INTRODUCTION In April 2006, there was a country-wide people’s movement in Nepal, popularly known as the Jana Andolan II,2 against King Gyanendra’s direct rule3 following a 12-point understanding reached between the Seven Party Alliance4 and the Communist Party of Nepal (Maoist), which was leading a communist insurgency against the state. The 19-day-long Jana Andolan II5 (People’s Movement II) ended direct rule by Gyanendra, forced him to return power to the reinstated parliament, and created a conducive environment for the signing of the Comprehensive Peace Agreement (CPA) between the government and the rebel Maoists in November 2006. The success of Jana Andolan II in thus ending the decade-long conflict that had affected all parts of the country has thus been hailed by many as being exemplary of the ways in which engaged citizenry and communities at the local level can have an impact on the resolution and transformation of violent conflict at the national level. -

Nepal: Political Developments and Bilateral Relations with the United States Bruce Vaughn Specialist in Asian Affairs April 7, 2011 Congressional Research Service 7-5700 www.crs.gov RL34731 CRS Report for Congress Prepared for Members and Committees of Congress Nepal: Political Developments and Bilateral Relations with the United States Summary Nepal has undergone a radical political transformation since 2006, when a 10-year armed struggle by Maoist insurgents, which claimed at least 13,000 lives, officially came to an end. The country’s king stepped down in 2006, and two years later Nepal declared itself a republic, electing a Constituent Assembly in 2008 to write a new constitution, which is currently being drafted. Though the process of democratization has had setbacks and been marked by violence at times, Nepal has conducted reasonably peaceful elections, brought former insurgents into the political system, and in a broad sense, taken several large steps towards entrenching a functioning democracy. This still-unfolding democratization process makes Nepal of interest to Congress and to U.S. foreign policymakers. A Congressional Nepal caucus has been newly formed, which should help further strengthen relations between the two countries, which have traditionally been friendly. U.S. policy objectives toward Nepal include supporting democratic institutions and economic liberalization, promoting peace and stability in South Asia, supporting Nepalese territorial integrity, and alleviating poverty and promoting development. Nepal’s status as a small, landlocked state situated between India and China also makes it important to foreign policymakers. Nepal’s reliance on these two giant neighbors leads it to seek amicable relations with both, though ties with India have historically been closer. -

RESEARCHER I II JULY- DECEMBER 2013 11 MASS REVOLUTION AND END OF THE CULTURAL INSTITUTION IN NEPAL Apar Kumar Lamsal Tribhuvan University [email protected] Abstract From 6th April to 24th April of 2006, parliamentary political parties along with the ten years long strafing underground Nepal Communist Party (Maoists) stage a mass revolution against the Royal takeover of 2002 AD for the establishment of republican state. This mass movement gained much impetus then trailed by various organizations, trade unions, students, professional employees and the general mass throughout the kingdom of Nepal. Ultimately, the age-long monarchical institution was finished from the political and cultural scenario of Nepal. This article outlines the main events and outcomes of this revolution and analyzes it. This article is based on secondary sources along with event observation. Key words: mass revolution, monarchy, political parties Background of the Mass Revolution After the restablishment of parliamentary democracy system in 1990AD, the people of Nepal had a hope and trust in peoples participation and more freedom. The also had hoped that the people's representatives government would give freedom, relief, peace, development and security but due to political instability, corruption, lack of understanding among major political parties, failure to maintain law and order and security, the political parties failed to secure the trust and support of the people. Studies show that only 50 percent of negotiated settlements last beyond five years, while in others, negotiated settlements have been shown to keep the peace for only three and half years. Contrary to this, the peace agreements/understandings were universally considered as the pivotal blue print for conflict transformation and peace buildings. In our case, the management of arms and armies, reintegration of few former rebels in the national army, promulgation of the constitution from the constituent assembly etc. are the crucial tasks of the peace process. In this context, this paper highlights the major peace agreements (2005-2010) reached between the then Communist Party of Nepal (CPN)-Maoist and the seven parliamentary party alliance’s Keywords government and simultaneously tries to analyze these agreements’ influence on security. The Communist Party of Nepal (Maoist): Transformation from an Insurgency Group to a Competitive Political Party Krishna Hachhethu Our party has adopted a resolution on the ‘development of democracy in the 21st century’ and put forward some new theses. Among others, the most important thesis has been to accept and organize a multiparty competition within a stipulated constitutional framework even in the future socialist state. This idea of multiparty competition within a socialist state is a big step forward in the revitalization and the development of a socialist democracy. Prachanda, Chairman of the Communist Party of Nepal (Maoist)1 Introduction The April 2006 movement was remarkable not only because it ended monarchical rule in Nepal but also because it marked the beginning of the transformation of the Communist Party of Nepal, Maoist or CPN (Maoist) from an insurgent group to a competitive political party. The transformation started when the CPN (Maoist) made a categorical commitment to the multiparty system and peaceful politics, a commitment that was documented in the 12-point understanding reached between the Seven Party Alliance (SPA) and the CPN (Maoist) in November 2005. This understanding provided the basis for an unprecedented 19-day- long mass movement, Jana Andolan II, in which four to five million people participated, and which led to a series of important political developments: the reinstatement of the dissolved House of Representatives (HOR) on 24 April; the declaration on 18 May, which called for the election of a Constituent Assembly (CA); the temporary suspension of the monarchy; the formation of the SPA government on 27 April, with G.P. -

A Peer-Reviewed Article Dilemma and Factionalism in the Maoist Politics of Nepal Arjun Bahadur Ayadi Abstract The history of the Communist movement of Nepal has passed almost 70-years since the formation of the Communist Party of Nepal (CPN) in 1949. During this period, the Communist movement of Nepal passes through so many ups and downs, twists and turns, and defeats and victories. It has taken different paths in course of its development. It has experienced series of split and merger, which still continues. The Maoist, a radical faction of the communist movement, led the armed struggle for ten-years between 1996-2006 to seizes political power and establish a “New People’s Democracy”. However, the deadly armed struggle concluded in negotiation after 10-year and Maoists re-entered in the competitive politics. As it entered in the competitive politics, the CPN (Maoist), revised its ideological goal from “New People’s Democracy” to “Democracy in the Twenty First Century”. After these ideological change, it has entered in the vicious circle of split and merger. In this context, this paper aims to understand the relations between political dilemma and fraction taken place in the history of Communist movement of Nepal in general and Maoist politics in particular. On the basis of documentary analyses, this paper argues, the whole Communist movement of Nepal including Maoists politics suffered from ideological dilemma (between liberal and radical line) that resulted internal contradiction within the movement leading toward the series of split and generated the serious crisis to radical politics in Nepal.
