ETHIOPIA Humanitarian Access Situation Report April 2019 This report is produced by OCHA Ethiopia in collaboration with humanitarian partners. It covers the period from 1 to 30 April 2019. The next report will be issued on or around 01 June 2019. OVERVIEW The overall operational environment to humanitarian operations in Ethiopia remains permissive. Localized hostilities between the Ethiopian Defense Forces (EDF) and Unidentified Armed Groups (UAGs) as well as between different ethnic groups along regional boundary areas continue to hamper consistent humanitarian access. Most access incidents reported by partners in April are related to armed clashes, localized insecurity, and inter- communal conflict, whereby pocket areas of inaccessibility can affect thousands of people in need. The National Flood Taskforce issued a flood alert in belg-receiving areas of the country and river flows caused by highland rains. Over 5,600 people were displaced by floods in Selti woreda, Selte zone (SNNP region). Ethiopia is currently one of five countries in Africa registering the highest numbers of COVID-19 cases, according to WHO, with a recent rise in the number of positive cases and deaths. COVID-19 Prevention and Response Ethiopia has just received its first shipment of 2.2 million COVID-19 vaccines and is expected to roll out a vaccination campaign prioritizing frontline health worker, individuals with co-morbidities and population aged 55 years and above. UNHCR continues to advocate for the inclusion of refugees, other persons of concern as well as humanitarian workers in national anti- COVID-19 vaccination programmes. Indications are that the Ministry of Health will ensure that refugees and other person of concer n are part of the national vaccination programme. ETHIOPIA 2020 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Ethiopia is a federal republic. The Ethiopian Peoples’ Revolutionary Democratic Front, a coalition of four ethnically based parties, controlled the government until December 2019 when the coalition dissolved and was replaced by the Prosperity Party. In the 2015 general elections, the Ethiopian Peoples’ Revolutionary Democratic Front and affiliated parties won all 547 seats in the House of Peoples’ Representatives (parliament) to remain in power for a fifth consecutive five-year term. In 2018 former prime minister Hailemariam Desalegn announced his resignation to accelerate political reforms in response to demands from the country’s increasingly restive youth. Parliament then selected Abiy Ahmed Ali as prime minister to lead these reforms. Prime Minister Abiy leads the Prosperity Party. National and regional police forces are responsible for law enforcement and maintenance of order, with the Ethiopian National Defense Force sometimes providing internal security support. The Ethiopian Federal Police report to the Ministry of Peace. The Ethiopian National Defense Force reports to the Ministry of National Defense. The regional governments (equivalent to a U.S. state) control regional security forces, which are independent from the federal government. Civilian authorities maintained effective control over the security forces. Members of all security forces committed some abuses. Abiy’s assumption of office was followed by positive changes in the human rights climate. The government decriminalized political movements that in the past were accused of treason, invited opposition leaders to return and resume political activities, allowed peaceful rallies and demonstrations, enabled the formation and unfettered operation of political parties and media outlets, and carried out legislative reform of repressive laws. -

ETHIOPIA Displacement in Benishangul-Gumuz and Oromia regions Briefing note – 15 October 2018 Over 100,000 people fleeing ethnic violence have been displaced in Benishangul- Gumuz (mainly in Kamashi Zone) and Oromia regions (mainly East Wollega and West Wollega zones). There are indications that displacement is rising, though the size of the displaced population is not clear.
