Appendix AA:: Funding for new Traffic Regulation Orders

It is acknowledged that all requests for a parking restriction will carry some form of merit and may be beneficial to the particular area. The requests will be submitted for a variety of reasons and depending on the circumstance will be considered as a high or low funding priority to the Partnership. As the amount of funding available becomes limited it is the intention of the policy to provide a criteria, which if met, will be considered a high priority scheme for the Partnership and therefore stand a greater chance of receiving the available funding. Schemes that do not meet all the criteria can still be considered, agreed and progressed by the Joint Committee, but schemes with a higher priority will take precedence. All schemes will be subject to available funding.

There is currently sufficient funding for all the new requests in this report.

1.1.1. The Drive, Three requests have been received to extend the existing 8 metre length of junction protection (double yellow lines) to 20 metres in order to improve the sight lines.

A Technician has made several visits and consistently 6 – 7 vehicles have been observed parked in line 8 metres north of its junction with Malting Villas Road. The location of these vehicles does inhibit sight lines for on-coming vehicles in either direction. It is believed the parked vehicles belong to commuters and not residents.

The request was originally returned to County Council in February 2013 as it was considered to be a safety issue, no further communication received at that time.

The latest request has been assessed by Essex County Council and it does not meet their safety or congestion criteria. In addition there have been no recorded accidents at this location.

The request does not meet the South Essex Parking Partnership policy criteria for providing parking restrictions, however Council Officers have recommended the matter is placed before the South Essex Parking Partnership Sub Committee for funding to progress an amendment to the Traffic Regulation Order.

A scheme has been costed to provide the required Traffic Regulation Order and progress to formal consultation. It is estimated at £1100 - £1300.

2.2.2. Hutton Road, ShenfieldShenfield,, Brentwood Local Ward Councillors have requested that all residential driveways, currently within a permitted parking place (Limited Waiting), are protected by a double yellow line to stop vehicles blocking residents’ driveways.

In order to provide the above request, each parking place will need to be signed. This will lead to a new post & plate for each parking place.

The Lead Councillor has recommended the matter is placed before the South Essex Parking Partnership Sub Committee for funding to progress an amendment to the Traffic Regulation Order.

SEPP Policy ––– 7.7 Obstruction of driveway (difficulty getting on and of driveway)

• If a vehicle is parked across an approved dropped kerb and obstructing the driveway a Civil Enforcement Officer (CEO) can issue a Penalty Charge Notice (PCN) for obstruction of a dropped kerb , provided the vehicle is not parked in a designated parking place. Enforcement of this type will only take place if the resident of the property reports the obstruction to the SEPP. • A white H bar marking can be placed on the highway indicating the access to the driveway. This type of marking is advisory only. The SEPP will offer this option to residents – it is optional and is chargeable to the customer. • In all cases is the responsible authority to deal with obstructions of the highway and have the necessary powers to remove vehicles that are considered to cause an obstruction.

Please note the above does not apply in this instance because the Local Authority have deemed it to be a parking place from Monday to Friday between the hours of 8am to 6pm (Waiting is limited to 1 hour, no return within 3 hours).

Some of the residential driveways within the parking place have been marked out with a white H-Bar road marking.

A scheme has been costed to provide the required Traffic Regulation Order and progress to formal consultation. It is estimated at £3500 - £4000.

3.3.3. York Road, ShenfieldShenfield,, Brentwood Local Ward Councillors have requested an extension to the existing junction protection (double yellow lines) to include the bend to improve sight lines.

The request has been assessed by Essex County Council and it does not meet their safety or congestion criteria. In addition there have been no recorded accidents at this location.

The request does not meet the South Essex Parking Partnership policy criteria for providing parking restrictions, however the Lead Councillor has recommended the matter is placed before the South Essex Parking Partnership Sub Committee for funding to progress an amendment to the Traffic Regulation Order.

A scheme has been costed to provide the required Traffic Regulation Order and progress to formal consultation. It is estimated at £1100 - £1300.

4.4.4. Fordson Road, Fordson Road is a short cul-de-sac comprising eight residential dwellings, situated off Road and is adjacent to a Mini Cooper and BMW dealership.

Following a complaint from a resident and MP that workers from local businesses are parking all day in Fordson Place the South Essex Parking Partnership carried

out an informal consultation with all residents to seek their views on providing a resident permit parking scheme or a single yellow line parking restriction.

The results of the informal consultation are:- Number of properties = 8 Number of responses = 7 Number in favour of a resident permit parking scheme = 6 Not in favour of a resident permit parking scheme = 1 Number if favour of a single yellow line = 1 Number not in favour of a single yellow line = 1

It has been agreed with the Lead Councillor and Lead Officer to cost a scheme for funding.

A scheme has been costed to provide the required Traffic Regulation Order and progress to formal consultation. It is estimated at £1300 - £1500.

The scheme will provide permit holder parking only from Monday to Saturday between the hours of 8am to 6pm. It is also advisable to include junction protection at the design stage, to include the island.

SEPP Policy ––– 7.4 Commuter parking in a residential street (prefe(preferredrred parking)

• The parking by non-residents must be sufficiently severe to cause serous inconvenience to residents - met • The preferred traffic management solution for parking issues in residential areas is the introduction of a residents parking scheme – met • The majority of residents have no off-street parking facilities available to them – not met • The majority of residents are in favour of such a scheme – met • The introduction of a scheme would not cause unacceptable problems in adjacent roads – not met; it may displace the parked vehicles onto Colchester Road. • The Partnership is satisfied that a reasonable level of enforcement can be maintained – met, there are existing parking restrictions in the vicinity.

5.5.5. Hill View Road, Chelmsford In July 2014 the South Essex Parking Partnership received a petition signed by 77 residents requesting the single yellow line parking restriction is replaced with a resident permit parking scheme, to deter student, university staff and local workers parking. The single yellow line currently operates from Monday to Friday between the hours of 11am to Noon on one side of the road and 2pm to 3pm on the other side. Owners return to their vehicles and move them to the opposite side of the road.

Following receipt of the petition, the South Essex Parking Partnership carried out an informal consultation with all residents of Hill View Road to seek their view on changing the current parking restriction to a permit scheme operating from Monday to Friday between the hours of 8am to 6pm.

The results of the informal consultation are:- Number of properties = 118 Number of responses = 99 Number in favour of changing to a permit parking scheme = 81 Number in favour of keeping the existing single yellow line = 18

Please note of the 81 in favour of the change, 68 want the scheme to include Saturday.

It has been agreed with the Lead Councillor and Lead Officer to cost a scheme for funding.

A scheme has been costed to provide the required Traffic Regulation Order and progress to formal consultation. It is estimated at £4500 - £5000.

The scheme will provide permit holder parking only from Monday to Saturday between the hours of 8am to 6pm.

6.6.6. Walden House Road j/w Goat Lodge LaneLane,, Great Totham, In 2012 Great Totham Primary School requested additional parking restrictions in the vicinity of the school. Essex County Council assessed the request and it did not meet their safety and congestion criteria, subsequently the matter was referred to the South Essex Parking Partnership for consideration.

The request did not meet the South Essex Parking Partnership criteria for providing parking restrictions. The matter was then referred to Council and the Parish Council, funding has not been secured to progress the request.

In September 2014 the Head Teacher wrote to the Parking Partnership Manager, the school have agreed to fund a proposal to provide junction protection (double yellow lines) in Catchpole Lane and Goat Lodge Road. Double yellow lines at this point will make the crossing of young children and their families to and from school so much safer.

7.7.7. America Street, Maldon America Street is a cul-de-sac comprising 14 dwelling and is adjacent to Maldon Council Offices. Part of the road has a prohibition of waiting (single yellow line) operating from Monday to Saturday between the hours of 8am to 6pm, and the remainder of the road is unrestricted.

The South Essex Parking Partnership received a petition signed by 13 of the 14 households, requesting the road becomes resident permit parking, to deter all day non-resident parking.

It has been agreed with the Lead Councillor and Lead Officer to cost a scheme for funding.

A scheme has been costed to provide the required Traffic Regulation Order and progress to formal consultation. It is estimated at £1300 - £1500.

The scheme will provide permit holder parking only at all times.

8.8.8. Orchid Place, Poplar Close, The Laurels, Tythe Barn WayWay,, Manor Road (part), , Chelmsford At the request of South Woodham Ferrers Town Council, the South Essex Parking Partnership carried out an informal consultation with residents in many roads near to the railway station to seek their views on providing a single yellow line parking restriction or a resident permit parking scheme, to deter commuter parking.

The Town Council have requested the following parking restrictions to be considered by the South Essex Parking Partnership for funding – 1. Orchid Place, Poplar Close, Tythe Barn Way & The Laurels – prohibition of waiting (single yellow line) operating from Monday to Friday between the hours of 10am to 11am on one side of the road and 2pm to 3pm on the other side; and 2. Manor Road (fronting nos. 2-8 & 3-9, and the side of no.2 Chase Drive) - prohibition of waiting (single yellow line) operating from Monday to Friday between the hours of 10am to 11am on one side of the road and 2pm to 3pm on the other side; and 3. The Chase junction with Manor Road – prohibition of waiting (double yellow lines) operating at all times, to include opposite its junction with Manor Road; and 4. Station Approach is a private road. The Town Council have requested this is included. However, in order to progress this it requires 100% agreement from all residents who have part ownership of the land. A further informal consultation was carried out with the eleven properties. Seven responded of which five would like to see parking restrictions implemented and two do not want parking restrictions. It is recommended not to include this road for parking restrictions.

A scheme has been costed to provide the required Traffic Regulation Order and progress to formal consultation. It is estimated at £4000 - £4500.

SEPP Policy ––– 7.4 Commuter parking in a residential street (prefe(preferredrred parking)

• The parking by non-residents must be sufficiently severe to cause serous inconvenience to residents - met • The preferred traffic management solution for parking issues in residential areas is the introduction of a residents parking scheme – not met, the results of the informal consultation show the majority in favour of a single yellow line parking restrictions, similar to nearby roads. • The majority of residents have no off-street parking facilities available to them – not met • The majority of residents are in favour of such a scheme – met for the proposed roads. • The introduction of a scheme would not cause unacceptable problems in adjacent roads – not met; it is likely that the introduction of parking restrictions in the proposed roads will displace those parked vehicles to other roads. • The Partnership is satisfied that a reasonable level of enforcement can be maintained – met; there are existing parking restrictions in nearby roads.

9.9.9. Warley Hill, Brentwood Following a site meeting with local Councillors, Lead Councillor and Tesco representatives it has been requested that the current single yellow line outside the Tesco store is changed to a double yellow line to deter parking on the main road.

The proposal is being funded by Tesco. Request for Technician’s to proceed with the required Traffic Regulation Order.

10. Harold Gardens, WhitWhiteeeellllaaaandsnds Close and Ethelred Gardens, RunwellRunwell,, Wickford. The South Essex Parking Partnership received separate petitions from the residents of Ethelred Gardens and Harold Gardens requesting similar parking restrictions to those recently introduced in Athelstan Gardens and surrounding roads. Displaced commuter parking has occurred since the introduction of parking restrictions in nearby roads.

The Ethelred Gardens petition had 61 signatures (39 = Ethelred Gardens, 13 = Merlin Way & 9 = Carruthers Drive) and Harold Gardens had 63 signatures (58 = Harold Gardens, 2 = Athelstan Gardens, 1 =Mount Road, 1 = Runwell Road & 1 = Rettendon View).

Following receipt of the petition the South Essex Parking Partnership carried out and informal consultation with all resident living in the roads listed below to seek their view on the Partnership offering either a resident permit parking scheme or a single yellow line parking restriction. The results are listed below -

It has been agreed with the Lead Councillor and Lead Officer (Chelmsford and Basildon) to cost a scheme for funding for those roads that meet the SEPP criteria, namely Harold Gardens, Whitelands Close and Ethelred Gardens.

A scheme has been costed to provide the required Traffic Regulation Order and progress to formal consultation. It is estimated at £7000 - £8000.

The scheme will provide a prohibition of waiting (single yellow line), operating from Monday to Friday between the times of 10am to 11am, similar to Athelstan Gardens and surrounding roads.

11. St Charles Road, Brentwood St Charles Road is a cul-de-sac off Weald Road. Part of Weald Road and other nearby roads have permit parking from Monday to Saturday between the hours of 9am to 6pm. Earlier this year the South Essex Parking Partnership received a petition signed by 35 residents of St Charles Road requesting the resident permit scheme is extended to their road, to deter all day commuter parking.

Following receipt of the petition the South Essex Parking Partnership carried out an informal consultation with all residents living in St Charles Road to seek their view on the Partnership offering a resident permit parking scheme. The results are listed below –

The County Councillor for Brentwood South requested the South Essex Parking Partnership carry out an informal consultation with all residents of Hampden Crescent to seek their view on the Partnership offering a resident permit parking scheme, to deter commuter and local shop-worker parking. The results are listed below –

Earlier this year the South Essex Parking Partnership received a petition signed by 18 residents of Southall Road requesting a one hour parking restriction, to deter all day non-resident parking.

Following receipt of the petition the South Essex Parking Partnership carried out an informal consultation with all residents living in Southall Road to seek their view on the Partnership offering either a resident permit parking scheme or a single yellow line parking restriction. The results are listed below –

14. Goodier Road, Ridgewell Avenue & Riddiford Drive, Chelmsford Part of Ridgewell Avenue and Riddiford Drive is permit parking from Monday to Friday between the hours of 10am to 11am, to deter commuter parking. The remainder of both roads and Goodier Road is unrestricted.

Following concerns raised by a resident of Goodier Road that their road is suffering from all day commuter parking the South Essex Parking Partnership informal consultation with all residents of Goodier Road and parts of Ridgewell Avenue and Riddiford Drive to seek their view on the Partnership offering a resident permit parking scheme, to deter commuter parking. The results are listed below –

It is acknowledged that the majority of commuter parking occurs at the southern end of Goodier Road, however if parking restrictions are only provided in part of the road it will displace the commuter parking to those sections left unrestricted. It is recommended a scheme will include all of the above roads or parts of roads.

It has been agreed with the Lead Councillor and Lead Officer to cost a scheme for funding.

A scheme has been costed to provide the required Traffic Regulation Order and progress to formal consultation. It is estimated at £2000 - £2500.

The scheme will provide a prohibition of waiting from Monday to Friday between the hours of 10am to 11am.

15. Wallace Crescent, Fraser Close, Moulsham Chase, Regal Close, Langdale Gardens, Van Diemans Lane & Amcotes Place, Chelmsford

In July 2013 the South Essex Parking Partnership received, via Essex County Council a petition signed by 101 residents of the above roads requesting parking restrictions to deter student, commuter and local-worker parking.

Following receipt of the petition, the South Essex Parking Partnership carried out an informal consultation with all residents of the above roads to seek their view on providing a resident permit parking scheme.

It is acknowledged that not all of the above roads suffer from commuter parking, however if parking restrictions are only provided in some roads, or parts of a road, it will displace the commuter parking to those sections left unrestricted. It is recommended a scheme includes all of the above roads.

16. Hutton Mount, Brentwood ––– Herington Grove, Greenway & Mount AvenAvenueueueue

The above roads are “private streets” and are not maintained at public expense; however, all three roads currently have a parking restriction (single yellow line) which operates from Monday to Friday between the hours of 9am to 5pm. Hutton Mount Ltd, the managing agents for the estate have requested the South Essex Parking Partnership amend the parking restrictions to include a Saturday and

Sunday, 11am to Noon, parking restriction to deter shoppers using these roads to park when travelling by train to London. Additionally Hutton Mount Ltd would like the current parking restrictions in Mount Avenue extended to its junction with Hillwood Grove.

The estimated cost of providing the necessary Traffic Regulation Order, new signage and additional yellow lines, plus more signage to the existing restriction is £9000 - £9500. The South Essex Parking Partnership will not fund this request.

Hutton Mount Ltd has agreed to fund the initial proposal (the publication), estimated at approximately £750, to gauge what objections are received during the formal consultation period. If there are no, or a minimal number, of objections and the proposal is to proceed, then Hutton Mount Ltd will fund the remainder of the work.

The request is for the Sub Committee to agree Technician time on the above proposal.

17. South Beech Avenue, West Beech Avenue, West Beech Close & Little Oak Mews, Wickford, Basildon.

In September 2014 the SEPP received a petition signed by the majority of residents of West Beech Avenue and West Beech Close requesting a resident permit parking scheme, operating from Monday to Saturday from 10am to 11am, to deter all day non-resident parking.

Following receipt of the petition, the South Essex Parking Partnership carried out an informal consultation with all residents of the above roads to seek their view on providing a resident permit parking scheme.

18. Larchwood Gardens and Broomwood Gardens, Brentwood.

A Ward Councillor has requested junction protection (double yellow lines) at its junction with Broomwood Gardens to improve sight lines.

The request has been assessed by Essex County Council and it does not meet their safety or congestion criteria. In addition there have been no recorded accidents at this location.

The request does not meet the South Essex Parking Partnership policy criteria for providing parking restrictions, however the Lead Councillor has recommended the matter is placed before the South Essex Parking Partnership Sub Committee for funding to progress an amendment to the Traffic Regulation Order.

A scheme has been costed to provide the required Traffic Regulation Order and progress to formal consultation. It is estimated at £1200 - £1500.

19. Knightsbridge Walk, Hares Close, Atridge Close & Ricketts Drive, .Billericay ... Following complaints from residents, about all day non-resident parking the South Essex Parking Partnership carried out an informal consultation with all residents living in the above roads to seek their view on the Partnership offering either a resident permit parking scheme or a single yellow line parking restriction. The results are listed below –

The scheme will provide a ‘tidal’ no waiting Monday to Friday 10am to 11am parking restriction on one side of the road and no waiting 2pm to 3pm the other side.
