Mapping the Saudi State, Chapter 7: The Destruction of Religious and Cultural Sites I. Introduction The Ministry for Islamic Affairs, Endowments, Da’wah, and Guidance, commonly abbreviated to the Ministry of Islamic Affairs (MOIA), supervises and regulates religious activity in Saudi Arabia. Whereas the Commission for the Promotion of Virtue and the Prevention of Vice (CPVPV) directly enforces religious law, as seen in Mapping the Saudi State, Chapter 1,1 the MOIA is responsible for the administration of broader religious services. According to the MOIA, its primary duties include overseeing the coordination of Islamic societies and organizations, the appointment of clergy, and the maintenance and construction of mosques.2 Yet, despite its official mission to “preserve Islamic values” and protect mosques “in a manner that fits their sacred status,”3 the MOIA is complicit in a longstanding government campaign against the peninsula’s traditional heritage – Islamic or otherwise. Since 1925, the Al Saud family has overseen the destruction of tombs, mosques, and historical artifacts in Jeddah, Medina, Mecca, al-Khobar, Awamiyah, and Jabal al-Uhud. According to the Islamic Heritage Research Foundation, between just 1985 and 2014 – through the MOIA’s founding in 1993 –the government demolished 98% of the religious and historical sites located in Saudi Arabia.4 The MOIA’s seemingly contradictory role in the destruction of Islamic holy places, commentators suggest, is actually the byproduct of an equally incongruous alliance between the forces of Wahhabism and commercialism.5 Compelled to acknowledge larger demographic and economic trends in Saudi Arabia – rapid population growth, increased urbanization, and declining oil revenues chief among them6 – the government has increasingly worked to satisfy both the Wahhabi religious establishment and the kingdom’s financial elite. -

Having recently joined the Council as Chief Executive Officer, it is my honor to represent you all and recognize our Co-Chairmen Mr. Abdallah Jum’ah, Chairman, The Saudi Investment Bank, and Mr. Steve Demetriou, Chairman and CEO, Jacobs Engineering Group Inc. I want to thank you as well as my colleagues for a warm and productive welcome. When I joined the Council in December 2019, I found a strong organization that had a very active and productive year. Throughout 2019, the Council organized numerous executive networking events, business roundtables, two trade missions, among other activities. This year marks the 75th anniversary of the historic meeting between U.S. President Franklin D. Roosevelt and H.M. King Abdulaziz Al-Saud, an especially significant date to me, my family, and the Business Council. This meeting, aboard the U.S.S. Quincy, became the formal establishment of diplomatic relations between our two great nations. We share a very special bond in not only business and commerce, but also history and friendship. (Agip KCO), a consortium of eight leading oil companies, is active in the northern Location Northern section of Caspian Sea section of the Caspian Sea. The gas and oil Period 2003 - 2005 reserves in this area were mapped out in 1998 and 1999. To allow for their exploitation, Boskalis Contractor Boskalis Archirodon VOF (BAVOF ) International has created an artificial island measuring 225 x 225 meters, and underwater berms, for Agip KCO. Four years later, the time is ripe for the construction of the drilling island and ice barriers. Once they are in place, Agip KCO can start to extract and distribute the oil reserves. PROJECT SPECIFICATIONS Boskalis Archirodon VOF (BAVOF) specializes in the construction of marine infrastructure. The company has extensive experience with the execution of complex multidisciplinary projects, both maritime and offshore. So it is a highly suitable partner for the construction of an offshore drilling island and ice barriers. This project in the Caspian Sea involved the construction of two A corridors. One with a total length of 450 meters and 20 meters wide, and the other measuring A Location map more than 550 meters. Saudi-Yemen Airspace Update written by David Mumford | 17 March, 2021 Houthi drone and missile attacks on targets in Saudi Arabia are increasing. These continue to be a persistent threat to ops to Saudi airports, and for overflights of the OEJD/Jeddah FIR. The most significant risk is in the south of the country along the border with Yemen, but OERK/Riyadh and OEJN/Jeddah airports have also been targeted several times over the past year. OEJN/Jeddah Airport closed temporarily on March 7 following multiple attempted drone attacks. Saudi media reported dozens of drones were intercepted in their airspace, and the US Embassy also issued a statement. OERK/Riyadh Airport was targeted in June 2020 and again in October. Much of the information comes from state media and cannot always be independently verified. Back in 2017, a New York Times investigation suggested that at least one of the most high-profile attacks from that year may not have been “shot-down” or intercepted by Saudi defense systems at all. Saudi Arabia Airspace Risk Long-standing airspace warnings are in place for Saudi Arabia, although the US has not issued any so far. Germany and Canada warn of a risk to landing anywhere in the country, but particularly along the border with Yemen in the southwest part of the OEJD/Jeddah FIR. France has issued similar advice, with the specific warning not to operate to OEAB/Abha, OEGN/Jazan, OENG/Nejran, OESH/Sharurah, OEWD/Wadi Al Dawasir and OEBH/Bisha airports.
