ACADEMIC SENATE, SAN DIEGO DIVISION REPRESENTATIVE ASSEMBLY OCTOBER 29, 2013 MINUTES

Chair Pogliano called the meeting to order. A quorum was present (see attached attendance sheet), as were other Academic Senate members and guests. Chair Pogliano welcomed members and guests to the first regular meeting of the 2013-2014 academic year and introduced herself and Vice Chair Gerry Boss to those present. She thanked Professor Gerald Mackie from the Department of Political Science for serving as Parliamentarian for the Assembly this year. Chair Pogliano thanked Academic Senate staff members who provide support for the Assembly: Ray Rodriguez, Director of the Academic Senate Office, Julia Partridge, Senior Analyst and Assembly Recorder, and Trevor Buchanan, Programmer Analyst. Chair Pogliano reviewed the Academic Senate Bylaws governing the privilege of the floor and voting.

MINUTES OF MEETING OF MEETING OF MAY 21, 2013

The minutes of the meeting of May 21, 2013 were approved as distributed.

ANNOUNCEMENTS BY THE CHAIR OF THE DIVISION

Chair Pogliano explained that the San Diego Division and its committees review issues generated by Senate committees and members, and also respond to requests from the systemwide Academic Council, the Office f the President, and local campus administration.

Performance Metrics - At the systemwide level, the University of California is working on developing performance metrics that have been requested by the California Legislature and Governor Brown. There is a proposal to tie funding to these accountability metrics. It is expected that these metrics will include the costs of education and time to degree, among others.

Budget – The University of California has a stable budget outlook for the next few years, and will have some flexibility in the short term. In the long term, rising costs and a limited revenue streams provide challenges. Governor Brown would like the University of California to maintain the current tuition level for a number of years. In the long term, the University of California and its campuses will need to be creative in finding new ways to streamline efforts and produce new revenue streams.

New UC President – President Janet Napolitano has been in office for about a month, and has met with faculty members and Senate leadership at various campuses, including UCSD. She is examining the Office of the President’s budget, and would like departments to prioritize functions.

ANNOUNCEMENTS BY THE EXECUTIVE VICE CHANCELLOR

Chair Pogliano announced that Chancellor Khosla is unable to attend the Representative Assembly meeting, but Executive Vice Chancellor (EVC) Subramani will be providing Assembly with an update on strategic planning on campus.

EVC Subramani explained that Divisional strategic plans were received by the Chancellor in June. He and the Chancellor are currently working on a document with the help of consultants and input from the campus community that describe the University’s mission value statements. There are campus initiatives affecting research, education, faculty, community, and service. Instead of asking individual teams to identify what needs to be done with respect to each of the initiatives, the initiatives have been grouped into three broad categories. A workgroup on education, including undergraduate and graduate education, student satisfaction, student needs, etc, has been established. This group will provide a progress report to the Chancellor regarding what has been accomplished and what needs improvement. The second workgroup is asking divisional deans and academic vice chancellors to look for common threads that echo through unit-level plans to try to figure out what research themes the different unit- level plans can be categorized under. For example, one of these themes could be protecting the planet and Representative Assembly Minutes 2 October 29, 2013 sustainability. This workgroup will also examine whether these themes capture certain principles that resonate through various areas of the university. The Administration will then communicate these themes to the community during a capital campaign. A third workgroup is a standing committee that will be established with input from the Senate and the Administration. This workgroup is expected to be a forum through which students, faculty, and staff can provide input to the strategic process if they do not agree with certain aspects of the process. This group will research the issue and provide a report to the Chancellor’s Cabinet. This workgroup is not charged to take action unless a member of the campus community brings a problem or improvement suggestions to its attention.

Chair Pogliano thanked EVC Subramani for his presentation.

ANNOUNCEMENTS BY THE ASSOCIATE VICE CHANCELLOR FOR ACADEMIC PERSONNEL AND RESOURCES

Chair Pogliano announced that AVC William Hodgkiss will provide the Assembly with an update on the Innovative Learning Technology Initiative (ILTI).

AVC Hodgkiss explained that the initiative was established in January 2013 in response to the Regents’ and Governor’s interest in technology enhanced education. The goal is to increase access to high demand undergraduate courses at the UC and reduce students’ time to degree. $10M dollars were allocated for this initiative in 2013-2014, and similar funding is expected in the next two years.

AVC Hodgkiss explained that “online courses” does not necessarily mean MOOCs (Massive Online Open Course). To the University of California, an “online course” can be a fully online (asynchronous) course, or a hybrid course that puts course material online, with course time spent on working out problems or lecture. The initiative is trying to create 50 of these classes per year for systemwide consumption. These courses are expected to be available across campuses. The Office of the President (UCOP) has agreed to support this effort.

Departments participating in the initiative will guarantee that the course will be offered two or more times a year for the next three years if the UCOP will fund the course. The campuses will discuss a shared revenue plan for the long run. UCOP will ensure that students know about courses at other campuses that are available to them. There will be a systemwide database of multi-campus classes along with an electronic cross-campus enrollment and grading system that will be available to students at the different campuses. The initiative will be evaluated based in part on whether courses are meeting the objectives of the program and reducing time to degree.

AVC Hodgkiss encouraged faculty members to apply. Resources for course development will be negotiated on an individual basis after review of a proposal, which should state what resources a faculty would need for course development, including summer salary, teaching assistant support, and/or course relief.

The program is intended to be focused on UC undergraduates to lessen time to degree. In addition to the ILTI, UCSD is planning a local program that will be focused on UCSD students.

Chair Pogliano thanked AVC Hodgkiss for his comments. She noted that a faculty member may apply to the ILTI and submit the course for approval through the regular Senate process simultaneously.

ANNOUNCEMENTS BY THE DEAN OF SOCIAL SCIENCES

Chair Pogliano welcomed Dean Jeff Elman to the meeting and asked him to provide the Assembly with an update on online and technology enhanced learning at UCSD.

Dean Elman noted that online and technology enhanced learning is spurred by a variety of factors, including the growth in the number of students who are going to college and the needs of new segments of the population who Representative Assembly Minutes 3 October 29, 2013 are either attending college for the first time or returning to college. Types of online courses that have been developed or will be developed include: • MOOCs – these courses are free online courses offering no course credit. The student attrition rates in these courses are high. This format may be useful in offering a taste of a field to students, but will not solve the problem of access and affordability. • Online courses for credit – there is a lot of potential in this format, but there are many challenges to offering classes completely online. Effective assessment is just one of these challenges. • Hybrid classes – students and faculty will both need to become more familiar with this type of course. • College preparatory courses. • Job skills courses • Professional courses offered online for credit.

Dean Elman explained that many of the UCSD faculty who are interested in technology enhanced learning are interested in the hybrid approach. Some faculty have partnered with companies like Coursera to offer either hybrid courses or MOOCs. Dean Elman also mentioned other online education initiatives and platforms that UCSD has been looking into.

Dean Elman noted that there are many opportunities to lead in the area of online education. Technology is allowing faculty who are interested to develop new approaches to teaching, and allows students to personalize their learning experience. Dean Elman encouraged faculty to be experimental with platforms, and emphasized the importance of faculty leadership in these new initiatives.

ANNOUNCEMENTS BY THE CHAIR OF THE DIVISION – HEALTHCARE CHANGES

Chair Pogliano announced that many changes have been made to UCSD’s health insurance plans this year; some plans will be discontinued, and new plans will be debuted. She noted that employees who are signed up for a plan that will be discontinued will be automatically be reassigned to another plan if no action is taken during Open Enrollment and urged faculty members to be proactive in learning about the scheduled changes.

In the discussion that followed, Assembly members expressed dissatisfaction with the difficulty in determining what changes will be made and asked if the Open Enrollment period could be extended. Members asked why there did not seem to be any faculty consultation prior to the implementation of these changes. Assembly members agreed that a resolution should be sent to the Office of the President to express concern over the changes in healthcare coverage.

An Assembly member moved that the following resolution be adopted in response to the changes in healthcare coverage:

The San Diego Division of the Representative Assembly would like to express its dismay over the process by which changes to the healthcare plans were developed with little campus consultation. We would like to request a review of the process and a guarantee that the process will not be repeated. In addition, we would like to see a list, by November 8, of benefits that have been lost, and the opportunity for employees to make changes to their healthcare coverage at a later time.

The motion was seconded. Discussion ensued. Some members noted that the resolution may not have any effect on the coverage changes this year. Others expressed concern over the process and lack of information regarding these changes. Chair Pogliano agreed with members that there should be a forum through which concerned faculty members could express their opinions regarding the proposed changes. Nominations for Special Election to fill two Committee on Committee Vacancies in the Health Sciences – Chair Pogliano explained that the Divisional Bylaws charge the Senate Council with providing a slate of nominations for consideration by the Representative Assembly for Committee on Committee vacancies. It is the duty of the Representative Assembly to ensure that there are two candidates nominated for each vacancy on the Committee on Committees to be filled by election. There are two vacancies to be filled from Health Sciences departments. One is for a term ending August 2014 while the other is for a term ending August 2016.

Chair Pogliano noted that two candidates have been nominated by petition for the term ending in 2016: Todd Gilmer (Professor, Family and Preventive Medicine) and Karen Oegema (Professor, Cellular and Molecular Medicine). One candidate was nominated by petition for the term ending in 2014: Paul Insel (Professor, Pharmacology). Senate Council nominated Kenneth Lyons Jones (Professor, Pediatrics) to complete the slate. Chair Pogliano called for additional nominations from the floor. No additional nominations were received. The Assembly unanimously approved the nominations by a voice vote.

Chair Pogliano reminded members that the upcoming election will be electronic. Voting will begin on October 31, 2013.

Election of Two Members to Senate Council – Chair Pogliano explained that the Bylaws of the San Diego Division call for two elected members of the Representative Assembly to serve as at-large members on the Senate Council; alternate Assembly members are not eligible to serve. The Senate Council meets the first Monday of each mother during the academic year at 3:30 p.m. Professor Rincon from the Department of Theatre and Dance was nominated and agreed to serve if elected. No other nominations were received. Professor Rincon was unanimously elected by a voice vote. Chair Pogliano extended her congratulations and noted that the next Senate Council meeting will be on Monday, November 4 at 3:30 p.m.

Graduate Council- Proposed Master of Finance Degree (Rady School of Management) and Proposed M.S. and Ph.D. Degrees in Electrical Engineering (Medical Devices and Systems) (Department of Electrical Engineering)

Professor Kwai Ng (Vice Chair, Graduate Council) presented Assembly with the proposed degrees. An Assembly member noted that the coursework for the Masters of Finance degree will have significant overlap with coursework in the Departments of Mathematics and Economics and asked whether those courses will be taught by the department or in the Rady School. Professor Timmerman from the Rady School of Management responded that the courses will be taught by the departments.

On behalf of the Graduate Council, Professor Ng moved that the Master of Finance Degree be approved as proposed. [Because the motion is made on behalf of a committee, no second is required.] The motion was approved unanimously by voice vote. Representative Assembly Minutes 5 October 29, 2013

REPORT OF THE GRADUATE COUNCIL

At its October 14, 2013 meeting, the Graduate Council approved a proposal to establish a new Joint Doctoral Program (JDP) in Applied Social Science with an Emphasis on Substance Use with San Diego State University. The Ph.D. program requires students to complete a minimum of 60 units of coursework: 24 semester units at SDSU and 36 quarter units at UCSD. The curriculum has three major sequences: 1) Research and Data Analysis; 2) Substance Use; and 3) Social Science. To advance to candidacy, students are required to pass a qualifying examination based on the coursework completed in each sequence and also develop and pass an oral defense of a dissertation proposal with their doctoral committee. Students complete either a traditional dissertation comprised of original, independent research, or three sequential first‐authored research articles of publishable quality. Students are expected to complete the degree program in four years.

The Council is supportive of this academic endeavor and recommends that the Representative Assembly approve the proposal.

Proposal for a Joint Doctoral Program in Applied Social Science with an Emphasis on Substance Use University of California, San Diego and San Diego State University

Executive Summary

The Division of Global Public Health in the Department of Medicine at the University of California, San Diego, in conjunction with the School of Social Work at San Diego State University is proposing the development of a Joint Doctoral Program on Applied Social Science with an Emphasis on Substance Use. The program would be among the first in the nation to uniquely focus on the prevention—broadly defined—of the use and misuse of alcohol, illicit drugs and the enormous social and health related consequences of such use. Prevention science is defined by the U.S. National Institutes of Health as encompassing research designed to yield results directly applicable to identifying and assessing risk, and to developing interventions for preventing or ameliorating high‐risk behaviors and exposures, the occurrence of disease/disorder/injury, or the progression of detectable but asymptomatic disease. Prevention research also includes research studies to develop and evaluate disease prevention and health promotion recommendations and public health programs. Currently researchers working in prevention science come from a variety of disciplines; the proposed program fills a gap in the field by providing advanced education and training specific to this emerging field.

The proposed program will build on the mutual but complementary strengths of faculty in both academic units, and will be among the most productive doctoral programs in the nation associated with a school of social work. Specifically students will acquire advanced skills and knowledge in theory, current research, research methods, and analytic approaches related to the scientific understanding of substance use and related problems. As such students’ studies will examine the etiology and epidemiology of substance use and its related problems as well as the effectiveness or efficacy of interventions (including programs and policies) designed to ameliorate such problems. Given the interests of the faculty, the program will have a decidedly international flavor.

The department anticipates admitting four students per year, with a steady program state of 16 students. Students will spend the first year of study at SDSU, the second at UC San Diego, and work with faculty from both campuses during their dissertation work. Based on the department’s market research, it is anticipated that graduates will be highly sought after in academic units in medicine, social work and public health as well as research firms and governmental health departments. At its October 14, 2013 meeting, the Graduate Council approved the Bioinformatics and Systems Biology Graduate Program’s proposal for the establishment of a new program of study leading to a Ph.D. degree in Bioinformatics and Systems Biology with a specialization in Biomedical Informatics. Students in this specialization must satisfy all degree requirements for a Ph.D. in Bioinformatics and Systems Biology, and complete a curriculum that includes coursework in biomedical informatics.

The Council is supportive of this academic endeavor and recommends that the Representative Assembly approve the proposal.

Proposal for a new Ph.D. in Bioinformatics and Systems Biology with a specialization in Biomedical Informatics in the Bioinformatics and Systems Biology Graduate Program

The specialization in Biomedical Informatics is designed to allow students to participate in research and coursework in an interdisciplinary field at the intersection of biology, medicine, and quantitative sciences. Biomedical informatics develops new methods to integrate and analyze vast amounts of data generated in the laboratory, clinical and translational research, clinical encounters, and population studies. Bioinformatics and biomedical informatics are complementary disciplines. While bioinformatics is focused on the development of novel informatics algorithms and tools for biological systems of any kind, biomedical informatics is focused on such developments for human‐based biological systems as well as healthcare and population health. For this reason, these disciplines share a common core (informatics for human‐based systems) but require specialization in different types of systems. Biomedical informatics is currently an electives field with the Bioinformatics and Systems Biology doctoral program and the proposed expansion into an independent track recognizes this different focus while maintaining a common core curriculum with the Bioinformatics and Systems Biology program.

All doctoral students in Bioinformatics and Systems Biology must complete four required core courses and sixteen units to be chosen from a list of electives fields. Students specializing in biomedical informatics must complete MED 264. Principles of Biomedical Informatics as one of the core courses, enroll in MED 262. Current Trends in Biomedical Informatics each quarter during the first and second year, and half of the elective units are required to be in biomedical informatics. The remaining electives are selected from the other elective fields in bioinformatics. All students in the Bioinformatics and Systems Biology Graduate program must complete the required program examinations to advance to candidacy and a dissertation project, which students must defend in a final oral examination.
