Squatting was initially a secondary effect of the relocation process and demolition of housing in communist urban renewal projects, and also a voluntary social and hous- ing policy for the poorest of the same period. Extension and multiple forms of informal settlements and squatting were performed in the post-communist era due to the inappropriate or absence of the legislative tools on urban planning, prop- erties' restitution and management, weak control of the construction sector. The study analyzes the characteristics and spatial typologies of the informal settlements and squatters in relationship with the political and social framework of these types of housing development. In the matter of the February 6, 2021 police-involved shooting in Gaithersburg, Maryland. Pursuant to an agreement between our two offices, the Office of the State’s Attorney for Howard County is hereby providing this written memorandum detailing our investigation and the conclusions we reached regarding a police-involved shooting that occurred on February 6, 2021 in the 6000 block of Olney Laytonsville Road in Gaithersburg. Timeline of Investigation On the morning of Saturday, February 6, 2021, Howard County State’s Attorney Office received an email from Detective Eric Glass of the Montgomery County Police Department – Homicide Section. DSA Sandmann called Detective Glass on the phone and was informed by Glass that Montgomery County had a police-involved shooting in Gaithersburg, Maryland. Glass indicated that an off-duty sheriff deputy had shot and killed a person who had been running cars off the road with his vehicle. Upon locating the suspect, the deputy approached him. Glass indicated the suspect attacked the deputy with a bat or stick of some sort before being shot. The initial information revealed that several 911 calls came in at just after 8 a.m. The callers told the 911 dispatcher that a multiple vehicle accident (airbags deployed) had just occurred in the 6000 block of Olney Laytonsville Road in Gaithersburg. Police and paramedics were immediately dispatched to the scene. The callers went on to say a person driving a Volkswagen had caused one vehicle to swerve off the road into a pole before continuing on and hitting a second vehicle in a head-on collision. -

Mark Pawlowski* *Barrister, Professor of Property Law, Scholl of Law, University of Greenwich James Brown** **Barrister, Senior Lecturer in Law, Aston University It is trite law that, if unregistered land is adversely possessed for a period of 12 years, the title of the paper owner is automatically barred under s.15 of the Limitation Act 1980. Where the land is registered, however, there is no automatic barring of title by adverse possession1 – instead, after being in adverse possession for a minimum of 10 years,2 the adverse possessor can apply to be registered as the proprietor in place of the registered proprietor of the land.3 Upon receipt of such an application, the Land Registry is obliged to notify various persons interested in the land, including the registered proprietor.4 Those persons then have 65 business days5 within which to object to the registration6 and, in the absence of any objection, the adverse possessor is entitled to be registered as the new proprietor of the land. 7 In these circumstances, the registered proprietor is assumed to have abandoned the land. If, on the other hand, there is an objection, the possessor will not be registered as the proprietor unless he falls within one of the three exceptional grounds listed in paragraph 5, Schedule 6 to the Land Registration Act 2002, where: (1) it would be unconscionable for the registered proprietor to object to the application; (2) the adverse possessor is otherwise entitled to the land; or (3) if the possessor is the owner of adjacent property and has been in adverse possession of the subject land under the mistaken, but reasonable belief, that he is its owner. -

The Nature and Extent of Homelessness in Developing Countries CARDO* University of Newcastle upon Tyne DFID Project No. R7905 * Now incorporated into the Global Urban Research Unit (GURU) Summary Highlights Homelessness in Developing Countries What is homelessness? The number of homeless people worldwide is estimated to be between 100 million and one billion, depending on how we count them and the definition used. However, little is known about the causes of homelessness or the characteristics of homeless people in developing countries. A study by CARDO* in the School of Architecture, Planning and Landscape, at the University if Newcastle upon Tyne, set out to explore the nature and extent of homelessness in nine developing countries. Most of the countries studied did not have had little or no reliable data on the numbers of homeless people. Several did not have any official definition of homelessness with which to conduct a census. In some countries, street sleepers are actually discounted for census purposes because they have no official house or address. The common perception of homeless people as unemployed, drunks, criminals, mentally ill or personally inadequate is inappropriate. In developing countries homelessness is largely a result of the failure of the housing supply system to address the needs of the rapidly growing urban population. The study found that homeless people: o Have often migrated to the city to escape rural poverty or to supplement rural livelihoods o Are generally employed in low paid, unskilled work o Often choose to sleep on the streets rather than pay for accommodation, preferring to send the money to their families o Are frequently harassed, evicted, abused or imprisoned o Suffer poor health with a range of respiratory and gastric illnesses o Are victims of crime, rather than perpetrators if it o Are predominantly lone males but increasingly couples and families with children Homeless women and children are most often the victims of family abuse. -

The Condominium Act
REPUBLIC ACT NO. 4726 AN ACT TO DEFINE CONDOMINIM, ESTABLISH REQURIEMENTS FOR ITS CREATION, AND GOVERN ITS INCIDNETS SECTION 1. The short title of this Act shall be The Condominium Act. SECTION 2. A condominium is an interest in real property consisting of a separate interest in a unit in a residential, industrial or commercial building and an undivided interest in common directly or indirectly, in the land which it is located and in other common areas of the building. A condominium may include, in addition, a separate interest in other portions of such real property. Title to the common areas, including the land, or the appurtenant interests in such areas, may be held by a corporation specially formed for the purpose (hereinafter known as the condominium corporation) in which the holders of separate interests shall automatically be members or share−holders, to the exclusion of others, in proportion to the appurtenant interest of their respective units in the common areas. The interests in condominium may be ownership or any other interest in real property recognized by the law of property in the Civil Code and other pertinent laws. SECTION 3. As used in this Act, unless the context otherwise requires: a. Condominium means a condominium as defined in the next preceding section. b. Unit means a part of the condominium project intended for any type of independent use or ownership, including one or more rooms or spaces located in one or more floors (or part or parts of floors) in a building or buildings and such accessories as may be appended thereto. -
