County Assembly of Kilifi February 18, 2014 COUNTY ASSEMBLY DEBATES 1 COUNTY ASSEMBLY OF KILIFI THE HANSARD Tuesday, 18th February, 2014 The Assembly met at the County Chambers, Malindi Town, at 2.30 p.m. [The Deputy Speaker (Hon. Mwambire) in the Chair] PRAYERS COMMUNICATION FROM THE CHAIR HOUSE BUSINESS The Deputy Speaker (Hon. Mwambire): Liason Committee members will have some communication on Thursday afternoon. We shall have an address from the Governor and before that time we are supposed to be at the Assembly at exactly 10 a.m. for a Kamkunji and later on go for lunch with the Governor before the afternoon session. All members of different committees who might have tasks on that day; all the work of the committees on Thursday has been suspended for that event, and again on Friday we have received an invitation that at 2 p.m. we are going to have a meeting with the Governor at Kilifi Bay. Again, all deliberations which are supposed to be undertaken by all the committees stand to be suspended for that function. We are aware that the committee on Transport and Public Works will be travelling for benchmarking outside the Country. We expect them to attend the Friday meeting with the Governor at Kilifi Bay but they should be prepared because thereafter they will required to spend the night in Mombasa so that they can catch their flight. I think they understand well if I put it that way. Please observe those issues. Again after the adjournment we are going to have about 10 minutes ‘Kamkunji’ so members will remain to deliberate on a few issues leaving. Mr. Clerk, messages? February 18, 2014 COUNTY ASSEMBLY DEBATES 2 MOTION ERECTION OF BUMPS Hon. Mlanda: Mr. Speaker Sir, I rise to move the following Motion: AWARE THAT within the Kilifi Highways and Roads many accidents have happened, injuring and killing hundreds of people. Aware that part of these roads has some bumps erected such as Mombasa-Malindi road, Mombasa-Marikani, Mazeras-Kaloleni road. Noting that, along the roads, the bumps erected are very few and we have trading centers without bumps where accidents happen every month such as; Gede- Malindi road: Kizingo stage, Msabaha Trading Centre stage, Kwa Abudu Trading Centre, Kijiwe Tanga Trading Centre stage, Thalatha Meli Trading Centre and Kwa Chocha stage. If we come to the Malindi- Lamu road we need bumps at Gongoni stage, Marereni stage, Msumarini stage and Kanagoni stage. When we take the road from Kaloleni to Mazeras or Mazeras to Kaloleni, we need bumps at Mekingi, Bondora, Makini, Mukapuni, Shika Adabu and Mwanguta stages. We have the Kilifi road at Kwa Chokwe; we have the Kituoni stage, Kadenge Fujo, Malindi road. When you come to Mombasa- Nairobi Highway, we have Marikani District Hospital gate where we need a bump. And when we come to Marikani- Kaloleni road we need bumps at Brilliant, Kaloleni Matatu stage, and Kavinautu stage. Further aware, that the bumps are of paramount importance to reducing further accidents, this Assembly urges the County Executive member in charge of Roads, Transport and Public Works to make sure the bumps are built, signboards erected and coloured appropriately at the same areas to avoid further injuries and loss of the lives of our people within the Highways and Roads of Kilifi County. Mr. Speaker Sir, so many accidents have happened within these roads. It is just last month, Mr. Speaker; within Malindi-Watamu Road we witnessed a very ugly accident at around 8 o’clock in the evening. Mr. Speaker, to avoid such accidents, the committee of roads decided to bring this Motion to avoid further loss of lives of our people. Mr. Speaker, I now call upon Hon. Bakari to second this very important Motion. Thank you. The Deputy Speaker (Hon. Mwambire): Yes, a seconder please. Hon. Bakari: Thank you Mr. Speaker. I stand to second. The Deputy Speaker (Hon. Mwambire): Hon. Members, may I take this opportunity to propose the question that this County Assembly adopts the Motion as tabled by Hon. Stephen Bahati Mlanda. So if any member has any contributions; please make any contributions or amendments since this is the right time. Yes Hon. Hamza. Hon. Hamza: Thank you Mr. Speaker Sir. I wish to make amendments on this Motion. We have seen the roads which have been highlighted here but I should say they have been selectively noted and there are some very crucial roads that have been omitted. February 18, 2014 COUNTY ASSEMBLY DEBATES 3 I therefore like to add the following roads to be in incorporated in the list. We have the Mambrui stage, Mjanaheri, Misufini, Makaburini. We have Kaembeni, Magarini, Ngandu, Jeys and Beach. The Deputy Speaker (Hon. Mwambire): Hon. Hamza please, guide us in a way that you inform us where we need to delete and add, so that we can go as per the Standing Orders. Hon. Hamza: These are roads found within Magarini road. We have only one road that I have included here which is found along Watamu road, which is Dongokundu Road. The rest are found within the Malindi- Magarini Highway. The Deputy Speaker (Hon. Mwambire): Hon. Hamza, I think the memo requires that you meet either the Clerk or the Speaker before the sitting. Read from paragraph 1 and highlight the amendment that you have made as a proposal so that we can go as per paragraphs. Hon. Hamza: From paragraph 1 1 wanted to change the wording. There is a sentence on line 4; actually noting that along the roads the bumps erected are few and we have trading centers without bumps where accidents happen every month. I wish to move the amendment on that word ‘few’ and put ‘insufficient’ because it is the work of this house to ensure it worked to the sufficiency as to the number, thereby when we say ‘few bumps’ that means we need ‘as many as possible.’ We need to have many bumps and what I believe is that we want to have sufficient bumps not many bumps, so contrary to that I should say we should use the word ‘insufficient’ instead of ‘few.’ In addition, paragraph 2 we have Gede-Malindi road, we have Kizingo stage, Msamaha Trading Centre stage, Kwa Abudu Trading Centre, Kijiwetanga Trading Centre stage, Thalathameli Trading Centre and Kwa Chocha stage. We have the addition of Dongo Kundu stage. I suppose we are together. In Paragraph 4 we have the Kilifi Kwa Chokwe, we have the addition there, Kituoni, Kadenge Fujo, my road, and we have the addition of all the tarmac roads next to schools which should be marked with zebra-crossing. That is the additional or rather the amendment that I have made so far. The Deputy Speaker (Hon. Mwambire): Any member to second the amendments? Yes Hon. Sadi. Hon. Sadi: I stand to support the amendment although I wanted to add something. The Deputy Speaker (Hon.Mwambire): Are you seconding the amendment or you are making another amendment? Hon.Lali: I want to add something.On paragraph 2, in Kilifi Kwa Chokwe, Kituoni, Kadenge fujo and NYB Road, it should start at Tusky’s junction, we should have a bump, there are so many accidents happening just after the Kilifi Bridge. The Deputy Speaker (Hon.Mwambire): Thank you. Honorable Members let us just go by the Standing Orders, where we have received some amendments which we have to second them, probably read through the amended question so that we can make contributions to adhere. Further AWARE THAT the bumps are of paramount importance to reducing further accidents, this Assembly urges the Executive member in charge of Roads, Transport and Public Works to make sure the bumps are built, sign boards are erected and coloured appropriately at the said areas to avoid further injuries and loss of the lives of our people within the Highways and Roads of Kilifi County.
