared on the Field Days Podcast.

In 2019, the department hired more than 1,300 new employees, including more than 850 new corrections officers and about 70 field agents. The department has been working to enhance recruitment strategies and incentives to retain qualified staff. Recruiters have regularly attended career fairs across the state to share the benefits of working for the MDOC with job seekers.

For the first time this year, the MDOC held two Employee Recreation Day events. The first was held June 7 at Royal Scot in Lansing and was attended by about 400 MDOC employees, retirees and their adult guests. The second was held Sept. 27 at Bay Mills Resort & Casino in Brimley. It also saw attendance hit 400 people, and it was the first time Employee Recreation Day was held in the Upper Peninsula.

The department released its newest strategic plan, which will serve as a guide over the next four years. It sets the department on a course to make large and fundamental changes to the way we operate, work with each other and assist those under supervision. The plan’s 22 objectives were formed around ideas from MDOC employees.

The department expanded the professional trades training it offers at the Vocational Village at Parnall Correctional Facility through new partnerships and programs. A new tree trimming and line clearance training program was added in partnership with DTE, a metro-Detroit based utility company. Computer programming was also added in partnership with The Last Mile.

St. Louis Correctional Facility was named as the site for the state’s first “green” prison. The facility will undergo energy performance improvements and other steps to enhance sustainability. Gov. Gretchen Whitmer announced the initiative in August as part of efforts to lead by example on environmental sustainability across state government.

They are supported through donations from correctional facility and other law enforcement staff, and from the community. Each child receives about $100 to spend on gifts and they are given other items to help meet their needs. Macomb Correctional Facility staff raised $2,600 to help sponsor 76 participating children and Saginaw Correctional Facility raised $3,600, which supported 30 participating children. This year, one mother wrote a message of thanks to Gus Harrison Correctional Facility Officer Herb Brighton, who was paired with her child during Shop with a Hero in Adrian. “This officer made my 10 (year) old daughter very happy and she had a wonderful time,” the mother wrote.

Through listening to prisoner phone calls in early 2019, Brian Rosseau, an Assistant Resident Unit Manager at Thumb Correctional Facility discovered a potential contraband smuggling operation. He shared the information he had with Inspectors Adam Douglas and Mark Hohn, who then picked up the monitoring of phone calls along with JPay transactions and electronic messages. Rosseau, Douglas and Hohn spent the following months putting together binders of information involving prisoners, parolees and civilians connected to the smuggling operation. After countless hours of monitoring calls, Rosseau discovered a call in which a prisoner explained the next time the contraband would be delivered. Michigan State Police were contacted and launched a joint investigation with the MDOC and Lapeer County Drug Task Force. The collaborative effort resulted in the confiscation of contraband, the identification of 10 offenders having direct involvement in the operation and another five with indirect involvement. Their diligent work earned them the department’s Meritorious Service Award.

Corrections Officer Thomas Goodfellow was working in the Control Center at Thumb Correctional Facility in April 2019 when a colleague approached and appeared to be in distress. His coworker appeared to be choking and Officer Goodfellow quickly exited the Control Center and began administering abdominal thrusts until the obstruction was dislodged allowing the officer to breathe again. His actions and immediate response to help a colleague earned him the department’s Lifesaving Award.

In July 2019, a prisoner entered the health care lobby at Thumb Correctional Facility and indicated he was having a hard time breathing. Corrections Officer Dean Morris noticed the prisoner was in distress and verified he had an obstructed airway. He began performing abdominal thrusts, which dislodged the obstruction and allowed the prisoner to breathe freely again. The prisoner was evaluated by health care and cleared to return to his unit. Officer Morris’ quick actions earned him the department’s Lifesaving Award.

In July 2018, a prisoner at Thumb Correctional Facility began having a seizure on the yard, hit his head on the pavement and became unresponsive. Corrections Officer Michael O’Kelly immediately responded and began CPR. Corrections Officer Julie Whitney also responded, called for health care and a defibrillator and assisted with CPR. Sgt. Marc Schrubbe arrived with the defibrillator and administered a shock, as advised. The prisoner was momentarily responsive, then became unresponsive again and Corrections Officer Edward Keller arrived to assist with CPR. After an additional CPR cycle, the prisoner became responsive and was transported to a local hospital for treatment. Corrections Officer Natasha Allen was working at Women’s Huron Valley Correctional Facility in December 2018 when a prisoner began choking on a piece of hard candy. Officer Allen immediately reacted and performed the Heimlich maneuver until the candy was dislodged and the prisoner could breathe again. The prisoner was examined by health care staff and no injuries were reported. Officer Allen’s commitment to helping a prisoner in need earned her the department’s Lifesaving Award.

In June, Sgt. Richard Smith responded to a prisoner in dis- tress in the Calhoun Acute Unit at Women’s Huron Valley Correctional Facility. The prisoner began having a seizure, and he immediately instructed staff to place the prisoner in a wheelchair and transport her to health care. Health care staff then deter- mined the prisoner was experiencing stroke-like symptoms and she was taken to a local hospital. Sgt. Smith’s conduct and commitment to helping others in need earned him the department’s Lifesaving Award.

Dogs of MDOC 2020 Calendar on sale now Remembering
