The annual report is yet another tool to heighten awareness of the operations and accomplishments provided by Sheriff’s Office personnel. This report provides an overview of the Sheriff’s Office and its operations for the year. It also contains statistical information that addresses the most commonly asked questions. Deputy Kip Kimmerly passed away on September 29, 2016 after a courageous battle against cancer. Kip was hired as a Deputy at the Berrien County Sheriff’s Office on January 23, 1995 in the Jail Division where he worked for 21 years until he retired on June 10, 2016. Kip was a friend and co-worker and will be greatly missed by all who had the privilege to know him. IN MEMORY OF

5 Lieutenant Eric Hyun, Deputy Ron Uhrik, Deputy Kevin Tierney and Deputy Jason Uhrik were honored for their efforts in saving the life of a prisoner of the Berrien County Jail. On February 11, 2016 an inmate was found unresponsive in a cell.

The efforts of the staff involved included assessing the situation and administering life saving measures to the inmate prior to Medic One’s arrival. These efforts were instrumental in saving a life.

Berrien County Detectives, Lt. Biggart, Sgt. Margherone and Deputy Casto were recently honored by the Mishawaka Police Department for their interagency cooperation in the arrest and lodging of a suspect in an armed robbery. Mishawaka Police credited the success of this case solely to Detectives Biggart, Casto,and Margherone. They were all presented Commendation Plaques. The victim, a Notre Dame student and young mother were in her vehicle with her young child when the suspect approached her, pointed a gun at her and demanded her wallet, keys, and cell phone. Due to a quick response to a crime net request by our detectives, both the suspect and the driver of the vehicle used in the crime were apprehended. Deputy Angela Baggett was selected as Deputy of the Year for 2016 by her colleagues. Her constant dedication not only to the Sheriff’s Office, but also to the people she serves is one of the main reasons she was nominated.

Deputy Baggett goes above and beyond her regular patrol duties with the Berrien County Sheriff’s Office. She is always observed starting her work day prior to the start of her shift. She has been one of the lead complaint takers within the entire department. Deputy Baggett’s work ethic doesn’t stop at handling calls for service. She enjoys being a team player and is one of the lead instructors for the Rape Aggression Defense (R.A.D.) program. This program provides knowledge, confidence and ability for women who have participated Dep. Angela Baggett in this self-defense training. Deputy Baggett is a great example of community policing. The way she interacts with the public has had positive impact on those she has come in contact with.

Earlier this year Deputy Baggett along with Deputy Jared Phillips helped a subject that was contemplating suicide by comforting, supporting and assisting him which helped prevent him from jumping off a bridge.

7 In 2016 total budget expenditures for the Sheriff’s Department were $19,528,631. General fund budget expenditures totaled $15,059,067, broken down by division as follows: Sheriff’s Office and Patrol $ 5,088,405 Jail Division $ 9,472,736 Training Facility $ 3,300 Sheriff’s Radios $ 62,819 Jail Inmate Rehabilitation $ 26,657 Emergency Management $ 405,150

The Sheriff’s Department had 23 special fund budgets in 2016, which had expenditures totaling $4,469,564 as follows: Act 302 Training Fund - $ 15,701 expended Two distributions are received each year based on the number of MCOLES Paul Granigan certified road officers employed by the Sheriff’s Department. These funds are used Business Manager to provide training and purchase training equipment for certified road deputies. Drug Law Enforcement Fund – State Forfeitures - $ 103,257 expended Narc Building - $ 7,432 expended These funds are derived from forfeiture of money or items confiscated from individuals convicted of illegal drug offenses and are used to support the Sheriff Department’s continued fight against the sale and distribution of illegal drugs. Narc Special Fund - $ 1,062,800 expended These are millage funds that are used to fund and support the Narcotics Unit. House Arrest Program - $ 78,704 expended Two deputies are supported by this program. They supervise inmates assigned to work crews to assist the Berrien County Road Commission and Drain Commission. Part-time employees funded by this budget also provide inmate work crews for the County Parks Department, Bridgman City, litter cleanup from the landfill and other miscellaneous projects. The municipalities are charged for the crews to cover the costs. Secondary Road Patrol Grant - $ 191,262 expended Three deputies were funded for this grant year to patrol county secondary roads. For the grant year 10/1/15 to 9/30/16, the state reimbursed $192,975. OHSP Grant - $ 26,355 expended BUDGET The OHSP grant provides funding to the County and Local Units for Click it or ticket and additional OWI patrols year. The grant covers all overtime worked. During 2016 the county was re- imbursed $32,731 Local Correctional Officers Training Fund - $ 34,903 expended In March 2004 the Sheriff’s Department began collecting a booking fee of $12 for inmates booked into the jail, pursuant to Public Act 124. For each fee collected, $2 is remitted to the state and $10 is deposited into the Local Correctional Officers Training Fund. The funds retained by the county are used for costs relating to continuing education, certification and recertification for jail personnel. Total amount of money collected for this fund in 2016 was $44,572.

8 Drug Education Coordinator - $ 101,918 expended These funds, which are millage funds, are used to support the Sheriff’s Department Drug Education and Crime Prevention programs. Snowmobiles Enforcement Grant 2015/2016 - $ 11,140 expended (DNR $8,000 County $3,140) This is a grant through the Michigan Department of Natural Resources to fund snowmobile patrols. The grant is funded 85% by the D.N.R. with a county match of 15%. Berrien Community Foundation Donation Fund – $43,491 expended In 2004 the Sheriff’s Department entered into an agreement with the Berrien Community Foundation to act as a depository for donations for those who wish to support the Sheriff’s Department. Expenditures from that fund in 2016 totaled $43,491, which went to support the following divisions. Motorcycle Unit $ 20,192 Sheriff $ 1,907 Sheriff Equipment $ 21,392 Local Police Protection contracts: The Sheriff’s Department contracts with several local municipalities to provide police protection for specific purposes. In 2016 there were nine contracts; seven of the contracts were fully funded by a municipality. In addition to the contract costs for these fully-funded agreements for police protection, an additional amount is charged to the municipality for administrative costs. A special fund budget is set up for each contract so that expenses and revenues can be tracked individually for each municipality.

Watervliet Township – Two full-time deputies - $ 223,039 expended Niles Township – Seven full-time deputies and one full-time records clerk - $ 902,717 expended New Buffalo Township – Five full-time deputies - $ 598,641 expended Buchanan Township – Deputies for security at the annual Red Bud Track and Trail event – $ 20,088 expended Department of Human Services – One full-time deputy for security - $ 93,837 expended. Parks – Starting in 2012 the Parks Department requested a part time deputy be assigned to Silver Beach during peak hours of attendance. Expenditures of 2016 were $ 27,890. FBI- Violent Crimes Task Force – Several Deputies are assigned to the Violent Crimes Task Force to assist when needed, in addition there normal work hours. The overtime expenses are reimbursed up to a certain monthly amount, which is set annually by the F.B.I. $ 25,534 was expended from this special fund budget in 2016.

Local Units Records – Two part-time transcriptionists are assigned to transcribe the City of BUDGET Bridgman, City of Watervliet and Baroda Lake townships reports. During 2016 $ 21,872 was expended. Court House Security – Eight part-time Deputies provide security for the court house. These Deputies are fully funded by the courts. Expenditures for 2016 were $ 140,280. Boys and Girls Club – In June of 2016 the Sheriff’s Department assigned one full time Deputy to the Boys and Girls club in Benton Harbor. Total expenditures for 2016 were 46,040. Special Teams – These are millage funds which support seven special teams: Emergency Ops $305,449, Haz Mat $ 13,314, Evidence Tech $ 10,316, Tactical Response Unit $ 11,144, Bomb $ 13,803, Dive $ 4,228, Crisis Negotiators $ 1,229, Accident Reconstruction $ 9,114 and Marine Division $ 289,576. Expenditures for 2016 were $658,173.

9 Benton Harbor Summer Patrols – Provide support to local units during summer months. Expenditures for 2016 were $ 108,885. BUDGET Michigan Prisoner Reentry Initiative - In 2010 the Sheriff’s Department also entered into a contrac- tual agreement with Berrien County Michigan Prisoner Reentry Initiative (MPRI) and Michigan Works to do community policing to check on high risk offenders. A sheriff’s deputy partnered with a parole agent and accompanied them to perform routine checks of offenders and their residences. This was fully funded by MPRI and $1,216 was expended in 2016. General fund revenues collected in 2016 totaled $1,144,878. Revenue sources in 2016 for the Sheriff’s Department included payments from TV rental to inmates, inmate commissary sales, reimbursement for housing state prisoners, inmate room and board charges, inmate pay phone usage reimbursement, sheriff’s auction, and charges for various fees such as DNA tests, abandoned vehicle inspections, fingerprinting, sex offender registrations, and photocopying of documents.

The Inmate Accounting Department employs two full-time bookkeepers, who, under the supervision of the Business Manager, maintain incarcerated inmate accounts. This includes money the inmate has upon booking, as well as money that is left by friends INMATE ACCOUNTING or family members. In August 2015, the jail converted to a new software system that enables the public to deposit money for inmates in several ways. They now have the options of mailing in a money order, leaving money via phone, internet, or kiosk in the Haylee Ward Loree Laflex jail lobby. The inmates may now order their commissary over the phone using this new system. This has streamlined the ordering process immensely. Inmates may order hygiene items, snack foods, postage supplies, footwear, and undergarments. A petty cash register in the booking area of the jail is also reconciled daily by the bookkeepers. All inmates are charged a booking fee, as well as a fee for medical visits. This may include a doctor, dentist, or nurse visit. Incarcerated inmates are also charged a lodging fee of $43.00 per day, which, if not collected, is turned over to a collection agency. The Inmate Accounting Department assists other departments in-house by processing deputy overtime payroll, Community Tether payments and overpayments, and inmate medical payments. The bookkeepers assist other county departments and law enforcement agencies with the jail inmate pay phone system, by providing phone records and recordings to be used in investigations and/or court proceedings, and blocking phone numbers of crime victims. They also arrange and prepare former inmates’ property for shipment home to family members after they’ve left for prison.

10 The Records Bureau provides many services to both the public and other law enforcement agencies. Located in the front lobby of the Sheriff’s Department, the Records Bureau fields numerous requests for general information and is the main reception area for anyone visiting the department. The office is responsible for preparing and maintaining all of the police reports and traffic citations for the Sheriff’s Department, Baroda – Lake Township PD, Watervliet City PD, and the Bridgman City PD. The Records Bureau has custody of all jail records – inmate criminal files, mugshots, and fingerprints. Staffing consists of five (5) full-time employees and four (4) part-time employees. The four (4) part-time positions are partially funded by the three other police departments for which our Records Bureau provides service. Kim Biggart Services provided to the public include permits to purchase Niles handguns, recording handgun sales, fingerprinting for concealed weapons permit applications and various types of employment, (such as bank employees, teachers, anyone working with children, and health care providers), criminal background searches, and the release of records and reports under the Michigan Freedom of Information Act of 442 of 1976.

In 2016, the Records Bureau issued 4,566 individual permits to purchase handguns and pistol sales records. This is an increase of almost 25% from 2015. A total of 4,626 individual and dealer handgun purchases were recorded, showing an increase of 24% from 2015. Fingerprinting services were completed for 1,432 Berrien County residents applying Debra Posey for new concealed pistol licenses.

The Records Bureau continues to utilize “Offender Watch” on-line system to better track and maintain data regarding convicted sexual offenders living in Berrien County. Federal guidelines require that all offenders must now report all phone numbers, vehicle information, employment information, e-mail addresses and screen names, etc. A $50.00 fee, payable once a year, is also required. A portion of this fee stays with the County to help cover costs incurred. Offenders may report to either their local agency, the local Sheriff’s Department, or to the Michigan State Police Post. A total of 815 such offenders reported addresses in Berrien Carolyn Fannin County in 2016. Approximately 40% of these offenders report to the Berrien County Sheriff’s Marcie Aurand Department either quarterly, semi-annually, or annually. (not pictured)

The Sheriff’s Records Bureau has seen the implementation of new technology, which has yielded the capability to capture many types of information on various types of crimes. This has helped to keep our RECORDS department on the cutting edge of law enforcement reporting and procedures. The Records Bureau personnel have received highly specialized training in all areas and are very dedicated to providing the highest level of service to the citizens of Berrien County.

12 The Berrien County Jail houses persons at all stages of the criminal process. From those accused of committing a crime and awaiting trial to those convicted who are serving a jail sentence. At times, we also house probation violators, persons wanted by other jurisdictions, parole violators for the Michigan Department of Corrections and juveniles that have been waived into adult court. The jail has a rated capacity of 341 classified inmates along with the newly arrested/detained awaiting their initial court appearance, or S.C. arraignment. On average, the daily number of classified inmates in

The primary responsibility for the Road Patrol Division deputies is to prevent and investigate crimes that occur in the areas they are assigned. In addition to patrol duties, deputies conduct criminal investigations, serve civil process, enforce traffic laws, and respond to emergencies that occur within the county. Cpt. Miller The Berrien County Sheriff’s Office Road Patrol Division continues to provide twenty-four hour police services for our citizens and visitors in the County of Berrien. The Sheriff’s Office Road Patrol division patrolled 622,714 miles in Berrien County during 2016. The Sheriff’s Office Road Patrol once again assisted the City of Benton Harbor with police patrols three days per week (usually the weekends) from May 2016 until September 2016. Sheriff Deputies drove 4205 miles and made 129 misdemeanor arrests, 30 felony arrests, investigated 204 complaints, and assisting the Benton Harbor Department of Public Safety with 57 calls for service. The Benton Harbor Patrols conducted by the Sheriff’s Office also had 288 traffic stops, which resulted in 218 verbal warnings and 143 traffic citations. Sheriff’s Deputies continued to receive strong support from many citizens in the City of Benton Harbor. Deputies also reported hearing many positive comments from people during the summer patrols.

The Berrien County Sheriff’s Office also provided patrols to Silver Beach during the busy weekend hours in 2016. Following a disturbance that occurred at Silver Beach during the Fourth of July holiday in 2015, the Sheriff’s Office increased its patrol for the Fourth of July holiday in 2016.
