President Message 1 Dec 6th Christmas Party 2-11 About the only good thing that happed in 2020 was that a majority of the Regions members And Board Meeting chose the forming of a scholarship fund to be awarded to chosen students at Delgado Minutes – Thanks to Fred Community College in New Orleans for the study of auto restoration. The funds for this and Faye for reviewing- have been dedicated to the scholarships with hopes that the Chapters will invest in the CHARLIE MATTHEWS 12 program to make it ongoing past 2022. MEETING SUMMARY The Board Meeting was held in conjunction with the Christmas Party Lunch @ Drusilla’ Seafood

Restaurant. After the Board Meeting, a summary of the Meeting was presented, by Wally Waguespack, Herb Comeaux and Ron Sonnier to the members attending the Party Lunch. Two representatives from Delgado Community College, Donald Davenport (Department Chair) and George Torlago (Technical Instructor) discussed their automobile restoration program. Bob McCarron led the Pledge of Allegiance and Jim Stratton led the prayers for both the Board Meeting and the Lunch Party.

BOARD MEETING DISCUSSION ITEMS

1-Introduction and Roll Call:

Wally called the Board Meeting to order at approximately 11:00 AM. Attendees were introduced. 2-Acceptance of the July 18th 2020 Semi-Annual Board Meeting Minutes

Wally made a Motion to accept the minutes of the July 18th, 2020 Semi-Annual Board Meeting as presented in the 2020 “Duster” #4. Motion approved by Donna, seconded by Whitney, and approved by the Board Members in attendance.

3-Treasury Report

Wally presented the Treasury Report. Herb made a Motion to accept the report, approved by Whitney, seconded by Donna, and approved by the Board Members in attendance.

4.-Election of Regional Officers and the 2021 and 2022 Officers

Ballots for the election of the 2021 and 2022 Regional President and Regional Secretary/Treasurer were discussed. Ronald Sonnier is elected to be the Region President and Perry Richardson is elected to be the new Secretary/Treasurer. Donna said that Brenda Derouen has volunteered to be the “Duster” Editor & Data Base person. The election of new Regional Officers is done every 2 years on a rotating basis. Herb presented the new rotation, which is revised for St. Bernard dropping out a few years ago after the hurricane. The rotation is also revised for Slidell dropping out of the region. The rotation as it stands at this time is the following: BR (2019-2020) / Evangeline 2021-2022 / Next: Contraband, CENLA, Lagniappe.

According to Regional By-Laws the nominated Officers for Regional President and Regional Secretary must be paid members with active AACA membership Numbers. Wally showed and read the Regional By-Laws that state that there is one vote per membership number. The practice of mailing ballots will be discussed at the May 2021 Semi Annual Regional Board Meeting. This year it cost time and $400 plus to do the certified voting ballot mail outs. This cost can be eliminated, when the officers are being nominated on a club rotation basis, as presently done. An internal club run-off vote, if necessary, could eliminate having all the regional members voting every two years for officers.

Perry said the voting procedures can be revised through an amendment to the By-Laws, and a vote to approve the amendment.

Donna made a Motion to discuss the officer voting procedures at the May 2021 Semi Annual Board Meeting. Motion approved by Herb, seconded by Whitney and approved by the Board Members in attendance.

5- Louisiana Tours

The rotation for the Louisiana Tour is the following: 2021 Contraband; 2022 CENLA; 2023 Lagniappe; 2024 Evangeline; 2025 ; 2026 Baton Rouge. The only question is if the Horseless Carriage Club wants to participate in the rotation. Ron said he will contact them and find out.

Faye will issue the agenda and registration form for the 2021 Louisiana Tour (April 30th thru May 2nd). The hotel will be the Holiday Inn, Lake Charles. The tour will go to Orange Texas.

6-Historian/ Archivist Report:

Via cell phone on speaker - Fred Duplechin thanked Wally as 2019-2020 President and Secretary/Treasurer for his service and welcomed Ron and Perry as the new 2021-2022 Regional Officers.

Fred said he will send the Officer Procedure Manual to Ron, and the Louisiana Region Archives Backup Disk to Wally.

There are no changes to the record keeping processes.

It has already been voted on that Point Earning Tours for 2020 were suspended due to Covid and hurricanes and that the 2020 schedule (Contraband/Louisiana Tour and the Lagniappe November Tour) will be moved to 2021. Fred just needs to update the files and website. [Add a note: CENLA, Baton Rouge and Evangeline will host the Regional Point Earning Events in 2022.]

7-Webmaster Report:

Fred can update the website for honoring deceased members such as Charlie Matthews. What’s needed is, (1) for a member of the deceased member’s home chapter to obtain the family’s permission to put a remembrance on our website. (2) To send Fred a suitable picture of the deceased member, and (3) provide a remembrance statement approved by the family.

The National office is physically moving and changing the website services. All the Louisiana websites quit working in the summer and Fred is not sure why. The Louisiana Region website was revised per their changes. They went with “WordPress”, which is not the best platform. They changed our site to “louisianaregionaaca.com” (no spaces).

Fred has been in contact with the National on all these changes. Even the templet that AACA National assigned us is out of date.

The Louisiana Region on the National Website will have the chapters listed, but clicking on your chapter website will only bring you to the Louisiana Region website. The old Louisiana Region website [http://local.aaca.org/Louisiana/] is no longer operable.

Fred will help any Chapter to develop a website on “WordPress”

8- Legislative Report

Marty volunteered to report that Bill 569 was passed. When selling Antique cars valued at $10,001 and above, there is no sales tax. However, the Antique License Plate cost is $1,000, instead of $25.

9- Rosters

The 2020 Chapter rosters have been updated by Bob. A hard copy was given to Donna today, to give to Brenda. Bob will also e-mail the information to Brenda. Rosters will need updating for 2021 .

Perry Richardson requested that each Chapter update their roster and send to him via e-mail by January 15th, 2021; because Perry (and Brenda) must submit the Regional roster to the National by January 31st. Perry’s email address is: [email protected]

10- "Best Article in the Duster" Literary Award

Charlie Matthewswrote an article in the 2020 #5 Duster about the history of the award. Every 10 years, the award sponsor and the name honored on the award, for leadership, changes. There is no award for this year, 2020. The previous “Estelle Copes” plaque 2010-2019 has been retired. The retired plaque goes to the family of the honored person (Estelle Copes). Herb met with Charlie Matthews a short time back, and it was agreed that Herb and Terri Comeaux would sponsor the award, which will be in honor of Jim and BettyMcDaniel . The 2021-2030 award Plaque will be the fifth, 10-year Plaque.

11- Most Active Members’ awards There is no award for 2020, since activities were cancelled because of the virus regulations. Donna previously introduced a Motion, in the July Semi Annual Board Meeting, which was seconded by Whitney, and accepted by the Board attendees to start with the 2020 December Christmas Meeting for 2021 awards and pass on 2020 awards.

Perry requested each Chapter to send the list of attendees to him after each Point Earning Event.

12-Sentimental Tour -Fund Distribution Committee

The July 18th Semi-Annual Board Meeting tallied the Ballots received from the Louisiana Chapters., which determined to distribute the funds to a local trade school(s) that taught automobile restoration. At that meeting, Donna introduced a Motion, which was seconded by Faye, and accepted by the Board attendees to appoint a Committee consisting of Herb Comeaux, Whitney Richard and Wally Waguespack to meet and carry out the distribution of funds. The committee determined to distribute the funds to Delgado Community College in New Orleans. Two members of the College staff were invited to the Christmas meeting to speak today about their program. Board Meeting Committee Discussion:

The first and second year we will try to give $500 to five (1 to 5) qualified (see below) students.

The funds will be given by the AACA Louisiana Region to student(s) as a scholarship to those qualified by the school, using the criteria on the school’s form.

Faye clarified that the school will qualify the applicant and send the information to the Committee and Region President for determination.

The Committee may want to interview the student.

The Sentimental funds amount to $5,000. Herb said that the recent Charlie Matthews $500 donation to the Club will be added as a scholarship in Charlie’s name.

Herb stated that the funds must be earmarked.

Everyone agreed that the scholarships should go to someone who plans to work in the restoration field after graduation.

Marty suggested that the students receiving the scholarship be given an AACA student membership and receive the magazine.

Wally suggested to consider making the scholarship(s) an ongoing program through funding from each Chapter. VOLUME 65 ISSUE 6 The Duster PAGE # 6

13- State of Louisiana Registration for the Louisiana Region of the AACA

Charlie Matthews was the Register Agent. Faye and Whitney elected Wally and Wally volunteered to perform the duty.

14- Membership Discussion

There was some discussion over recruiting new members and possibly forming new Chapters in North Louisiana and other states.

There was discussion about Members, who have recently passed.

15-Christmas Party Lunch Discussion

Wally, Herb and Ron did a review and summary of the Board Meeting for the members attending the Party Lunch. They discussed the Scholarship program, Tours, and members who have recently passed.

A General Motion about providing the $5,000 Scholarship was made by Whitney, accepted by Ron, seconded by Marty and accepted by those in attendance.

Discussed the “Best Article” decisions by Charlie Matthews and Herb. Herb and Terri Comeaux will sponsor the new 10-year award Plaque for the next 10 years. Articles are needed to be published in the six 2021 “Dusters”. Send articlesto Brenda Derouen for the “Duster” to be eligible for the December 2021 award. The articles will be judged by the Sponsor. The winner’s name will be engraved on the Plaque and kept by the winner for one year to display. There is no award for 2020. The 2010-2019 Estelle Copes Award has been retired and the Plaque will be sent to the Copes’ family.

Ron Sonnier was introduced as the new 2021 and 2022 Regional President; and Perry Richardson was introduced as the new Secretary/Treasurer.

Delgado Community College-Transportation Technology Technical Division Presentation

Donald Davenport (Department Chair) and George Torlago (Technical Instructor) were introduced. They talked about the school and the vehicle restoration program. Among many skills, they teach automotive welding with the different metal materials used today. They teach automotive painting using the urethane and poly urethane paint with the special spray guns. They have 190 to 240 students per semester. They answered many questions from the members in attendance.

16-Adjournment

Wally said he enjoyed his first year, 2019, which was good - normal. He turned the gavel over to Ron (see picture), and thanked everyone in the Chapters and Region. He gave Bob an award Plaque for being the Regional Newsletter (The “Duster”) Editor (see picture).

Charlie Matthews passed on November 4th, 2020. He was to be 91 years of age in January 2021. The Louisiana AACA Region members knew Charlie as one of the most active members. His AACA resume’ includes serving as President of the Region, President of the Baton Rouge Chapter, and Regional Parliamentary Chairman. He and Jim McDaniel updated and issued the region by-laws in 2001, and recently again Charlie updated the by-laws in 2018 with Herb Comeaux (President of CENLA Chapter) and a committee of AACA members. Charlie and his wife Eula never missed an AACA Regional Tour in 25 years. He had a great collection of antique cars and trucks; mostly Chevrolets, a few Fords, an Army Jeep, and a Rolls Royce.

Obituary for Charlie Matthews (from “The Advocate”) Funeral services for Charles Gordon Matthews will be at 2:00 p.m. on Saturday, November 7, 2020 at Gallagher Funeral Home Chapel with Brother Garland Ryder officiating. Burial with Full Military Honors will be at Forest Lawn Memorial Park under the direction of Gallagher Funeral Home, Ball, Louisiana. Visitation for Mr. Matthews will be held from 12:00 to 2:00 p.m. on Saturday, November 7, 2020 at Gallagher Funeral Home. Mr. Matthews, Veteran of Korean conflict, served his country in the United States Army and National Guard for over 38 years, retiring as a Colonel. Mr. Matthews also retired from A&P Supermarkets as the director of Meat operations, New Orleans division, after 40 years. He was a member of the VFW, American Legion, Louisiana National Guard Officers Association, Antique Auto Clubs, Model A Ford Club of America, Chevrolet Club of America and the Rolls Royce Owners Club. Mr. Matthews was preceded in death by his parents, John and Winnie Matthews; two sisters, Mildred Nettles and Pauline Preston; two brothers, Menton Matthews and Dewey Matthews and a son-in-law, Paul Gilmore. Mr. Matthews was a loving husband, father, grandfather, great- grandfather, brother and friend. He is survived by his loving wife of 30 years, Eula Matthews; his two daughters, Laurie A. Gilmore and Sally J. Matherne (Ernest); three step-daughters, Kathy Priest (Chris), Jackie Ryder (Garland) and Della Klein (Ronald); one sister, Jeanene Allred, thirteen grandchildren, twenty-five great grandchildren, one great-great-granddaughter Audrey and two more "on the way". At the region level every 2 years on a rotating basis, one Chapter appoints a President and a Secretary/Treasurer to serve the region for 2 years. Evangeline Chapter members, Ron Sonnier volunteered to be nominated for President, and Perry Richardson volunteered to be nominated as Secretary/Treasurer. Brenda Derouen volunteered to be the Editor. The Editor’s job is to send out a newsletteer every other month to all region members.

Certified (Sealed) voting ballots, with the above nominees’ names for President and Secretary / Treasurer, and spaces for write-in names, were mailed to each Regional AACA membership. The votes were counted and the elected offiicers were Ronald Sonnier, President, and Perry Richardson, Secretary/Treasurer, For two years, 2021 and 2022. The Offiicers were installed at the Region Christmas Party/Board meeting on December 6, 2020.

In the Duster #5 you should have read the letteer from the Slidell Chapter’s President sent to the Region. The Slidell Chapter is no longer going to be members of the AACA or in the AACA Louisiana Region, as of January 1, 2021. Therefore, in 2021, we will have 5 Chapters in the AACA Louisiana Region. 1963 ROLLS-ROYCE SILVER CLOUD III

The Silver Cloud III Saloon is designed primarily for the woman driver. These Motor Cars are designed, styled and manufactured by Rolls-Royce Limited and its associated coach builders in England. The interior is distinguished by the high-quality soft leather upholstery and finely finished woodwork. The matched woodwork is individual to each . The fitted “Wiltton” carpet has leather bindings. The headliners are made of West of England wash cloth. The engine is an overhead valve V8. Transmission is a 4-speed automatic. The Rolls has Power steering, power windows, and (three independent systems). Wheelbase is 123 inches; weight is 4,450 pounds with 8.20 x 15 . The Silver Cloud III was made with no changes from 1963 - 1965. Only 2,838 were produced during the three-year period. Most of the cars were righthand drive, produced for Europe.

1932 Chevrolet Confederate Deluxe 5 Window 4 Passenger Sport Coupe

The Chevrolet Motor Division, General Motors, Flint, Michigan. Listed as having a price of $550. (Wt. 2,695 #’s) Dual Side mounts, Chrome Ports, Chrome twin Horns, Cowl lights, Twin wipers and twin taillights. Wheelbase 109 inches. 18-inch Wire wheels, Built-in Sun-visor, Tilting Windshield, Adjustable seat. 194 cu-in six cylinder 60 H.P. @ 3000 rpm engine sported by a downdraft carburetor and Chevrolet’s New Silent Synchromesh Transmission. 1928 MODEL A FORD COUPE WITH RUMBLE SEAT

THE FORD MOTOR COMPANY; DEARBORN, MICHIGAN

Beginning August 1, 1927, the Model A Ford was born, replacing the Model T, Ford’s change of models cost about $150,000,000, and not a penny of this cost was added to the cost of the new Model A. The 1928 Model A was the first year of the four model years that it was produced. The 1928 Model A Ford Standard Coupe with Rumble Seat was a popular model that cost $360. It has a four-cylinder engine, cylinder bore 3-7/8 in., x 4-1/4 stroke, providing 24.3 horsepower. The transmission has selective sliding gear type, three speeds forward and reverse. It has multiple dry disc. Single plate clutch, and four-wheel brakes. The engine oiling system is lubricated by s gear pump, splash and gravity fed, with an oil pan capacity of 5 quarts. The cooling system capacity is 3 gallons, and the gasoline tank capacity is 10 gallons, The wheelbase is 103-1/2 inches is 17 feet, circle 34 feet.

1926 CHEVROLET 4-DOOR LANDAU SEDAN

New for the year in the Superior Series V Line was the Landau Sedan, Chevrolet’s most expensive car this year. Cost was $765, and weight 2,220 pounds. It featured Landau irons and rubberized top, which came down to the beltline. The Series V was considered a 1926 Model only. The four-cylinder engine with pushrods on the outside of the block, was now equipped with a belt driven generator instead of the gear driven unit. The oil pump was driven by a cam rather than by a front-end gear.

1940 Chevrolet 2-door town sedan, Master 85

The Chevrolet Motor Division, Flint, Michigan

The most popular car in the Master 85 Series was the 2-door Town Sedan, of which 66,431 were built. It cost $699 and weighed 2,915 pounds, with a wheelbase of 113 inches. The famous Chevy six-cylinder 216 Engine was rated at 85 horsepower. In one of Chevrolets few racing triumphs, a Master 85 Coupe won the “Gran Primo International Del Norte”, a 6,000-mile race through Argentina.
